CONDICIONES REGULADORAS PARA LA ADJUDICACIÓN DEL CONTRATO DE SUMINISTRO INSTALACIÓN Y PUESTA EN FUNCIONAMIENTO DE UNA REDUCTORA A INSTALAR EN EL LABORATORIO DE ENSAYOS DE AEROGENERADORES DE CENER SITO EN SANGÜESA, NAVARRA
1. RÉGIMEN JURÍDICO El presente condicionado tiene por objeto fijar los requisitos de carácter jurídico, económico y técnico conforme a los que ha de desarrollarse la contratación del suministro, incluyendo diseño y fabricación, instalación y puesta en funcionamiento de una Reductora a instalarse en el Laboratorio de Ensayos de Aerogeneradores de CENER, sito en Sangüesa, el cual se regirá (i) por lo dispuesto en el presente Pliego de Condiciones Reguladoras, (ii) en lo que sean de aplicación, por la Ley Foral 6/2006, de Contratos Públicos (en lo sucesivo, LFCP) y las disposiciones de Derecho Civil o Mercantil y (iii) por cualesquiera otras disposiciones presentes o futuras aplicables. La presentación de su oferta por parte del adjudicatario supone la aceptación del presente Condicionado, quedando obligado a su cumplimiento.
2.
ENTIDAD CONTRATANTE
La entidad contratante es la Fundación CENER-CIEMAT (en lo sucesivo, CENER ó Centro Nacional de Energías Renovables); un centro tecnológico nacional dedicado a la investigación, experimentación, desarrollo y fomento de las energías renovables en España, y tiene entre sus instalaciones un Laboratorio de Ensayos para Aerogeneradores, LEA, sito en el Polígono de Rocaforte en Sangüesa. CENER es una entidad que impulsa el Desarrollo Tecnológico de las Empresas Renovables, adaptado a las necesidades y ritmos de las empresas, organismos públicos e instituciones, combinando la investigación, el desarrollo y la transferencia de tecnologías con la prestación de servicios de asistencia técnica. CENER tiene su domicilio en Sarriguren (Navarra), Ciudad de la Innovación, 31621 (España), si bien podrá modificar el mismo cuando así lo estime conveniente, en cuyo caso deberá proceder a notificar su nuevo domicilio a las partes afectadas.

3. OBJETO DEL CONTRATO El contrato tendrá por objeto el suministro, incluyendo su diseño y fabricación, instalación y puesta en funcionamiento de una Reductora conforme a las especificaciones técnicas generales contempladas en el Anexo I, así como en los documentos adjuntos a las mismas. En todo caso, el adjudicatario deberá realizar todas aquellas actuaciones que sean precisas para el logro de los objetivos perseguidos con la presente licitación, considerando suficiente para el desarrollo del contrato las especificaciones técnicas adjuntadas al presente pliego así como los adjuntos a las anteriores así como con las instrucciones que sean formuladas desde CENER. En el supuesto de que en las Prescripciones Técnicas y documentación adjunta se hiciera referencia a marcas, patentes o tipos o a un origen o procedencia determinados, se admitirán equivalentes. Los Códigos CPV correspondientes a la presente contratación son: 38652300-3; 453500005 y 71323200-0-
4. NATURALEZA DEL CONTRATO El contrato tiene naturaleza mixta de contrato de asistencia y suministro.
5. PROCEDIMIENTO DE ADJUDICACIÓN El presente contrato se adjudicará mediante la tramitación de un procedimiento abierto con publicidad comunitaria, conforme a lo dispuesto en los arts. 189, 64 y ss de la LFCP.
