Fort Mill Town Council Meeting Minutes Monday December 11, 2017 6:00 P.M. Meeting Location: Fort Mill Town Hall, Council Chambers 112 Confederate Street, Fort Mill, SC 29715
Present: Mayor Savage, Councilman Huntley, Councilman Shirey, Councilman Helms, Councilwoman Heemsoth and Councilwoman McCarley were present. Councilman Moody was absent. Dennis Pieper, Manager and Virginia Burgess, Town Clerk were also present. CALL TO ORDER PLEDGE OF ALLEGIANCE
INVOCATION Councilman Helms led the invocation. MINUTES Minutes for the 11-13-2017 Council Meeting. Councilman Huntley made a MOTION to approve the minutes of the November 11, 2017 council meeting as presented. SECONDED by Councilman Shirey. Passed 6-0. PUBLIC COMMENT Pursuant to Section 2-46 of the Code of Ordinances for the Town of Fort Mill, any resident may appear before council for the purpose of providing public comments on any municipal matter (except personnel matters). Those who wish to speak must sign the Public Comment sheet prior to the start of the meeting. PUBLIC HEARING

Caroline Hasty, Events and Media Coordinator, announced and presented trophies to the winners of the 60th annual Christmas Parade. The following were presented trophies: • • • • •

Presentation #2 Update on all-inclusive playground, project by All Play Together organization. Lori Christison gave an update on the fundraising efforts to construct an allinclusive playground. Ms. Christison informed council that they have reached one third of their $550,000 goal. They have had successful dine and donate events at local restaurants and are strategizing for more fundraising ideas. They now have an updated website at allplaytogether.com and are active on social media sites such as facebook and Instagram. She also reported that they have started a nonprofit under their name, previously they were under another non-profit agency. Presentation #3 Financial statements for November 2017 Chantay Bouler, Finance Director, briefly went over the financial statements for the month of November 2017. OLD BUSINESS ITEMS There were no Old Business items. NEW BUSINESS ITEMS New Business Item #1 Resolution adopting the York County Multi-Jurisdictional Hazards Mitigation Plan Chipper Wilkerson, Fire Chief, stated the this is a plan required by FEMA, and needs to be formally updated. He said that most of the changes were in regard to flooding.

Councilwoman McCarley made a MOTION to approve the resolution adopting the York County Multi-Jurisdictional Hazards Mitigation Plan. SECONDED by Councilwoman Heemsoth. Passed 6-0. New Business Item #2 Resolution to appoint and commission Chris Pettit as a Code Enforcement Officer for the proper security and general welfare for the Town of Fort Mill. Councilwoman McCarley made a MOTION to approve the resolution to appoint and commission Chris Pettit as Code Enforcement Officer. SECONDED by Councilman Helms. Passed 6-0. New Business Item #3 Fire Station 2 design firm recommendation.
Chipper Wilkerson, Fire Chief, stated that they had 4 firms submit an RFQ. His staff is recommending that ADW Architects of Charlotte, NC be selected as the design firm for the #2 Fire Department. He said that this recommendation is based on several key components which include: 1) 2) 3) 4)
Work history and client recommendations Construction cost estimation compared to final construction cost Company proximity to the station location Process and Communication
Councilwoman McCarley made a MOTION to approve the recommendation to award ADW Architects as the design firm for Fire Station #2. SECONDED by Councilman Shirey. Passed 6-0. New Business Item #4 A Resolution to amend the 125 Cafeteria Plan and Health Care Spending Account to $2,650. Councilwoman McCarley made a MOTION to approve the resolution in New Business item #4. SECONDED by Councilman Shirey. Passed 6-0. EXECUTIVE SESSION Please Note: Council may take action on Executive Session Items listed on the agenda when they come back into Public Session. There were no Executive Session items. ADJOURN Councilwoman McCarley made a MOTION to adjourn. SECONDED by Councilman Helms. Passed 6-0.
