NOTICE OF NEGOTIATED PROCUREMENT (Small Value Procurement) PNOC Exploration Corporation (PNOC EC), through its 2017 Corporate Budget intends to apply

the sum of One Hundred Twenty Thousand Pesos (PhP120,OOO.OO[ inclusive oi'ail applicable taxes and other charges, being the Approved Budget for the-Contract (ABC) to payments under the contract for the Media Monitoring Services. Proposals received in excess

of the ABC shall be automatically rejected at bid opening. Please refer to the attached Term of Reference for the details.

Proposals (including conformed Terms of Reference) must be submitted to procurement Section, PNOC EC Bldg. 1 Energy Center, Rizal Drive, Bonifacio Gtobal City, Taguig City on or before May 15, 2017 not later than 1:00 P.M. or via fax at (02) 840-16t9 attenjion to Ms. Rodelina C. Bartolome or email at [email protected]. Late proposals shall not be

accepted.

Contract Duration Penalty

One (1) year Failure to deliver the services when due will authorize our company to impose penalty equivalent lo 1110 of 1o/o of the total value of the total undelivered services for each day of delay of the services.

Scope of Work

L. On a daily basis, the contractor

will monitor pre-selected broadsheets, tabloids and magazines in the lookout for any news, features, advertisements, and all other articles with direct mention of PNOC and its subsidiaries and all other stories relevant to PNOC's operations. The selected articles shall be categorized as follows: PNOC EC News - news with direct mention of PNOC Exploration Corporation PNOC News - news with direct mention of PNOC (mother company), and PNOC Renewables Corporation Energy lndustry News - all news related to energy industry such as, but not limited to news on the following: (This category will be further subdivided into the following categories) Oi! and Natural Gas - includes news related to: Upstream oil and gas

2. The contractor

shall scan all identified articles and upload them to a dedicated online site, grouped per category (i.e. 5 categories mentioned in no. 1). Uploading shall start not later than 7 AM. Uploaded materials shall automatically become accessible for PNOC EC employees in the website. These news items shall be made accessible in this website for at least 1 month.

On a daily basis, not later than 8 AM, the contractor shall send an email to an unlimited number of PNOC officers and employees containing a list of all picked out articles grouped per category (referred to as Daily Summary). A click on each item shall direct the recipient to the scanned article in the contractor's website.

4.

On a daily basis, the contractor will also monitor pre-selected TV and radio programs in the lookout for direct mentions of PNOC and its subsidiaries. A listing of such program segments shall be emailed to PNOC EC's PR group within 24 hours after the broadcast. PNOC EC shall have the option to purchase a recording of these programs.

5. Within five days from the end of every month, the contractor

shall submit to PNOC

sets of compact discs containing scanned images of all collected articles for the month.
