1. The Democratic Socialist Republic of Sri Lanka has received a loan from the Asian Development Bank (ADB) towards the cost of the Jaffna and Kilinochchi Water Supply and Sanitation Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB. 2. The Chairman, Board of Ministers Appointed Procurement Committee on behalf of the Chief Secretary, Northern Provincial Council (“the Employer”) now invites sealed bids from eligible bidders through National Competitive Bidding (NCB) on Single-Stage: OneEnvelope bidding procedure (NCB/SS-1E) for Construction of Bridge and Flood Bund, Rehabilitation of 3 Nos Drop Structures in Iranamadu Scheme in Kilinochchi District. 3. Only eligible bidders with the following key qualifications should participate in this bidding: • The bidder shall have minimum average annual construction turnover of LKR 610 Million calculated as total certified payments received for Contracts in progress or completed, within the last three (03) years. • Participation in at least one (01) contract, within the last ten (10) years that has been successfully or substantially completed and that is similar to the proposed works, where the value of Bidder’s participation exceeds LKR 240 Million. The similarity of the Bidder’s participation shall be based on the physical size nature of works, complexity of methods, technology, and scope of works or other characteristics described in Section 6 (Employer’s Requirements). • The Bidder must demonstrate access to, or availability of, liquid assets, lines of credit or other financial resources, (other than any contractual advance payments) to meet the Bidder’s financial resources requirement indicated in Form Fin-4.

A complete set of the bidding document in English language may be purchased by interested bidders on the submission of a written application on a business Letter Head to the Project Director, Jaffna Kilinochchi Water Supply and Sanitation Project - Iranamadu Component, Kachcheri Lane, Kandy Road, Kilinochchi, Sri Lanka from 20 January 2016 until 18 February 2016 during 09:00 hours to 15:00 hours on normal working days and on 19 February 2016 between 09:00 hours and 14:00 hours. The bid document shall be obtained upon payment of a nonrefundable tender fee of SLRs. 5,000.00 in cash or USD 50 in cash or Bank Draft in favor of “Project Director, Jaffna Kilinochchi Water Supply and Sanitation Project, Iranamadu Component”. The Project Management Unit, Jaffna and Kilinochchi Water Supply and Sanitation Project Iranamadu Component will promptly dispatch the documents by registered airmail or by courier service on request. The application must include a bank draft or cashier’s certified cheque issued by a bank approved by Central Bank of Sri Lanka in favour of the Project Director, Jaffna Kilinochchi Water Supply and Sanitation Project, Iranamadu Component or in cash for the amount of SLRs. 7,500 (domestic delivery) or US$ 100 (overseas delivery). 6. Bids shall be delivered to Project Director, Jaffna and Kilinochchi Water Supply and Sanitation Project - Iranamadu Component, Kachcheri Lane, Kandy Road, Kilinochchi, Sri Lanka on or before 14:00 hours on 19 February 2016 together with a Bid Security in the amount as specified in the Bidding Document (Datasheet). Bids will be opened immediately after the deadline after closing in the presence of the bidders’ representatives who choose to attend. 7. The Employer will not be held responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of their Bids.
