WH EREAS, the Commission issued on September 23, 1993 Memorandum C irc u lar No . 93-018 entitled "Prescribing the Authorized Decorations, Service Medals, Ribbons and Badges of the Philippine National Police" that provides for the rules and regulatio ns in the conferment of awards, decorations and citation badges to the m em bers of the Ph ili p p ine Na tiona l Police and other qualified individuals, and including th e grant of corresponding ca sh and leave credits as incentives; WHEREAS, the Phi lippine National Police (PNP). specifically the Directorate for Perso nne l and Re co rd s M ana ge me n t (DPHM), took notice of the significant increase in • the issu a nce of med a ls with corresponding grant of leave credits which resulted in the huge budge ta ry obligation for the payment of Terminal Leave Benefits of retiring PNP uniformed personnel an d reco mmended that the Commission should issue guidelines on th e a pp lication of such leave credits earned;

WHEREAS, a series of consultative meetings were conducted to discuss the problems ra ised by the PN P on the matter, taking into consideration PNP Circular Numb er 2006-014 tha t clarified the availment of leave credits by awardees among others;

WHEREAS, there is also a need to revise the requirements to be accomplished for e ach med a l in o rd er to avoid confusion in the assessment as to what appropriate medal sha ll be gra nted ;

Guidelines in the Avai/ment of Leave Credits.

'1 .

A maximum limit of fifteen (15) days leave credits shall beellowed every calendar year for PNP uniformed personnel who had been or shall be conferred with appropriate PNP medals 'in recognition of outstanding performance of police tunctions and activities. '

2.

Accrued leave credits earned from tile conferment of epproptiete PNP medals may be used to cover for vacation and sick leave spent by PNP uniformed personnel from September 23, 1993 up to the effectivity of this Ciicuier only.

3.

Henceforth, leave credits earned from the conferment of appropriate medals must be enjoyed by concerned PNP personnel from the date of conferment onwards but not later than tile last day of the next calendar year, otherwise, such unused leave credits shall be deemed torteiiea.

4.

In no case shall leave credits earned from the conferment of app ropriate medals be added to the Accumulated Leave Credits to be used in the computation of Terminal Leave Benefits of retiring . PNP uniformed personnel.
