SAILING INSTRUCTIONS 1.

RULES

1.1.

The regatta will be governed by the “rules” as defined in the Racing Rules of Sailing (RRS). The prescriptions of the National Authority will not apply.

1.2.

Add to rule RRS A11: ARB means scoring penalty after arbitration, PTS scoring penalty for a yellow flag after finish.

1.3.

Sails shall have the full sail number AND NATIONAL LETTERS in accordance with the Class Rules and RRS. The national letters shall denote the National Authority of which the sailor is a member in accordance with RRS 75.2 and with 2.1 Entry regulations below. This changes RRS Appendix G1.1.Laser class rule 7 (a) is restricted as follows “only one person shall be on board whilst racing. The person shall be named on the entry form”.

P3 “Postponement, General recall or Abandonment”: If a boat has been penalised under rule P1 and the race committee signals a postponement, general recall or abandonment, the penalty is not cancelled and is still counted to determine the number of times she has been penalised during the regatta. If this is the first penalty she may start when the race is re-started or sailed again if she has taken the Two-Turn Penalty under rule 44.2 even if it is after a postponement, general recall or abandonment. If she has failed to take the penalty then she shall not start when the race is re-started or sailed again and shall be disqualified without a hearing. If it is a second penalty she shall not start when the race is re-started or sailed again and shall be scored DNF. If it is the third or subsequent penalties she shall not start when the race is re-started or sailed again and shall be scored DSE which cannot be excluded.

1.4.2.

P4 is amended to also allow redress when initiated by the protest committee. Sailors or other parties cannot request redress under P4.

ENTRY REGULATIONS

2.1.

Only current fully paid members of the International Laser Class Association may enter the regatta. During registration each sailor will be required to show clear written evidence of current membership of their national Laser Association. If a sailor is unable to present this, he/she will be charged a fee of € 70 (payable in local currency), € 10 of which will be retained by the collecting club and € 10 by ILCA, to cover administration. € 50 will be passed on to the sailor's district, who may refund it to the sailor if he/she is already a current member, or may put it towards that sailor's membership fee if he/she is not a member.

Crew substitution is not permitted. NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located near the race office.

4.

CHANGES IN SAIL ING INSTRUCTIONS Any change to the sailing instructions will be posted before 09:00 on the day it will take effect, except that any change to the schedule of races will be posted by 21:00 on the day before it will take effect.

5.

SIGNALS MADE ASHORE

5.1.

Signals made ashore will be displayed on the signal mast near the terrace of the Club restaurant

5.2.

Flag V with two sound signals (one when lowered) means “No boat shall go afloat until this signal is lowered. The first warning signal will be made not less than 1 hour after V is lowered”.

5.3.

Flag AP with two sound signals (one when lowered) means “The race is postponed. The first warning signal will be made not less than 60 minutes after AP is lowered.”

6.

MEASUREMENT Wet clothing, measurement and equipment checks may be made throughout the Regatta at the discretion of the Class Representative, Race Committee or Protest Committee.

7.

B OATS AND EQUIPMENT

7.1.

All competitors shall use only one hull, sail, mast, boom, centreboard and rudder.

7.2.

In the event of damage, boats and equipment may only be substituted with the written permission of the Race Committee. If the damage occurs later than 90 minutes before the first scheduled start on a racing day and before the start of the last race of the day, provisional verbal permission shall be obtained from the Jury or Race Committee and the written permission of the Jury or Race Committee shall be applied for before the end of Protest Time at the end of the day in which the substitution takes place.

7.3.

W omen competitors shall place a red diamond on each side of their sail (back to back) in compliance with class rule 4(g). The diamond shall be 240mm high and 180mm wide +/- 5mm and shall be located in the centre of the sail immediately above the top batten. 8.

RACING FORMAT

8.1.

