TEAMS -Each team may register a maximum of fifteen (15) players. -There is a maximum of ten (10) players per specific match (5 on field, 5 substitutes). -Team captain is responsible for completion and signing of match roster and waivers. -Use of team uniform is mandatory. All jerseys must be numbered, and teams must have matching shorts and socks. -Changes to team rosters are allowed up to the 5th match of league play. -Roster changes after the 5th match of league play will only be accepted for injured players *with* medical certificate/Doctors note. PLAYERS -Players must be a minimum of 18 years old at the start of league/tournament play. -Players must present valid proof of ID if requested by match referee or league/tournament official. -The use of shin guards is mandatory. MATCH PLAY -All matches will be played at the SDG Soccer Center, located at 16601 NE 15th Ave., N. Miami Beach, FL. -Matches will be played exclusively with size 4 game balls provided by the league/tournament organizers. -Matches consist of two (2) twenty-five minute halves, with a five minute half-time break. -Matches are six (6) versus six (6), with four (4) field players and one (1) goalkeeper per side. -If a team cannot field three (3) field players and a Goalkeeper, the match will be considered a walk-over. -Match suspensions due to inclement weather will be handles as follows Suspension before half-time: Match is to be re-scheduled, with the score at the time of match suspension. Suspension at half-time/second half: Match will be considered finished, with the result at time of suspension considered final. -Sliding tackles are not allowed. -Sliding is permitted in order to reach a ball if no opponent is challenged. This is under the sole and final discretion of the match referee. -Throw ins are with the feet, with the ball on or behind the field line. Opposing players must grant at least two steps distance on throw ins. -A player who receives a yellow card must leave the field for two (2) minutes, but can be replaced with a substitute. If the team has no substitutes available, then the sanctioned team must play with one (1) player less. -Any player who receives two yellow cards or a direct red card is expelled from the match. He can be replaced after three (3) minutes with another player, provided the team has substitute players available. -Goals can be scored from anywhere on the field, with the exception of directly from a throw in or midfield kick-off. -Players must keep a minimum distance of two (2) steps on free kicks, and four (4) steps if the player asks for distance.
-At the sixth (6th) foul within one half and at the eight (8th) foul within one half, a free kick without defensive wall will be awarded, to be taken from the designated spot. There is no rebound on this free kicks. -Foul count begins again from zero at the beginning of the second half. -Matches will be considered finished if there is an eight (8) goal difference between the two teams. -Substitutions are unlimited, and must be performed at stoppages of play with the referees acknowledgement. -Substituted players may re-enter match play. -Team captains must sign the match report after match conclusion. At this point teams can review goal scorers, yellow cards, and referee reports. No disputes can be presented once match report has been signed. GOALKEEPER -Goal kicks can be executed using the feet or hands. -The ball must touch the ground before crossing the midfield line on goal kicks. if this is not the case, an indirect free kick will be granted to the opposing team from the midfield line. -Offensive players must maintain a distance of at least four (4) steps from the penalty box on goal kicks. -Offensive players must maintain a distance of at least two (2) steps from the goalkeeper on offensive free kicks. -Goalkeepers may slide tackle, both inside and outside the penalty box. Any match situations not explicitly described in this text are to be governed by official FIFA regulations. All referee and league official decisions are final. WALK OVERS -Walk Overs will be considered a 0-3 loss for the team who fails to appear, and 3-0 victory for the opposing team. -Any team that gives a walk over due to failure to appear will be subject to a $100 disciplinary sanction. A second walk over within one league/tournament will subject the team to a further $100 disciplinary sanction and expulsion from the league/tournament, with no claim to a refund of registration paid. MISCELLANEOUS -The SDG Soccer Complex is located in a city park. Therefore, consumption of alcoholic beverages anywhere on the SDG Soccer premises is absolutely prohibited. Any player or team caught with alcoholic beverages on the premises will be subject to immediate removal from the premises and expulsion from the tournament. -Neither SDG Soccer Complex nor IDEA Marketing LLC will be liable for damages to players or teams for game suspensions which are the result of not abiding by league. -The match referee and/or league officials may at any time suspend match play if they deem the safety of the match referee, league officials, or participating players to be in jeopardy. Final score and sanctions will then be determined by the league/tournament disciplinary committee. DISCIPLINARY SANCTIONS Final decisions on disciplinary sanctions will be taken by the league’s disciplinary committee and based on the referee’s report. The following are general guidelines:
-Match expulsion due to double yellow card: One match suspension. -Match expulsion due to direct red card: Minimum one match suspension, further sanction possible based on referee’s report. -Dangerous Play: Minimum one (1) match suspension, $10 fine. -Verbal aggression against an opposing player (insults, threats, etc.): Minimum two (2) match suspension, $20 fine. -Violent play (elbowing, “plancha,” etc.): Minimum three (3) match suspension, $30 fine. -Verbal aggression against match referee or league official: Minimum four (4) match suspension, $40 fine. -Attempted physical aggression against an opposing player, referee, or league official: Minimum five (5) match suspension, $50 fine. -Physical aggression against an opposing player/referee/league official: Expulsion from tournament, minimum 10 match suspension, possible lifetime ban. $100 fine. -Any physical altercation in which three (3) or more players of one same team are involved exposes the implicated team to expulsion from league/tournament play, upon review by the league/tournament disciplinary committee.
