RULES: 1.1 This regatta will be governed by the rules as defined by The Racing Rules of Sailing. *The J 105 Class will be sailing under the J 105 Fleet #1 class rules. 1.2 RRS 40 is changed as follows: All competitors are required to wear life jacket or other adequate personal flotation device while racing. 1.3 RRS 52 is changed as follows: autopilots are permitted in the short-handed division (Single and Doublehanded). 1.4 Non Spinnaker Division yachts may fly only one headsail at a time from the headstay regardless of the point of sail. Non-Spinnaker Division yachts with headfoils or double forestays shall drop their in-use jib to the deck prior to raising a new one.

THE START: Between an orange panel/flag on the committee boat and a temporary mark, YRA 10, between the northeast end of Treasure Island and the end of the Berkeley Pier. (It is the intention of the race committee to use the Dehler 34, “Double Eagle,” as the start line committee boat.) The approximate location of the start line is shown in Attachment 2. The first warning is at 1125 hours. Divisions will be listed in Attachment 1, which will be posted on the YRA website and on Jibeset.net on Friday, July 8th.
8.
THE FINISH: Between Mark “Y” and an orange panel/flag on the committee boat stationed at the port end of the finish line as shown in Attachment 4. (It is the intention of the race committee to use a 57’ Carver Pilothouse, “Mi Amor,” as the finish line committee boat (Refer to photo in Attachment 5).

TIME LIMIT: All yachts not finishing by 1800 hours shall be scored DNF. This changes RRS 35.
10.
RESTRICTED AREAS, HAZARDS, ETC: 10.1 STARTING LINE: Boats whose preparatory signal has not been made shall keep clear of any boat whose preparatory signal has been made. Boats shall not cross the Start line except when preparing to start or starting. Boats observed by the race committee to be in violation of this instruction will be scored DNF without a hearing. This changes RRS 63.1. 10.2 OBSTRUCTIONS: For safety, each of the lines bounded by the following two points is an obstruction: 10.2.1 The buoy (G “3”) south of Point Blunt on Angel Island and the closest point ashore 10.2.2 The bell buoy (GR Bell) off the West end of Alcatraz Island and the closest point ashore 10.2.3 The red day Mark 8A south of Coyote Point and the closest point ashore 10.2.4 The red day mark 12 south of the San Mateo Bridge and the closest point ashore 10.3 Competitors are also cautioned that there is insufficient depth for keel boats in the vicinity of the San Bruno Shoal. (Refer to Attachment 3.) 10.4 SAN FRANCISCO-OAKLAND BAY BRIDGE (EAST OF YBI): SAN FRANCISCO/OAKLAND BAY BRIDGE-EAST OF YBI -A Safety Zone has been established from 1000 feet west of pier "I" and extends east to the Oakland shoreline. (see 2015-2017_East_SFOBB_Safety Zone.pdf Attachment 6) This safety zone has been established to protect mariners from the dangers associated with removal operations of the SFOBB. All vessels passing through the bridge east of YBI should use the "T1-E2" span of the Replacement SFOBB Eastern Span until demolition of the replaced bridge is complete. Unauthorized persons or vessels will be prohibited from entering into, transiting through, or remaining in the safety zone without permission of the Captain of the Port or their designated representative. Work is in progress in removing the spans between piers I-N, Typical in-water equipment to be utilized are two 250’ X 72’ X 15’ barges, two 99’ X 99’ crane barges, and a 133’ X 46’ material barge, spudded and anchored beneath the structure. Typical anchor lines will extend from each