If possible all Standard boats start together (see also 7.2.). The Laser Radials and Laser 4.7’s respectively will have separate starts if there are 5 boats or more. For 4 or less boats respectively the Laser Radials and Laser 4.7’s start with the Standard fleet. In the latter case there are still separate fleet rankings for the Laser Radial and Laser 4.7.

8.2.

Fleets may be formed if there are more than approximately 60 participants in each category. The fleets will be composed of one or several age categories in order to form fleets of approximately

20 to 60 participants. For better understanding the following EXAMPLE shows one possibility: 38 participants in “Fleet 1, Standard Apprentice”, 44 participants in “Fleet 2, Standard Master, Standard Grand Master and Standard Great Grand Master” and 23 participants in “Fleet 3, Laser Radial”. 9. 9.1.

PROGRAMME, START TIME AND STARTING SEQUENCE Programme and start times

Friday at 13:00 (warning signal) Saturday at 10:00 (warning signal) Sunday at 10:00 (warning signal) Starting sequence (if fleet is split) will be at the discretion of the race committee 9.2.

Any race for which a warning signal is not given by 15:00 hrs on the last day of the regatta will be abandoned and not re-sailed.

10. CLASS FLAGS AND FLEET IDENTIFICATION 10.1. The Class Flags for the Laser Standard Rig Laser Radial Rig Laser 4.7 Rig

10.2. Each boat in the following fleets shall display a coloured band on her bottom mast between the vang fitting and the boom corresponding to the colour of the fleet in which the competitor is sailing as follows: Apprentices: Green Masters: Red Grand Masters: Blue Great Grand Yellow Masters: Each competitor shall collect the band from the Race Office. The colour band shall be returned before the end of Protest Time on the last day of the regatta. 11. COURSE AREA The approximate course area will be displayed on the official notice board. 12. THE COURSE 12.1. The diagram shows the course, the order in which marks are to be passed and the side on which each mark is to be left.

The length of the course will be set for a target time of 70 minutes. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a). 13. MA RKS 13.1. Standard Marks will be orange cylindrical buoys 13.2. The port end starting mark will be orange cylindrical buoys 13.3. The port end finishing mark will be orange cylindrical buoy 14. THE START 14.1. 14.2. The warning signal for the next start will be made as soon as practicable after the previous start. Prior to the start of the second and any subsequent race of the day Flag 'Orange' will be displayed. Flag 'Orange' will be lowered with a long sound signal 5 minutes before the warning signal for the next race. 14.3. The starting line will be between the mast with the CNV flag on the starting vessel and the port starting mark. 14.4. Boats whose warning flag has not been displayed shall keep clear of the starting line between the warning and starting signals of the preceding fleet’s start. 14.5. A boat that starts more than 4 minutes after her starting signal will be scored DNS without a hearing. This changes RRS Appendix A.4 and Appendix A.5. 15. STARTING PENA LTIES 15.1. Black Flag Rule 15.1.1. RRS Rule 30.3 is supplemented as follows: Sail numbers will be displayed for at least 3 minutes. A long sound signal will be made when the numbers are initially displayed. A boat whose number is so displayed shall leave the racing area, defined in instruction 15.1.2, before the new preparatory signal. 15.1.2. Before the starting signal, the racing area is the area within 100 metres of the starting line. After the starting signal, the racing area is the area within an imaginary line drawn 100 metres outside any point where a boat might sail during normal racing and includes the area bounded by marks 1, 2, 3 and 4 at all times when any boat of any fleet is still racing. 15.1.3. W hen the race committee decides that the application of RRS rule 30.3 entitles a boat to redress under RRS rule 62.1(a), it may give her redress by not displaying her sail number and not disqualifying her (change of RRS rules 30.3, 60.2 and 63.1). 15.2. If possible the sail numbers of boats disqualified under instruction 15.1 or RRS rule 30.3 will be displayed at Mark 1. 16. CHANGE OF COURSE AFTER THE START 16.1. A change of course after the start will be signalled before the leading boat has begun the leg, although the changed mark may not yet be in position. Any mark to be rounded after rounding the new mark may be relocated to maintain the original course configuration. 17. A BANDONING A RACE Under RRS rule 32.1, the race committee may abandon the race because of a major wind shift or irregular winds or when the wind speed drops below 5 knots (2.5 m/s). Action or no action by the

