MINUTES OJAI PLANNING COMMISSION June 1 2016 Call to Order Chair Zabilla called the regular meeting of the Ojai Planning Commission to order on Wednesday, June 1, 2016, at 6:00 p.m. in the Council Chambers of Ojai City Hall, 401 S. Ventura Street, Ojai, California. Oath of Office for New Planning Commissioner Amber Young conducted the oath for Steve Quilici. Roll Call On a call of the roll, the following Planning Commissioners were present: Chair Zabilla, Vice Chair Jagiello and Commissioners Mirk, Nolan, and Quilici. Disclosure of Site Visits and Ex-Parte Contacts 312 W. Aliso Street (Cottages), 601 Crestview Drive, and 1010 Foothill Road Commissioners Jagiello, Mirk, Nolan, Quilici, and Zabilla visited the sites for items 1, 2, and 3 and had no ex-parte contacts. 402 N. Blanche Street - Commissioners Nolan and Quilici visited the site for items 4 and had no ex-parte contacts. 402 N. Blanche Street - Commissioners Mirk, Jagiello and Zabilla visited the site but noted for the record they had contact with the neighbor of 402 N. Blanche Street who attended the breakfast pre-meeting and provided a synopsis of the conversation for the record. Public Hearing Items 1. An Environmental Impact Report was prepared and approved pursuant to the California Environmental Quality Act. This extension is categorically exempt pursuant to the California Environmental Quality Act. Property Owner: Matilija Investments. Applicant's Representative: Ben Turner, Robert Williams Company Planning and Land Use Services. Commissioner Quilici recused himself as he lives within 500 feet of item 1. Chair Zabilla turned the time over to Kathleen Wold to present the staff report. Questions for staff Chair Zabilla • Noted a few corrections that need to be made in the staff report with regards to a discrepancy in the addresses. Chair Zabilla opened the item for public comment and questions Ben Turner, representative for the project addressed the Commission and explained the proposed changes to the plans that he will prepare for the next meeting. Chair Zabilla asked Mr. Turner to include the floor plan of the bathrooms on the plans for their review at the next meeting. Mr. Turner agreed. Discussion Item 3. Concept Review (CR 16-02) for the construction of two new structures and a tennis court located at 1010 Foothill Road. Assessor's Parcel Numbers 020-0-030-060. The General Plan Land Use designation of the property is Low Density Residential (LR) and Zoning classification of the property is Single-Family Residential, Low Density (R-O-1). No environmental has been conducted on this project as it is a concept review. Property Owner/Applicant: Ramin Shamshiri. Representative: Bruce Bolander, Architect. Chair Zabilla turned the time over to Kathleen Wold to present the staff report. Questions for staff

Commissioner Mirk Asked if the glass structure will be conditioned space? Mr. Shamshiri answered it will be conditioned space. Commissioner Quilici asked what sides of the building is the glass on? Mr. Shamshiri answered the glass is proposed for the east and south sides of the building so the building will appear to blend in to site. Commissioner Quilici asked if you can see the building when going up the driveway. Mr. Shamshiri answered the structure is not visible until you get to the very top of the driveway. Chair Zabilla asked was pleased with the comments for the Historic Preservation Commission. She likes the project as it is designed and did not recommend any changes. Commissioner Nolan indicated her support of the project and her appreciation for the sensitivity of the project design in protecting all the trees on the site. She said it is nice to work with an applicant that understands the property and is respectful of the existing architecture. She thinks it is a good project. Vice Chair Jagiello likes the setting of the project. He can see why he is proposing glass because of the existing canopy of trees could potentially be dark. It is nice to demolish the pool to clear that area out to make the property more useful. Likes the fact there is no lights proposed for the tennis court. Commissioner Mirk suggested to Mr. Shamshiri that he might consider and be aware of the Cultural Resource requirements. Mr. Shamshiri answered that he is aware and thank Commissioner Mirk for the reminder. Commissioner Mirk commented that he likes the way the project works into the oak trees. Commissioner Quilici asked about the purpose of the temporary overnight parking. Mr. Shamshiri answered the temporary overnight parking is for friends and guests so the cars will not be parked in the viewshed. Concept Review (CR 16-05) for the addition of a second story to an existing single story, single-family residence located at 402 N Blanche Street. Assessor's Parcel Numbers 0210-063-120. The General Plan Land Use designation and Zoning classification of the property is Village Mixed Use (VMU). No environmental has been conducted on this project as it is a concept review. Property Owners: John and Gina Bane'. Representative: Darwin McCredie, Architect. Chair Zabilla turned the time over to Kathleen Wold to present the staff report.