corner of the barges out 1500 feet. Each corner of the anchored barges shall be lighted at night will an all-round red lights. Red lights will mark the upstream and downstream portion of the pier bases until their removal. For details at the work site, mariners may contact Caltrans at 650-222-7242 or the Contractor at 510-774-1204. For more details or comments contact the Coast Guard Project Manager at 510437-3515. COMMERCIAL TRAFFIC, SAFETY: 11.1 Boats shall not impede the passage of commercial vessels and shall comply with USCG Navigation Rules. If a commercial vessel has sounded five blasts, and the vessel or the Coast Guard identified the boat by sail number, the Race Committee shall protest the boat, in which case the Protest Committee shall assume that the identified boat has impeded passage or violated USCG Navigation Rules, and the identified boat shall have the burden of proving otherwise. In the case of a complaint by VTS or the Coast Guard, the protest time limit shall be extended up to two days after the conclusion of the regatta. This changes RRS61.3. Compliance with RRS 60.2(a) shall not be required. 11.2 A Race Committee boat may signal a boat to alter course to avoid impeding the passage of commercial vessels by making a sound signal (horn or whistle) and pointing Code Flag V (a white square with a red X) at the offending boat. The signaled boat shall comply with the signal unless compliance would create an unsafe condition. If a boat fails to comply with such a signal, the Race Committee shall protest the boat, in which case the Protest Committee shall assume that the course alteration would not have created an unsafe condition, and the protested boat shall have the burden of proving otherwise. 11.3 A boat may be penalized under SI 11.1 even if it does not violate SI 11.2, and a boat may be penalized under SI 11.2 even if it does not violate 11.1. A violation of any part of SI 11 may not be exonerated by a Scoring Penalty. A disqualification under any part of SI 11 shall not be excludable under RRS A2 for boats sailing a YRA series. The Sequoia YC will cooperate with and provide information relevant to any investigations of impeding passage or violation of USCG Navigation Rules by the Coast Guard or other governmental authority.
12.
RADIO COMMUNICATIONS: 12.1 The Race Committee will use VHF channel 72 for race related communications. All competitors are expected to monitor this channel while racing 12.2 The Race Committee will attempt to hail boats for OCS and other pertinent information on VHF Channel 72. The inability of a competitor to hear a hail for OCS or any other information shall not relieve her of her responsibility to start in accordance with the rules, nor shall it be grounds for redress. This changes RRS 25.3 and 63.1. 12.3 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones 12.4 After racing, upon entrance into Redwood City Harbor Channel, boats shall use VHF Channel 69 to contact the Sequoia YC Harbor Master.
13.
SAFETY REGULATIONS 13.1 Check in is required. The preferred method for check in is to sail within hail of the stern of the committee boat before 1115 hours. 13.2 Boats retiring from the race or not finishing within the time limit shall notify the race committee on VHF channel 72 (or VHF 16 if no response on the race channel) to notify them of their withdrawal. If not able to report while underway, telephone contact shall be made by calling the Sequoia Yacht Club at 510-459-5566 immediately after coming ashore. 13.3 Boats are also encouraged to monitor VHF Channel 14 for updates on large vessel traffic.
14.
PROTESTS AND REQUESTS FOR REDRESS: 14.1 Protests and requests for redress under RRS 61.1 shall be submitted in writing in accordance with RRS 61.2 and emailed or faxed to the YRA of San Francisco Bay, no later than midnight July 10, 2016. Once a protest is received by the YRA, the YRA shall contact the sponsoring Yacht Club and a protest committee shall be formed. Copies of the protest, as well as notification of the time & date of the protest will be sent to the involved parties.

Verbal notification of the intent to protest must be given within 1 hour of the finish line committee boat’s return to dock.
15.
SCORING: 15.1 PHRF Time-on-Time calculations will be used for handicapping. The following formulas and parameters will be used to calculate the Corrected Time for each boat: 15.1.1 Corrected Time = (Time Correction Factor) x (Elapsed Time) 15.1.2 The Time Correction Factor, (TCF) = 650 / (550 + PHRF rating) 15.2 The Race Committee reminds participants it is their responsibility to note their finish times, other boats finishing near them and the order of finish to assist in the event of omission or error in recording. Boats penalized 'without a hearing' may petition for redress if the penalty is believed applied in error. 15.3 Results will be posted on Jibeset.net.
16.
SUPPORT BOATS A Safety Support boat shall accompany the F18 Fleet. This boat shall fly a yellow Alternate Race Committee Flag.
17.
PRIZES: 17.1 Individual Westpoint Regatta prizes will be awarded by the Westpoint Regatta Committee on the day of the race for top finishing boats in each fleet. 17.2 The YRA will award Weekend Regatta Series prizes at the end of the season based on the following: 17.2.1 First prize for any starters in a class/division 17.2.2 Second prize for four or more starters 17.2.3 Third prize for seven or more 17.2.4 Fourth prize for ten or more 17.2.5 Fifth prize for fifteen or more

DISCLAIMER OF LIABILITY: Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
19.
INSURANCE Each participating boat shall be insured with valid third-party liability insurance.
20.
CRUISE INSTRUCTIONS: 20.1 All participants are encouraged to overnight at the Sequoia Yacht Club. Plans are to accommodate racers at Sequoia YC and Westpoint Harbor docks for easy access to the Island Time party. We plan on giving all registered boats their intended berthing area prior to the race. BAADS entries will be berthed at the guest dock below Gangway B. For situational awareness, a chart of the Sequoia YC marina can be seen at http://www.spinnakersailing.com/redwoodcitymarina/marinalayout.html or down load the PDF file. Contact the Port Captain, http://www.sequoiayc.org/contact for more information. 20.2 Boats requiring depth greater than 7 feet must contact the harbormaster for the Port of Redwood City to determine availability of dock space in the shipping area (“F” Dock). This contact should be made by email to
[email protected]. 20.3 Boats that prefer an early departure on Sunday and/or wish to avoid being stuck in the raft up may wish to take a slip at nearby Westpoint Harbor. Westpoint offers guest slips from 36’ to 120’ and free parking. Depth is 9’ at MLW. To make reservations the Westpoint harbormaster can be reached at 650-701-0545 or

Contact the Harbor Master on VHF channel 69 or by mobile phone at 650-224-3250, upon arrival. 20.4 Sequoia YC shore boat (Rebel or Blue Max) will be on-station near channel markers 13 and 14 to direct race participants toward either Sequoia YC Marina or Westpoint Harbor. Upon entrance to either area, further direction will be given by berthing arrangement personnel via hailing and/or VHF channel 69.
