INTRODUCTION This Proceedings for the third HTS Development Workshop is constructed differently than those of the first two Workshops. For previous workshops, the proceedings were issued in bound form after the fact. The delays in this process, the inability to make notes on the final copy, and the fact that papers had to be duplicated for the meetings and then for the proceedings led to the form being tried in these proceedings. The initial form presented to arriving attendees is a binder containing copies of all papers received prior to the Workshop. As the Workshop progresses, copies of additional papers are presented to the attendees on a daily basis. Since this scheme requires the papers in the volume to be grouped by order of appearance, rather than by session, or any other logical grouping, a table of contents, a list of papers for each session, and a keyword index for the papers1 titles are all supplied and are updated daily. FEP Support of APL: a) Clark Lubbers (UM) said that he would consider providing a new type of binary I/O for the concentrators at UH in which carriage return and ATTN, as well as BREAK, are treated as record-terminators.
2)
Device Commands: a) Ralph Sayle (UBC) volunteered to put together a list of common device commands as well as other useful commands which might be made common to all HTS installations. b) He also promised to investigate writing a common command parser for all MTS DSR's. Ralph will include a report in a forthcoming MTS Newsletter.

UNE's LSI-11 Project For Supporting Remote Terminal Clusters: a) Ian Doak (UNE) promised to have someone provide more information on this project in a forthcoming HTS Newsletter.

FEP Performance Evaluation a) Jack Digiuseppe (UN) promised to include some preliminary results on terminal user characteristics as well as his data specifications (for his program which interrogates UM's FEP) in a future MTS Newsletter.

Terminal Logging Facility: a) Jeff Ogden (UH) volunteered to "look into" actually getting terminal logging implemented. He was going to communicate with Lucy Kulpa (WSU) about the logging facility they have implemented in TSFO.

Sense Information From DSR: a) Ralph Sayle (UBC) indicated that he would write a proposal on how the SENSE information subroutine should be implemented.
Session 06: Supervisor Topics 1)
VM Accounting in Supervisor: a) Mike Alexander (UM) has agreed to provide support for VHI changes based on referenced pages or real memory usage (or something more equitable.)