6. VALOR ESTIMADO 6.1 El valor estimado del contrato (IVA no incluido) es de UN MILLON CIEN MIL (1.100.000 €) Euros. Los licitadores deberán ajustarse al mismo o bien rebajarlo en su cuantía. NO será admitida ninguna proposición que supere el citado valor estimado. 6.2 El precio anteriormente indicado comprende lo referido a los servicios, materiales y bienes objetos del suministro, incluyendo el transporte hasta su recepción y aceptación en Sangüesa así como cualesquiera impuestos y tributos, exceptuado el IVA y en su caso, las formalidades aduaneras de importación: arancel, impuestos interiores y trámites de aduana.

6.3 Los ofertantes deberán valorar el coste de sus servicios de acuerdo al alcance y condiciones establecidas en el presente Condicionado, así como en el desarrollo de la negociación, teniendo presente que el precio que determinen para la prestación de sus servicios no podrá sufrir revisión alguna durante la ejecución del contrato.
7. CAPACIDAD PARA CONTRATAR Podrán tomar parte en el procedimiento todas aquellas personas naturales o jurídicas que (i) tengan plena capacidad de obrar, (ii) acrediten su solvencia económica y financiera y técnica o profesional en los términos y condiciones previstos en las presentes Condiciones Reguladoras, y (iii) no se encuentren incursos en alguna de las causas de prohibición de contratar descritas en el art. 18 LFCP o de incompatibilidad del art. 20 LFCP. Cada licitador podrá presentar una única oferta.
8. SOLVENCIA ECONÓMICA Y FINANCIERA Para tomar parte en el procedimiento será preciso que el licitador disponga de un nivel de solvencia económica y financiera que le permita asumir riesgos profesionales, debiendo presentar en el Sobre n.º 1 de la presente licitación una póliza de responsabilidad civil o profesional por importe mínimo de dos millones ( 2.000.000 €) de Euros. Es igualmente requisito indispensable que las empresas licitadoras que soliciten participar en el procedimiento dispongan de una cifra de negocios, durante cada uno de los tres últimos ejercicios, igual o superior en cada uno de ellos a cinco millones ( 5.000.000 €) de Euros.
9. SOLVENCIA TÉCNICA O PROFESIONAL La solvencia técnica o profesional del empresario se acreditará mediante la presentación en el Sobre nº 1 de al menos una referencia de reductoras para bancos de ensayo o similar de potencia igual o superior a 3,5 MW en los últimos cinco años, avalada por certificados de buena ejecución o similar donde conste el importe, la fecha y el lugar de la instalación del suministro. Las referencias o experiencias, serán tenidas en cuenta adicionalmente como criterio de valoración de la oferta técnica conforme a lo dispuesto en el apartado 13. Asimismo deberá contar con los medios materiales adecuados para la realización del objeto del contrato para lo que deberá aportar una descripción de las instalaciones en las que el licitador tiene previsto llevar a cabo la fabricación de la reductora así como la puesta en marcha que se requiere se haga en su instalación.

El licitador podrá complementar la solvencia técnica o profesional con cualquiera otra documentación que permita valorar su capacidad técnica.
10. RESENTACIÓN DE LAS OFERTAS
Las ofertas se deberán presentar en las oficinas de CENER sitas en Sarriguren (Navarra), Ciudad de la Innovación, 31621 (España), durante el horario de atención al público (de lunes a jueves de 08.00h a 19.00h y viernes de 08.00h. a 14.00h.) El plazo de presentación de ofertas finalizará a los 37 días naturales a contarse desde la publicación de la presente convocatoria en el DOUE. Dadas las características del objeto, quienes estuvieran interesados podrán visitar las instalaciones del LEA durante el anterior periodo de 20 días naturales con el objeto de presentar una oferta. A tal fin deberán ponerse en contacto en la dirección que se relaciona en el párrafo siguiente con el fin de concertar una visita a dichas instalaciones. Si el licitador enviara su oferta por correo, deberá poder acreditar fehacientemente la fecha de imposición del envío en la Oficina de Correos y remitir con carácter inmediato (y siempre antes de que finalice el plazo de presentación de ofertas) a CENER por correo electrónico (
[email protected]) o fax (+34 948252800) una comunicación anunciando el envío de su oferta por correo junto con el documento acreditativo de la fecha de imposición de su envío. No obstante lo anterior, si en los cinco días naturales siguientes después de la fecha de finalización del plazo de presentación de ofertas no se hubiera recibido la oferta, la misma no será admitida.
