Taylor Wimpey was formed by the merger of George Wimpey and Taylor Woodrow in 2007. We are able to draw upon experience and best practice gathered over a history dating back to the 19th Century. We build roads and junctions, sewers and utilities that link our developments with the surrounding areas. Where needed we provide community facilities such as schools, doctor’s surgeries, shops and offices, bus stops and even railway stations, as well as much needed affordable homes. Such provision can help meet the day-to-day needs of the people living on, or near, our developments.

We are committed to working with local people, community groups and local authorities during the planning phase and aim to keep them up to date with our activities and progress during construction. We aim to plan and design developments that balance the demands of our business with providing for the needs of our residents and their communities.

Green spaces We design landscaping and open space to provide an attractive and safe setting for homes, recreational space for residents, and habitats for plants and wildlife. Green spaces could include tree or hedgerow planting, playgrounds or sports pitches.

Energy efficient homes We reduce the energy demand and carbon footprint of heating our homes by improving wall and roof insulation, before fitting complex technologies. This means that residents benefit from consistent energy bill savings while their long term maintenance burden and costs are kept to a minimum.

This Public Exhibition gives you the opportunity to view and comment upon detailed proposals for a residentialled development at the former Kelvin Hughes site, on land outlined in red on the map below.

We are proposing to submit a detailed planning application for around 180 new homes, new commercial and employment, public open space, and parking. The following boards provide details of our proposals, the planning background of the application site and the issues which have been considered during the preparation of the scheme.

About this site This is a brownfield site previously used for industrial uses.

Proposals will include attractive areas of public open space, including a linear park.

London Borough of Redbridge support its future use as a predominantly residential area.

The site will be completely remediated from all contamination and asbestos prior to development.

Local Policy and Planning

Taylor Wimpey is preparing detailed plans for a residential development and employment floorspace on the former Kelvin Hughes site, New North Road, Hainault. The proposals are for around 180 homes together with, car and cycle parking and open amenity space.

Planning Background It is anticipated that a detailed planning application will be submitted to the London Borough of Redbridge in late November 2013. Today we are seeking your feedback on the proposals.

Planning Policy The development proposals have been prepared in accordance with planning policy guidance which comprises the London Plan Spatial Development Strategy for Greater London (adopted July 2011), London Borough of Redbridge Core Strategy Development Plan Document (adopted March 2008) and Borough Wide Primary Policies Development Plan Document (adopted May 2008). Planning policy promotes new homes and employment floorspace in sustainable locations to meet the future needs of the Borough.

A Sustainable Location The site is in a highly sustainable location, falling within an existing residential area and in close proximity to a range of services and amenities.

The site is located approximately 350 meters from Hainault Underground station (Central Line). The provision of circa 180 new homes will contribute to meeting the future housing needs of the Borough. The scheme will contribute to the local housing market, providing a range of private and affordable homes, ranging from one and two bedroom apartments, to three and four bedroom family homes. Furthermore, the provision of employment floorspace will provide job opportunities for local people.

Why This Site Kelvin Hughes moved from this site to new premises in 2012. For many years now the structures on site have been falling into disrepair. Many contain asbestos and years of industrial use have left contamination behind. Our housing-led proposal will remove contamination and now dangerous, unattractive structures to provide much-needed new homes, job-creating commercial buildings and attractive public open space, in an area that is already predominantly residential.

Key Facts Proposals have been developed in consultation with London Borough of Redbridge. A detailed planning application will be submitted to London Borough of Redbridge in late November 2013. Proposals adhere to planning policy guidance, providing new homes and employment floorspace in a sustainable location.

Development will provide much needed new homes for a range of home seekers. Affordable homes will be provided as part of the proposals. Proposed employment floorspace will contribute towards the provision of local jobs.

Before we design any new homes, we try to understand the site and the surrounding area in more detail. We speak to the local authority and are here today to talk to neighbours, local residents and businesses to understand your views and opinions. It is important for us to consider how the new homes and streets will be arranged to minimise any impact on the surroundings and provide the best possible setting for the immediate and wider neighbourhood.

Cleaning the Site Given its previous long-term industrial use, some parts of the site have isolated areas of contamination. Alongside the demolition work required, we will be thoroughly cleaning the site so that it’s suitable to build houses and gardens. This work will be carried out very carefully so as to avoid any inconvenience to adjacent neighbours, and will be monitored by the local authority and the environment agency to ensure its carried out thoroughly and properly.

