Administrative​ ​Procedure​ ​219

LOCALLY​ ​DEVELOPED​ ​COMPLEMENTARY​ ​COURSES Background The​ ​district​ ​and​ ​Alberta​ ​Education​ ​support​ ​the​ ​local​ ​development​ ​and​ ​authorization​ ​of​ ​junior​ ​and senior​ ​high​ ​school​ ​complementary​ ​courses.​ ​The​ ​district​ ​is​ ​of​ ​the​ ​firm​ ​belief​ ​that​ ​these​ ​courses can​ ​promote​ ​the​ ​unique​ ​interests​ ​and​ ​abilities​ ​of​ ​students​ ​and​ ​encourage​ ​educational improvement​ ​and​ ​excellence​ ​through​ ​innovation.​ ​The​ ​district​ ​will​ ​respond​ ​to​ ​local​ ​and​ ​individual changing​ ​needs​ ​through​ ​the​ ​development​ ​and​ ​endorsement​ ​of​ ​interrelated​ ​courses. Procedures 1. The​ ​locally​ ​developed/acquired​ ​courses​ ​will​ ​not​ ​duplicate​ ​provincially​ ​approved​ ​courses. They​ ​will​ ​instead​ ​provide​ ​instructional​ ​opportunities​ ​that​ ​complement​ ​Alberta​ ​Education’s authorized​ ​courses​ ​and​ ​may​ ​differ​ ​in​ ​content,​ ​methodology​ ​and/or​ ​organization.​ ​Each​ ​locally developed​ ​course​ ​will​ ​have​ ​an​ ​instructional​ ​focus.​ ​Locally​ ​developed/acquired​ ​courses​ ​must align​ ​with​ ​the​ ​vision​ ​of​ ​an​ ​educated​ ​Albertan​ ​as​ ​an​ ​engaged​ ​thinker​ ​and​ ​ethical​ ​citizen​ ​with an​ ​entrepreneurial​ ​spirit. 2. The​ ​courses​ ​will​ ​be​ ​developed​ ​when​ ​sufficient​ ​human​ ​and​ ​learning​ ​resources​ ​are​ ​available and​ ​when​ ​there​ ​is​ ​a​ ​reasonable​ ​expectation​ ​that​ ​a​ ​sufficient​ ​number​ ​of​ ​students​ ​will​ ​enroll​ ​in the​ ​course.​ ​The​ ​principal​ ​makes​ ​the​ ​decision​ ​as​ ​to​ ​whether​ ​or​ ​not​ ​a​ ​locally developed/acquired​ ​course​ ​will​ ​be​ ​offered.​ ​The​ ​course​ ​must​ ​be​ ​formally​ ​approved​ ​in​ ​writing by​ ​the​ ​principal. 3. All​ ​courses​ ​and​ ​learning​ ​resources​ ​will​ ​recognize​ ​diversity,​ ​promote​ ​respect​ ​for​ ​individuals and​ ​adhere​ ​to​ ​the​ ​teachings​ ​of​ ​the​ ​Catholic​ ​faith.​ ​The​ ​courses​ ​must​ ​be​ ​consistent​ ​with​ ​the mission​ ​and​ ​vision​ ​of​ ​the​ ​district.​ ​Evaluation​ ​and​ ​assessment​ ​procedures​ ​will​ ​be​ ​built​ ​into​ ​the course.​ ​Learning​ ​outcomes​ ​must​ ​develop​ ​the​ ​competencies​ ​described​ ​in​ ​the​ ​Ministerial Order​ ​on​ ​Student​ ​Learning. 4. Principals​ ​will​ ​be​ ​responsible​ ​for​ ​obtaining​ ​clearance​ ​of​ ​any​ ​copyright​ ​issues​ ​related​ ​to​ ​the development​ ​of​ ​these​ ​courses. 5. The​ ​director,​ ​Instructional​ ​Services​ ​oversees​ ​the​ ​procedures​ ​to​ ​be​ ​followed​ ​in​ ​the​ ​creation and​ ​monitoring​ ​of​ ​locally​ ​developed​ ​courses.​ ​All​ ​courses​ ​must​ ​adhere​ ​to​ ​Alberta​ ​Education procedures.​ ​A​ ​timeline​ ​is​ ​set​ ​each​ ​year​ ​and​ ​the​ ​following​ ​course​ ​description​ ​must​ ​be submitted​ ​to​ ​the​ ​director,​ ​Instructional​ ​Services​ ​well​ ​in​ ​advance​ ​(3​ ​months)​ ​of​ ​the​ ​timeline​ ​for submission​ ​to​ ​Alberta​ ​Education. 6. The​ ​proposed​ ​course​ ​description​ ​will​ ​include: 6.1

