UMEED The Garib Samruddhi Yojana (Empowerment of Urban Poor) launched in 2007 and renewed thereafter in 2012, envisaged intensive efforts directed towards empowerment of the underprivileged. The success of the holistic scheme lay in judicious convergence of planning and synchronized implementation of programmes undertaken by various departments. A plethora of measures were introduced for employment, improved housing and civic amenities, betterment of health and nutrition, and development of backward regions and tribal areas. As the vocational training centres have linkages with medium and small scale enterprises, demand orientation and assured employment are built into the project. The scheme has now been augmented with an overall provision of ` 25,000 crore spread over the current ƒOve year plan period. On the occasion of declaring 2005 as "Urban Development Year", the Hon' Chief Minister had released the Vision Document, wherein an announcement was made to form Urban Development Mission. With this backdrop and to ensure rightful spending of GOI's funds under JNNURM, the Government of Gujarat constituted Gujarat Urban Development Mission (GUDM) and designated the same as a nodal agency for Jawaharlal Nehru National Urban Renewal Mission (JnNURM). The objective of the Mission is to support urban renewal and urban infrastructure development in the given timeframe for attaining better living standards, amenities and creating a congenial environment for people to live and work, in the urban areas of Gujarat. Information on the scheme (2006-07) 1. APL toilets - APL toilet work is carried out in their branch under „Nirmal Gujarat‟ 2007. 7470 toilets were constructed during 2007-08 against the target of 23666 toilets, for which expenditure of Rs.44,70 lakh was incurred. 2. Scavenging Tax - In view of scavenging work under sanitation exampling the Scavenging Tax was introduced in 590 Gram panchayat.s demeaned form panchayat was Rs.80-.59 lakh of which Rs.41.20 lakh have been recovered.