These are some of the important considerations We look at existing routes for cars, cycles and pedestrians, and potential new connections which will make journeys easier.

We look at road layouts, parking and junctions, and the location of public transport links.

We think about sunlight and daylight in new and existing homes and gardens.

We understand more about the existing features on and around the site.

We look at the scale and appearance of surrounding buildings and open spaces.

How the homes will look

The homes planned for the site shall reflect a modern interpretation of the local character. Traditional materials such as brick will be combined with large windows and simple, crafted details to achieve an aspirational new neighbourhood where people will want to live, work and play.

What our proposals will provide • Bring a currently vacant site back into use and help rejuvenate an important part of Hainault. • Remove existing, unattractive structures and replace with high quality homes. • Remove the opportunity for vandalism and anti-social behaviour. • Provide significant employment opportunities for the local community with jobs and apprentiships during construction and from the employment the completed scheme will provide. Taylor Wimpey work with social enterprises such as Reds10 to secure skilled construction apprentiships. (www.reds10. com) • Financial payments made by Taylor Wimpey will contribute towards improvements in local education, transport infrastructure, public open space etc. • All of our sites operate the ‘considerate contractor’ scheme, where we work directly with neighbours to ensure minimal disturbance during construction. • A high-quality scheme to be delivered by a local developer. We are building homes nearby in Chigwell Road, in South Woodford and creating ‘Chobham Manor’ a residential neighbourhood within the Queen Elizabeth II Olympic Park.

About Our Scheme

How the landscape will look

We are looking to provide a new linear park through the heart of the development. The layout and character of this park is based upon an exciting concept of respecting the local landscape as follows: the park will commence along New North road as a formal garden that responds to nearby Claybury Park, becoming gradually more informal along its length until it finally turns into a pocket of natural woodland similar to the character of Hainault Country Park. Throughout the park our intention is to create a place for all: for all people and for all seasons. We are promoting a variety of activities for all ages to enjoy: formal lawns to relax and sit in; natural play areas of timber and low level play boulders for toddlers with seating for parents; and areas of ‘pocket woodland’ for children to explore and learn about nature.

The landscaping of the proposed neighbourhood will create an attractive setting for the new housing and will help to provide a sense of uplift and enjoyment for the new residents and existing local community.

Throughout the park there will be plenty of seating amongst trees and shrubs for the community to sit, meet friends or have some quiet time alone. All shrubs will be maintained to a low level and trees will have their lower branches removed to keep a feeling of openness and maintain safety and security. We intend to commemorate the history of the site by commissioning and placing a piece of public art within the proposed public open space at the front of the site. We will be asking local schools to take part in a competition to challenge pupils to inspire the design of a sculpture. Safety within the public realm shall be fundamental. Spaces shall be overlooked and designed to reduce crime and anti social activity.

The planting will look colourful and attractive throughout the seasons with trees and shrubs that combine beautiful spring flowers and stunning autumn colour leaves.

About Our Scheme

Transport and getting around

Transport assessment Subject to agreement with the neighbouring council, the development has the potential to create a new pedestrian and gate link from Limes Avenue to New North Road. The development includes a new pedestrian/cyclist link from Limes Avenue to New North Road. This will be available for use by existing residents north of the site, improving access to Hainault station and the shops and bus services on New North Road.

It is acknowledged that transport and highways will be a key issue. The site is in a good location with excellent access to local public transport. The redevelopment provides the opportunity to remove the lorries associated with the previous use and may create a new pedestrian connection through the site for use by existing residents in the local area. We are currently preparing a detailed Transport Assessment in consultation with London Borough of Redbridge and Transport for London to make sure that the development will work in transport terms.

The development will result in fewer lorries on local streets. The new homes and commercial unit will generate virtually no heavy goods vehicles – a significant reduction from the existing industrial use of the site. The development may result in a small number of additional cars on local streets but this will not be at a level that will affect the capacity of local junctions. A Transport Assessment is being undertaken to evaluate the impact of the development on the local transport network. This will be independently scrutinised by the London Borough of Redbridge and Transport for London. Development will only proceed if it is considered to be acceptable in transport terms and with an appropriate package of measures for local improvements.

Things to think about A new pedestrian/cyclist link will improve access for residents on Limes Avenue.

The site is within walking distance of bus stops and Hainault underground station.

There will be fewer lorries on local streets.

A transport assessment will evaluate the impact of the development on the local area.

Parking for vehicles and cycles will adhere to the adopted standards.

The scheme will be scrutinised by the council and Transport for London.