The​ ​name​ ​of​ ​the​ ​district​ ​where​ ​the​ ​course​ ​will​ ​be​ ​offered;

The​ ​title​ ​of​ ​the​ ​course;

6.3

The​ ​junior​ ​or​ ​senior​ ​high​ ​level​ ​at​ ​which​ ​the​ ​course​ ​is​ ​to​ ​be​ ​offered;

6.4

The​ ​credit​ ​allocations;

6.5

The​ ​implementation​ ​date;

6.6

The​ ​philosophy​ ​and​ ​rationale​ ​for​ ​the​ ​course;

6.7

A​ ​statement​ ​of​ ​general​ ​learner​ ​outcomes;

6.8

Special​ ​facilities​ ​or​ ​equipment​ ​required;

6.9

Identification​ ​of​ ​controversial​ ​or​ ​sensitive​ ​course​ ​components;

6.10

A​ ​list​ ​of​ ​learning​ ​resources;

6.11

A​ ​statement​ ​that​ ​significant​ ​overlap​ ​with​ ​provincially​ ​developed​ ​courses​ ​does​ ​not exist;

6.12

The​ ​assessment​ ​standards;

6.13

A​ ​plan​ ​for​ ​course​ ​evaluation​ ​and​ ​monitoring​ ​by​ ​the​ ​district.

7. All​ ​requests​ ​to​ ​create​ ​a​ ​locally​ ​developed​ ​course​ ​or​ ​to​ ​acquire​ ​or​ ​adapt​ ​a​ ​course​ ​from another​ ​institution​ ​must​ ​be​ ​made​ ​to​ ​the​ ​director,​ ​Instructional​ ​Services​ ​who​ ​oversees​ ​and monitors​ ​these​ ​courses.​ ​The​ ​director,​ ​Instructional​ ​Services​ ​maintains​ ​an​ ​up-to-date​ ​list​ ​of locally​ ​developed​ ​courses​ ​that​ ​have​ ​received​ ​Board​ ​approval. 8. The​ ​courses​ ​will​ ​be​ ​approved​ ​by​ ​Board​ ​motion​ ​and​ ​will​ ​be​ ​reviewed​ ​for​ ​reauthorization​ ​every four​ ​years.​ ​Only​ ​those​ ​courses​ ​authorized​ ​by​ ​the​ ​Board​ ​will​ ​be​ ​taught​ ​in​ ​the​ ​district. 9. Religious​​ ​Education The​ ​district,​ ​in​ ​collaboration​ ​with​ ​the​ ​Bishop​ ​of​ ​the​ ​Diocese​ ​of​ ​Calgary,​ ​determines​ ​the resources​ ​for​ ​use​ ​in​ ​Religious​ ​Education.​ ​The​ ​Bishop,​ ​in​ ​consultation​ ​with​ ​district​ ​leadership, parents/legal​ ​guardians​ ​and​ ​teachers​ ​mandates​ ​the​ ​Religious​ ​Education​ ​curriculum, including​ ​the​ ​human​ ​sexuality​ ​component.​ ​All​ ​other​ ​resources​ ​must​ ​be​ ​approved​ ​by​ ​the director,​ ​Instructional​ ​Services.​ ​In​ ​Religious​ ​Education​ ​courses​ ​at​ ​the​ ​high​ ​school​ ​level,​ ​the district​ ​will​ ​follow​ ​the​ ​same​ ​procedures​ ​as​ ​those​ ​required​ ​by​ ​Alberta​ ​Education​ ​and​ ​with​ ​the permission​ ​of​ ​the​ ​Bishop​ ​of​ ​the​ ​Diocese.
