1 Introduction The Ohio Department of Public Safety (ODPS) / Ohio Emergency Management Agency (Ohio EMA) has contracted with AECOM Technical Services, Inc. (AECOM) to provide services to update the Ohio Statewide Communications Interoperability Plan (SCIP). For task three of this project, AECOM was tasked with entering all of the data gathered by the task one survey into the Communications Asset Survey (CAS) database. The survey, created in cooperation with the Statewide Interoperability Executive Council (SIEC), was distributed by the chiefs/directors of the following agencies and professional associations to their respective members during task one: –

A total of 163 surveys were returned. AECOM supplemented the data that was received via survey with data from other sources, and entered this information into the CAS database. This report, plus the actual Ohio CAS database, constitutes AECOM’s deliverable for task three of the project. As Ohio continues to refine its emergency management plans, the CAS database will be an important information repository that will require continual updates. This document explains the details of how AECOM populated the initial database, for the benefit of those adding future information. Appendix A of this document, County Radio Systems, details the radio systems that are currently in the CAS database, listed by county.

2 Data Entry There are two ways to enter data into the CAS database, both of which were used by AECOM to enter the survey data. Entry of individual items can be performed through the web interface, or information can be entered into spreadsheets and imported into CAS database. These spreadsheets must be precisely formatted, and then sent to the CAS helpdesk for import. Data entry via the web interface is preferred when the amount of data to be entered is small. For example, if a single agency were adding its information, the agency should work through the web interface. Use of the web interface is also required for creating radio systems in the database regardless of the amount of information to be added. Data entry via import is best for large amounts of information. A regional effort that yielded a large amount of data to enter into the CAS database would best be served by the import service. Different types of data cannot always be entered in parallel, because most types of data require supporting information to already be in the database. For example, part of radio system entry is to identify the agency that owns the radio system. This is only possible if the agency has already been entered into the CAS database. For large efforts, AECOM recommends data entry in the following order: 1)

The radio system’s name must be identical in all instances where it is used, so that the database can properly match the talkgroup to the radio system. This requirement for names to match exactly, character for character, applies to all information types in the CAS database. This required AECOM to check all occurrences of all names on surveys and, where applicable, across surveys. One radio system might, for example, be used by several agencies, each returning their own survey. There were also cases where AECOM researched and added information to fill in critical gaps in the survey data. After each survey had been checked and updated, AECOM began the process of entering the data into the CAS database. Because of how the CAS database builds relationships between data elements, the data had to be entered in a certain order, starting with the agency information. AECOM supplemented the agency data from surveys with complete listings, obtained from the state of Ohio, of all law enforcement agencies, all fire agencies, and all EMS agencies. All of the agency information was consolidated into a single source, and this list of over 3,000 agencies was checked for errors, duplicates inside the list, and repeats of agencies already in the CAS database. The list was then imported into the CAS database. After the agencies were entered, it became possible to enter the radio system information. Radio system data from the surveys was supplemented with information from sources including the FCC database, BSSA vehicle radio cache templates, Appendix D from the 2008 version of the SCIP, and Tactical Interoperability Communications Plans (TICPs). This information was used both to fill in missing information in surveys, and to generate information for some of the counties in which AECOM received no surveys whatsoever. The radio system data was entered by hand, as required by CAS. Following the radio system entry, the remaining data (radio caches, channels, talkgroups, dispatch centers, gateways, towers, repeater/base stations, and points of contact) were imported sequentially. 3 Naming Conventions In many instances, names (names of agencies, names of radio systems, etc) were either not provided, or it was necessary to modify them. Below are accounts of situations where this occurred, and the conventions that were used to select appropriate names. The CAS database currently does not support an appropriate agency discipline for agencies that perform both Fire and EMS duties. Agencies that fulfill both Fire and EMS roles were entered into CAS with “Fire/EMS” at the end of their name, and agency discipline selected as Fire. A CAS database update is expected soon that will add a Fire/EMS discipline to the CAS database. The CAS helpdesk has been provided with a list of agencies that need to be changed from discipline type Fire to discipline type Fire/EMS, and will make these changes after the upgrade that enables type Fire/EMS. Some agencies were also renamed due to naming conflicts. Many jurisdictions in Ohio have the same name, which leads to many agencies having identical or similar names. To avoid confusion and database errors, many agencies now have their county name as part of their agency name in the CAS database. This will appear as either [Agency name – County] or [Agency Jurisdiction –County- Agency role]. Example: “Liberty Township Police Department – Mahoning”, or “Liberty Township –Mahoning- Fire/EMS.” For instances where AECOM generated the radio system from outside data, or where a survey detailed a radio system but did not name it, radio system names were chosen as either [Agency – Band] or [Jurisdiction – Band]. In addition to naming some radio systems, AECOM generated talkgroup IDs where they were not provided. The CAS database requires that a unique ID number be provided for each talkgroup on a radio system. IDs generated by AECOM begin at 999000 and increase, to avoid being mistaken for real IDs.

