PNM and formal meetingsare not being held regularly at Railway Board's level resulting several issues continued unresolved. Appropriate action may be taken for conducting meetingsregularly. Specialpriority be given to resolvependingPNM items.

In most of the cases,the replies to Federation'slettersare not sent.Machinery needsto be tightenedfor ensuringprompt repliesto Federation'sletters.
(iii)
Agreementsreachedthrough formal negotiationsare not being honouredresulting serious resentmentamongstaff. A few are cited below as example:(a) ReplacementGP 46001-with GP 48001-(for SSEs,Inspectors/Supervisors etc). (b) Steppingup of pay of Loco lnspectorsinductedprior to 0110112006. (c) NFIR's PNM agreementfor steppingup of pay of senior-mostSSOs(Accounts)w.e.f. 0110112006 to GP 54001-. (d) Implementationof ratio l0 :20 :20 : 50 for Track Maintainersin 6ft CPC GP 280U-: 24001-,1900/-& 1800/-respectively-NFIR's PNM agreementnot implemented. (e) Manning of coachesby Ticket Checking Staff - restorationof Board's ordersof 2000 (NFIR's PNM agreement)not implementedyet. (f) Placementof Loco Pilot Mail/Expressin GP 46001-. (g) Railway Board's norrns for creationof posts of Helpers,ESMs, SSEs/JEs(Signal) not implemented.PNM agreementon item No. 1412010not implemented.

Merger of TecbniciansGrade-IIwith Grade-I:-Wiile reachingan agreementon22"dJuly 2016 on revision of percentagesof Technicians,the Railway Board had assuredio processthe merger proposalwith Ministry of Financefor obtainingclearance.Though l% yealshas passed, thire beenno finality. This may kindly be expedited. Upgradationof Apex level Group 'C' poststo Group 'B' Gazetted(3335posts):-Although agreed for upgradingthe posts, no ordershave been issuedeven after a lapseofiour years.This needsto be expeditedon top priority.

Vacanciescontinued to remain unfilled, leading additional burden on staff. Action be taken to fill all vacanciesat the earliest.

Outsourcjng of activities, closure of establishmentsetc., is being resorted to indiscriminately, without ionsultations and without realizingthe adverseeffects on eificiency. Theseare required io be reviewed.

Revision of designations:-NFIR's proposalsnot yet considered.

GraduateEngineersare extremely agitatedover "ZERO" careergrowth - NFIR's pNM agendaas well lettersmay be connectedfor taking action for careergowth of engineers.

MACPS issuesdiscussedin the PNM meetingsare yet to be resolved.Assurancewas given for holding meeting at the level of MS &FC, but unfortunatelytherehasbeenno progress. NFIR also insisted that 'Very Good' bench marking needsto be scrappedin Railways and this subject was discussedwith CRB on 0510112018, consequently,CRB^has assuredto solve this problem.

Continuation of LARSGESS:- Expeditious action may kindly be taken for continuance of LARSGESS in the light of SupremeCourt's Order giving free hand to Railway Ministry to re-visit the Schemeand take conscious decision. It needJ to bi appreciatedthat the Schemehas been introduced in public interest as well the personalsafety of staff working in the safety categories, thereforeit should be continuedand Board's letter dated 271101201i*uy-ulro be withdrawn. Inter Railway request transfer applications:- In the case of ex-servicemen re-employed in Railways, the 5 years minimum servicecondition needsto be relaxed as demandedby iederation vide its PNM agenda item. This subject was also discussddby the Federation with CRB on 0510112018, consequently,the CRB has agreedto relax, but howlver, instructionshave not been issued.

Induction of Act Apprentices in GP 1800/- in the Safety categoryposts in exigency:- GMs be empoweredto take decision.

Regularizationof Quasi Administrative Staff in the Railways- Discussedin the fuIl board meeting held on 0710212014. However decisionto restorethe policy of 197311977 has not yet been takenl NFIR's detailed note on the subject may kindly be cbnsidered and approuui accorded for absorptionof Quasi-staff. NFIR urgespositive action for satisfactoryredressalofissues listed above.