Questions for staff Commissioner Mirk • Asked why the properties address is Blanche Street when the house faces Oak Street. Commissioner Quilici • Pointed out the narrows side of the lot should be the front setback. Chair Zabilla opened the item for public comment and questions Darwin McCredie, owner's representative spoke to the Commission and explained the project. In an effort to protect a grouping of oak trees on the rear of the site they would like to maintain the 12'front setback and would like to propose a median setback as it is allowable in the Village Mixed-Use. Chair Zabilla • Inquired about the proposed demolishing of the house. • The idea of demolishing the house is troublesome to her. Mr. McCredie answered the contractor inspection resulted in a report that the foundation needs to be completely replaced. The house is substandard as far as meeting current building codes and that the house has 3"walls and a crumbling foundation. Weighing the cost of trying to rehab the existing structure does not make sense. He further explained the in order to preserve the oaks on the rear of the site they decided to go up and add a second story. They plan on building the new home to look like it has always been there. Commissioner Quilici • Asked about the proposed exterior elements and how they propose to make it look like it has been there for many years. Mr. McCredie answered the notion is to plaster the house in the Mediterranean revival house; wood windows, 3 light high casement windows, painted shutters, true clay tile roof, elements of wood and tile that are very traditional, California, and very Mediterranean revival expressionist. Public Comment Speaker, Craig Beam, 204 W. Oak Street, apologized for attending the pre-breakfast meeting. Mr. Beam said he lives directly across Blanche Street, the corner house, which is approximately the same lot size as the subject parcel. Mr. Beam stated it is unfortunate the neighbors were not notified of the concept review. Mr. Beam has a concern with the setbacks on this corner lot and the massing of the building fitting in with the character of the neighborhood. He would like to know more details about the project. Chair Zabilla • Asked Mr. McCredie why they chose not to notice the neighbors. Mr. McCredie explained with this application they were primarily trying to work out the setback issue. Mr. McCredie is aware that noticing is required with the

design review of a two story structure and they are perfectly happy to notice at the appropriate time. Asked how they are addressing the massing of the building. They are addressing the massing with recessed porches, and the rear porch, and redesigning the garage, which is already setback, keep the eave line as low as possible, and use true materials, such as clay tiles for the roof, real copper gutters, real wood windows. Opened discussion on the median setback and how they are measuring. Asked if a Phase 1 historical resources survey is being conducted proactively. Mr. McCredie answered if asked to do so then yes they will obtain a Phase 1 survey.

Chair Zabilla closed the public comment portion of the meeting Commission Summary Chair Zabilla • Knows that Mr. McCredie does good work. • The property is unique because there are very few of these types of 1920 Spanish houses left in the City and it would be very sad to lose it. • Would have like the neighbor's comments on the project, so she could have a sense of what they are feeling about the massing and size of the proposed new structure. Vice Chair Jagiello • Feels it is a very good design. • Thinks the Spanish revival style will look good in this neighborhood. • Understands that there are some old buildings that are impossible to restore and it is cost prohibitive. • Supports the project. Commissioner Nolan • Generally supports the project. • Noted that it is unfortunate that notices did not go out to the neighbors for the concept review. She added that it is wise to get feedback in the early stages of a project. • Appreciates the fact that they are being sensitive to the oak trees on the site. • Understands the constraints of the site. • Thinks the architecture is very nice. • Agrees with Vice Chair Jagiello that it is sometimes not cost effective and does not make sense to rehabilitate a deteriorating building. Commissioner Mirk • Like the design as Mr. McCredie is being sensitive the historic features of the structure.

Suggested informing the neighbors of the proposal. Recommended getting in contact with the Public Works Department to install a four way stop at that intersection.

Commissioner Quilici • More stop signs would be a good thing in this town for traffic calming. • Sad to see a 1927 house set for demolition and the loss of 1927 construction. • To the extent that they can make the new house look like the demolished house he supports the project. Informational Items 5. Director Report and Director Actions Ms. Wold reported on the list provided in the packet and reminded the Commission this report will only be provided at the first meeting of the month from now on.

Report on Current Code Enforcement Activity Ms. Wold provided details on the report in the packet.

Future Agenda Items Ms. Wold reviewed the list and explained the changes to the list that have occurred since the packet was distributed. Ms. Wold asked the Commission if they would like the Neighborhood Planning Workshop meeting to be held on at a regular meeting of the Commission or would they like to schedule a special meeting. After discussion it was decided to add a special meeting on Wednesday, July 27, 2016 for the Neighborhood Planning Workshop with David Sargent of Sargent Town Planning.

Planning Commission Sub-Committee Reports City Council meeting May 10, 2016 — Chair Zabilla reported. City Council meeting May 24, 2016 — Chair Jagiello reported. MAC meeting May 16, 2016 - Commissioner Mirk reported. No Report- Building Appeals Board, no meeting scheduled. Complete Streets, June 1, 2016 — Commissioner Nolan reported and requested the meetings to be held in the Council Chambers as the attendance at these meetings has out grown the Conference Room. Sustainability Committee— Commissioner Nolan reported that she and Vice Chair Jagiello had a meeting and is continuing to work on the City's Sustainability Road Map.