race committee under this instruction will not be grounds for redress; this changes RRS rule 62.1(a). 18. THE FINISH 18.1. The finishing line will be between the blue flag of a race committee boat and the port-end finishing mark. 19. IMMEDIATE PENALTIES FOR BREAK ING RRS RUL E 42 19.1.

RRS Appendix P will apply with the following changes:

On the first protest, if protested after she has finished, she will be given a scoring penalty of 8 points without a hearing. 20. TIME LIMIT Boats failing to finish within 20 minutes of the time the first boat sails the course will be scored DNF without a hearing. This changes RRS Rule 35, Appendix A.4 and Appendix A.5. 21. PROTESTS 21.1. Protests shall be written on forms available at the jury office and delivered there within the protest time which will begin as soon as practicable after the finish of the last boat in each fleet. The end of protest time will be posted on the official notice board and may be different for each fleet. 21.2. Protest notices will be posted within 30 minutes of the protest time limit. Protests will be heard at the jury office. 21.3. Protests by the race committee or jury will be posted before the end of the protest time to inform boats under RRS rule 61.1(b). 21.4. On the last scheduled day of the series a request for redress or a request to reopen a hearing shall be delivered: -

W ithin the protest time limit if a party to a protest requesting redress or a reopening was informed of the decision on the previous day or within 15 minutes after being informed of a decision of a hearing held on the last day of the series.

No later than 15 minutes after the decision is posted;

-

No later than 15 minutes after a signal to abandon racing is displayed ashore.

This changes RRS 66. 21.5. Breaches of instructions 4.2, 6.3, 9.2, 13.5 and 25 will not be grounds for a protest by a boat. This changes RRS rule 60.1(a). For these breaches the protest committee may apply another penalty in place of disqualification.

22. ARBITRATION SYSTEM 22.1. As an alternative to a complete protest hearing by the jury, competitors may be given the choice of using an arbitration system. A condition for this is that the parties present at the time scheduled for the hearing agree to accept the decision of the arbitrators. The arbitration system changes RRS rules 63 and 64. 22.2. The arbitrators will be two members of the jury. They will take the evidence of the parties and give their opinion as to any rule breaches. This opinion will be binding as a protest decision on the parties. However, the hearing may be reopened under RRS rule 66. If a party to a hearing asks for a reopening, the penalty, if any, will be DSQ. If the arbitrators refer the case to the full jury, or the jury initiates a reopening, the penalty will be the penalty prescribed in instruction 21.3 or a greater penalty. 22.3. If the arbitrators penalise a boat, the penalty will be a scoring penalty of 30% (rounded up to the next whole number) of the number of entrants in the fleet. 22.4. If, at the time of offering the arbitration system to the parties, any of the parties refuse to accept the system, the protest will be heard by the full jury and the penalty score becomes DSQ or more (DNE).

