Primary objective: Boost the food production Encourage a positive supply response from the agricultural sector Mitigate the negative effects of volatile food prices Strengthen the production capacities and the governance of the agricultural sector Affected populations provided with targeted, tailor-made and well adapted support based on their own needs, strategies, priorities and response capacities Coordination with other EC measures and instruments in place Consistency with overall EC strategy for the eligible country Coordination with other donor support in-country 7

Focus • Small and medium size farms • Family and food-producing agriculture, especially those run by women and poorest households • Avoid distortion of local markets and production • Local purchase of agricultural inputs and services as far as locally possible 8

Eligible Measures (FF Regulation) • Measures to improve access to agricultural inputs and services • Safety net measures • Address the basic food needs of most vulnerable populations, including children • Other small-scale measures aiming at increasing production based on country needs: microcredit, investment, equipment, infrastructure and storage; as well as vocational training and support to professional groups in the agricultural sector 9

Eligibility (1) • Entities mentioned in the Food Facility Regulation of the E. Parliament and of the Council are eligible - Regulation (EC) No 1337/2008 of 16 Dec 08

• Profit-making organisations are eligible to the Call but will be required not to make profit out of the EC co-funded activities • International and Regional Organisations are not eligible to the call • Central Governments of the partner countries are not eligible 14

1) Maximum 90 % for decentralized bodies in the 50 food facility partner countries (1) and Non-State Actors operating on an independent and accountable basis (2d) 2) Maximum 50% for entities under categories 2a (except from those of the beneficiary country itself), 2b and 2c mentioned above.

Evaluation

• Evaluation will take place in the concerned countries and at EC HQs • A new system of evaluation will apply: relevance will be a key criterion to evaluate the concept notes • The score of the concept note will be carried over for the scoring of the proposal • No new text will be required for relevance in the full proposal 21
