In pursuance of Budget Circular No. 286 and Civil Service Commission Memorandum Circular No. 3 dated January 1, 1978 implementing Section 33 of Presidential Decree No. 807, there is hereby created in this Ministry a Suggestion and Incentive Awards Committee hereinafter called the Committee to be composed of the following: Asst. The Chief Training Officer shall serve as the Secretary of the Committee. The Committee shall have the following functions: 1.
Prescribe, subject to the approval of the Minister, the procedure and criteria to oe followed in the determination and selection of officers and employees for merit awards in accordance with the pertinent provisions of the abovementioned Circular;
2.
Receive recommendations for awards with corroborative evidences and evaluate the same following the procedure and criteria adopted by the Ministry. If necessary formal hearing may be conducted by the Committee;
3.
Recommend to the A;inister the officers and employees who shall be given merit increases under Section 40of the aforesaid Circular;
4.
Receive and hear complaints on merit increase cases and recommend to the Minister the proper course of action to be taken on the same;

Conduct continuing studies on the effects of the Suggestion and Incentive Awards System on the personnel of the Ministry.
For outstanding performance, the Committee shall adopt the New Performance Appraisal System provided for under Memorandum Circular No. 2, series of 1978 of the Civil Sergice Commission as its principal basis in determining and selecting officers and employees for merit increase. All orders, rules, regulations and/or instructions contrary to or inconsistent herewith are hereby revoked or modified accordingly.
