APPROVAL OF MINUTES The minutes of the July 15-16, 2003 meeting were approved. RESULTS AND RECOMMENDATIONS OF PASSING SCORES FROM PRAXIS II STANDARD SETTING AND VALIDATION STUDIES The Board adopted passing scores for the Special Education, Spanish and Middle Level Math tests. The Board will need to adopt passing scores for the remaining 11 tests at a later date. David Anderson discussed the recommendations of the study panels for the Special Education, Spanish, and Middle Level Math tests. Special Education Rick Tannenbaum from ETS provided passing score data based on test takers from 2000-2003. The table below shows the passing scores based on this data. SEM -1 -2 +1 +2

MOTION: To adopt the passing scores proposed and listed in the document: “Summary Data for Adoption of Praxis Passing Scores.” Motion passed. PRAXIS II WEST-E – NEXT STEPS The Board has set passing scores on 18 tests. There are 11 more to validate and set passing scores. David is still experiencing difficulty in recruiting teachers to participate on validation panels. The first administration of Washington’s Praxis tests took place on September 13, 2003. Of the 31 people taking the Praxis tests, about 18-20 took the tests selected for Washington State. Preliminary data is not yet available. David will send an updated memo soliciting members for the validation panels to each member for distribution.

The first Technical Advisory Committee (TAC) meeting for the Praxis/WEST-E was held September 4th. The TAC asked that Board make sure the score setting process is well documented. The TAC was asked them to give some advice about issues that have come up about dance and bilingual as well as using the Praxis II/WEST-E for adding endorsements. The TAC was asked about evaluating or changing passing scores prior to September 2005. They advised the Board to wait until data is available about how Washington teachers are doing on the tests. As data is collected, the Board will have the TAC evaluate whether or not the passing scores are within reason. ALTERNATIVE ROUTES FOR ADDING ENDORSEMENTS The Board discussed the possibility of recommending three different routes for current teachers to add endorsements. A subcommittee has come up with a main assumption that pedagogy skills would be similar in some endorsements and different in others. A survey was sent to a wide range of education professionals to look at endorsement clusters to identify whether they are consistent, similar or different. Lin Douglas and David Anderson convened an expert panel on September 9th to review the results of the survey. The panel made some recommendations as to clusters of endorsements and next steps. A copy of the recommendations was included in member packets and passed out to the audience. The survey data was not reliable as it did not show mutual directionality. Next Steps: The panel felt more specific information and more voices are needed to make these decisions. The subcommittee will be reconvened to decide on next steps. In some aspects the PRAXIS assesses content related skills. The subcommittee and panel will need to take a close look at which content related skills are addressed by the test and which need to be addressed by some other means. The proposed model for adding an endorsement assumes some testing measure, therefore we asked the TAC to advise the Board about the pedagogy assessment as to how it would fit into the proposed model. There are some concerns that the pedagogy assessment is not valid and reliable to serve the purpose we would like it to. If the test was adopted as shown in the model, it would be required to be valid for two different purposes: 1. For use by the programs for completion of a program; 2. For use by the programs to grant a certificate. The test would need to be proven valid and reliable for both purposes. PUBLIC COMMENT No public comment.

WEST-E BILINGUAL AND DANCE ENDORSEMENT TEST OPTIONS In July, David conducted a meeting to discuss the options for assessing Bilingual and Dance. Bilingual The endorsement competencies for both ESL and Bilingual were reviewed. One difference is that candidates must show language proficiency in another language other than English. Currently, the programs either ask the students to have a number of courses in a language or they are assessed by foreign language faculty to determine their level of proficiency. One of the alternatives to measure language proficiency is to use the ACTFL test which is given world-wide and is used for many purposes. There are ten levels of proficiency and if the Board decides to use this test, it may have to select a proficiency level. The cost of the test ranges from $100-$150. There are three options to consider: 1. Require all Bilingual candidates to take the ACTFL test in addition to the PRAXIS II ESL test; or 2. Require all candidates be certified as language proficient by a program; or 3. Combination of #1 & #2. Board members expressed concern over the burden of taking/paying for additional tests might cause students. Board members also expressed concern that students may have to take the ACTFL test twice: 1. Once to enter the program, and 2. Again to exit the program and gain their endorsement. The Board that PESB Assessment staff conduct a study/survey to find out what is happening in bilingual programs as related to oral proficiency. The Bilingual endorsement test discussion was tabled until the November meeting. Dance Endorsement There are about 4-5 people per year that seek this endorsement. Lin is working with a group of dance teachers in Vancouver developing a program for those particular teachers; this offers an excellent opportunity to develop a dance portfolio. Central and Western will look at the dance competencies and determine the kind of evidence would be expected by the candidates in their portfolios.

UPDATE ON WEST-B David Anderson provided a PowerPoint presentation on first year data and passing rates. David will look into obtaining passing rates for those who took the test multiple times. The Technical Advisory Committee (TAC) met in September. The TAC reviewed the data from first year test takers. The TAC members feel like the passing scores that were adopted at the September 2002 meeting seemed reasonable given the numbers of those passing the tests. If the Board were to raise the passing scores, there would be a greater impact on different groups At the November meeting the TAC will present options for setting equivalent scores. At this time the TAC doesn’t feel there is enough solid data to make inferences about the comparability of other tests. UPDATE: ALTERNATIVE ROUTES Lin provided a PowerPoint presentation and reviewed the FIPSE proposal. This presentation can be downloaded from the PESB website. • •

The state alternative route program had 67 program completers. The Transition to Teaching program had 98 program completers.

Four partnerships continue to exist: 1. Pacific Lutheran University 2. Seattle Pacific University 3. City University 4. Saint Martins College (Transition to Teaching) EXECUTIVE SESSION The Board called an executive session. ACTION RELATED TO EXECUTIVE SESSION MOTION: Moved to change the total FTE from .5 to .8 FTE for Lin Douglas, Director of Alternative Routes. Motion passed. The Board requested a detailed description of the duties. EXECUTIVE DIRECTOR REPORT Annual Report Jennifer discussed the draft outline of the annual report and explained the annual report will be organized around how the Board is carrying out its mission. The report will be available online and on CD-ROM. The appendices will be available online as well.

Members requested a section detailing the work Jennifer has done with Legislators and stakeholders. Policy Forum Jennifer reviewed the agenda and the roles for members at the policy forum Renewal of Roles Jennifer has had discussed with the Governor’s office the expiration of member terms. After the four year terms of each member expire, member terms will be renewed for one, two, three, or four years. Jennifer will begin to talk to each member about their desires to continue. NEXT MEETING The Board will meet November 17-18 at the SeaTac Holiday Inn.