4 Maintaining the CAS Database

The CAS database should be treated as a living entity. Agencies are encouraged to update the CAS database as their information changes, such as their point of contact changes, their operations move to a new radio system, etc. The CAS database is also periodically updated with new features. The OEMA should identify when new features that are of interest are added, gather the relevant data, and update the CAS database to make use of the new feature. When the CAS update that adds discipline type Fire/EMS goes live, the OEMA should check with the helpdesk to ensure that the Fire/EMS agencies in the state of Ohio have had their discipline updated properly. When using CAS to map interoperability, a complete picture of channel/talkgroup use is some of the most important information, as the CAS database determines interoperability primarily by checking to see which agencies have common talkgroups or channels. Any agency that owns or manages a radio system should verify that the radio system is entered correctly and completely, and take care to keep the information up to date in CAS as changes are made to the radio system. As radio systems are entered, agencies that use them should log into CAS and add themselves to the radio systems, talkgroups, and/or channels that they use. Towards this goal, we suggest that Ohio task the counties that provided no or minimal survey response with completing their inputs. Due to the low number of survey responses, AECOM researched radio system data and loaded the information into the CAS database for some of these counties, but as this work was not part of the project’s scope, we were unable to do this for all non-responding counties.

5 Summary

AECOM received 163 different surveys, ranging from surveys representing a single volunteer fire department to surveys representing all the agencies in a county. The information in these surveys was heavily supplemented with information from a variety of sources. This combined information was checked for consistency, organized by data type, put into CAS-friendly format, and then entered into the CAS database. Many agencies, including some entire counties, did not respond to the survey. While AECOM filled in missing data where possible, there are still counties that do not have current data in the CAS database. Information that’s currently in the database will also become obsolete if it is not updated with changes that agencies make in the future (transitioning to a new radio system, consolidating dispatch operations with other agencies, etc). AECOM recommends the following: Maintaining the CAS database should be an ongoing project for the state of Ohio. Each agency should review their information in the CAS database, and update as necessary. After their initial data has been entered, small agencies should be provided with a contact on the regional or county level to handle updates to these agencies’ CAS database information. OEMA should continue to monitor the information in the CAS database, and monitor updates to CAS to determine if any updates provide new, desired functionality. These new features may require new data, and a strategy should be developed for the collection of this data and the addition of the data to the CAS database.

MARCS "Hailing Channel", Zones 1-4 (see map titled "MARCS Zones") Allows any user to call for help from anywhere in the state. These talkgroups are monitored 24/7 by all OSHP Posts within the physical limits of each Zone. The talkgroups are also monitored 24/7 by ODNR's Columbus Central Dispatch. (It is preferred the call be directed to the zone the call originates from, but is not required.)

Warren County

Each Sheriff in the state will be equipped with a MARCS control station radio. These radios will be placed in the communication center of the sheriff’s choice. By calling the alpha-based two digit county number (e.g. “GPD Car 321 to SO 59”), you will be communicating with the Sheriff’s Communication Center. Also, the OSHP post in a county will monitor that county’s SO talkgroup and those SO talkgroups of adjacent counties. These talkgroups correspond with the geographic regions established by the BSSA and MARCS during the planning for the MARCS radio installations at each SO. They follow established ODNR boundaries – see attached map titled “Sheriff Offices”. Calling on an SO regional talkgroup will result in all SO’s within that region being hailed. ODNR’s central dispatch center in Columbus also monitors these talkgroups.
