It is the policy of Southeastern Libraries Cooperating (SELCO) to provide free access to information to employees in the performance of their job responsibilities, while attempting to protect employees from unwanted exposure to graphically depicted: a) obscenity b) child pornography c) materials harmful to or inappropriate for minors. Employees using the SELCO network must agree to and acknowledge the following: 1. In accordance with the Children’s Internet Protection Act (CIPA), SELCO operates filtering equipment on its local area network. 2. The local area network, regardless of type of device being used, will not be used for illegal activity, to access illegal materials, or to access materials that, by SELCO workplace standards, would be obscene. 3. The SELCO local area network supports activity related to the work of our staff. Personal use should be kept to a minimum and must not interfere with job related activities, either by using up network resources or by taking up time for which the employee is being paid. 4. Employees will obey copyright laws and licensing agreements. 5. Employees will not make any attempt to gain unauthorized access to restricted library or Internet files or networks, or to damage or modify computer equipment or software at the library or at another location by using library connections. 6. Employees will not disclose, use, or disseminate personal information regarding minors without written authorization of the parent or legal guardian of the minors involved. 7. To preserve their own personal safety, employees should avoid disclosing personal information over the Internet. 8. Employees who become aware of any unusual and/or inappropriate activity should report this activity to a supervisor, the Executive Director or the Personnel Committee. 9. All equipment and data, including E-mail and Web use logs, on the SELCO local area network (LAN) are the property of SELCO and may be examined. In keeping with current employment law, there is no assumption of privacy when using the SELCO network or equipment. SELCO will adhere to the requirements of the Children’s Internet Protection Act, as a continued eligibility requirement to receive federal and state telecommunications funding. SELCO staff will

Organizational Policies and Procedures work cooperatively with member online library staff in those institutions connected to or participating in the SELCO wide area network to verify continued CIPA compliance. SELCO staff will provide guidance in determining appropriate policy language pertaining to:
Safety/security of minors when using email, chat rooms, other direct electronic communications Unauthorized access, including “hacking” and other unlawful activities by minors online.
SELCO is authorized to take prompt and appropriate actions to enforce the Rules of Conduct, and/or to institute disciplinary action against employees who fail to comply with the Internet Acceptable Use Policy as stated or implied herein.
Employee Commitment to Internet Safety I have read SELCO’s Internet Safety policy, and I agree to its terms. I acknowledge that failure to follow these rules of conduct may result in loss of Internet privileges and can result in disciplinary action, up to and including termination of employment.