23. SCORING 23.1. Individual Regattas The individual regattas will be scored using the Low Point System according to RRS Appendix A. The Laser 4.7 fleet is only open to women. The ranking at the individual regattas will be by extraction for each age category for each fleet and a separate ranking will be extracted from each age category for the Laser Radial women. This ranking will be extracted from the overall position in the Laser Standard fleet and Laser Radial fleet unless there is more than one start in the Laser Standard fleet when the ranking will be extracted from the overall position in the starting fleet. If a points scoring penalty for a breach of rule 42 or under the Arbitration System would result in a score worse than DSQ, the penalty will be that corresponding to DSQ. The scores of other boats will not be changed. 23.2. Overall Series The overall Series ranking will be by extraction for each age category for each fleet and a separate ranking will be extracted from each age category for the Laser Radial women. The 2011 Euro Masters Series will consist of 13 regattas. A minimum of 2 races must be sailed by a competitor to be included in the 2010 Euro Master Series ranking and a competitor’s best 3 results will be scored for the Overall Series. The winner shall be the boat with the lowest total score. W hen there is a tie on the total points between two or more boats, the tie shall be broken in favour of the boat with the most first places, and when any such boats remain tied, the most second places and so on, if necessary for such races as count for total points. W hen the tie still remains, it shall stand as part of the final series results. This changes RRS A8. 24. PRIZES 24.1. Prizes for each Regatta will be awarded in the following categories subject to entry numbers. Standard Fleet: Laser Apprentice Standard (35 to 44 years) Laser Master Standard (45 to 54 years) Laser Grand Master Standard (55 to 64 years) Laser Radial Fleet: Laser Apprentice Radial Men(35 to 44 years) Laser Apprentice Radial W omen (35 to 44 years) Laser Master Radial Men (45 to 54 years) Laser Master Radial W omen (45 to 54 years) Laser Grand Master Radial Men (55 to 64 years) Laser Grand Master Radial Women (55 to 64 years) Laser Great Grand Master Radial Men (from 65) Laser Great Grand Master Radial W omen (from 65) Laser 4.7 Laser 4.7 W omen Overall 24.2. Overall Series ILCA Cubes for places 1 to 3 in each category subject to the minimum requirements of the ILCA Honour Awards By Law. 25. SAFETY 25.1. Competitors shall wear personal flotation devices at all times when afloat, except briefly when changing or adjusting clothing or personal equipment. W et suits and dry suits are not personal flotation devices. This changes rule RRS 40. 25.2. Competitors who require assistance from rescue boats should wave one arm with hand open. If no assistance is required, the arm should be waved with fist closed. 25.3. If considered necessary a competitor may be ordered by a race organisation boat to abandon his or her boat and board a rescue boat.

26. PHOTOGRAPHY CONSENT By entering the Championships competitors accept that they may be photographed and/or videotaped participating in the race and/or using the Championship facilities and they consent to the taking of such images and to the use, reuse, publication and republication of such images in any media, in conjunction with the competitors name or not, without compensation and without the competitors approval of such images or any use thereof. 27. LIA BIL ITY The Club Nautique de Versoix, the Swiss Sailing Federation and the International Laser Class Association, their officers, members and volunteers do not accept liability for loss of life or property, personal injury or damage caused by or arising out of the Euro Masters Series regatta and competitors take part in the regatta at their own risk. The establishment of the Notice of Race and the Sailing Instructions in no way limits or reduces the complete and unlimited responsibilities of a competitor being solely and entirely responsible for the management of a boat he or she is sailing. A competitor must be of good health and a competent sailor capable of sailing a Laser in strong winds. It is the responsibility of each sailor to decide to participate in a race or to continue racing. A competitor is wholly and exclusively responsible for third party liability insurance on the boat that he or she is sailing and for his or her personal accident and health insurance. 28. COMMITTEE BOATS 28.1. Each race committee boat may display a yellow flag 28.2. Rescue boats may display a yellow flag 28.3. Mark laying boats may display a yellow flag 29. Jury boats may display a yellow flag with a “J” 30. LOCAL RULES 30.1

The local rules of the Geneva Lake do apply to any competitor, even while racing, mainly: 30.1.1 Priority must be given to commercial traffic 30.1.2

When a racing boat meets a vessel that is not competiting, she shall comply with the International Regulations for Preventing Collisions at Sea (IRPCAS) as per RSS Part II Introduction

Trash Disposal: Boats shall not put trash in the water. Trash may be placed aboard support and race committee boats.

Insurance: Each participating boat shall be insured with third party liability insurance with a minimum cover of CHF 2,000,000 Swiss Francs