11. DOCUMENTACIÓN A PRESENTAR JUNTO CON LAS OFERTAS 11.1. Forma de presentación: La oferta se presentará en TRES SOBRES CERRADOS con las siguientes leyendas en su exterior: (i)
Sobre nº 1: "Documentación Personal para la contratación del suministro, instalación y puesta en funcionamiento de una Reductora en el LEA de Sangüesa.
(ii) Sobre nº 2: "Propuesta Técnica para la contratación del suministro, instalación y puesta en funcionamiento de una Reductora en el LEA de Sangüesa.
(iii) Sobre nº 3: "Propuesta Económica para la contratación del suministro, instalación y puesta en funcionamiento de una Reductora en el LEA de Sangüesa. 7-
En el exterior de los sobres deberán figurar además los siguientes datos: -
Nombre y apellidos o Denominación Social del licitador, así como su NIF o del documento que legalmente lo sustituya. Nombre y apellidos de la persona que firme la proposición, así como el carácter con el que lo hace. Dirección, teléfono, fax y una dirección electrónica a efectos de notificaciones.
Los sobres deberán ir firmados por el licitador o su representante. 11.2. Contenido del Sobre nº 1 (Documentación Personal): (i)
Declaración Responsable del licitador indicando que cumple las condiciones exigidas para contratar, no estando incursa en las prohibiciones de contratar, redactada de conformidad con el Modelo que se acompaña al presente Pliego como Anexo II.
(ii) Identificación de una Dirección Electrónica para la realización de notificaciones a través de medios telemáticos. (iii) Documentación acreditativa de la Solvencia Económica o Financiera del licitador, lo que se llevará a cabo mediante la presentación de: (i) una póliza de responsabilidad profesional por importe mínimo de dos millones ( 2.000.000 €) de euros, conforme se establece en el Apartado 8 del presente Pliego y (ii) documentación acreditativa de la cifra de negocio referida en el mismo apartado. (iv) Documentación acreditativa de la Solvencia Técnica o Profesional del licitador, lo que se llevará a cabo mediante la presentación de la relación de documentos señalados en el Apartado 9 del presente Pliego de Condiciones. 11.3. Contenido del Sobre nº 2 (Propuesta Técnica): El licitador deberá incluir en este sobre la documentación necesaria para que se permita el perfecto conocimiento del equipo ofertado, que cumplirá como mínimo con las especificaciones técnicas detalladas en el Pliego de Especificaciones Técnicas que se acompaña como Anexo I, y, en concreto, incluirá: (i) Características técnicas mínimas detalladas y específicas del equipo objeto de la presente licitación. La documentación referida a las características técnicas deberá contener las especificaciones generales contenidas en el Anexo I. Asimismo el licitador podrá añadir todo aquello que considere de interés, para un mejor conocimiento del equipo. (ii) Plazos de entrega del equipo, expresado en semanas. (iii) Plazo de garantía del equipo y accesorios, que vendrá expresado en años. (iv) Si se incluye el montaje e instalación y características del mismo. 8-
(v) Mejoras de las características técnicas del equipo. 11.4. Contenido del Sobre nº 3 (Propuesta Económica): El licitador incluirá en este Sobre nº 3 su propuesta económica, redactada de conformidad con el Modelo que se acompaña al presente Pliego como Anexo III. La propuesta económica no podrá ser superior al presupuesto máximo fijado para el presente contrato. El importe expresado en la propuesta económica se entenderá que excluye el importe del Impuesto sobre el Valor Añadido y otros impuestos pero no así los gastos que se originen para el adjudicatario como consecuencia del cumplimiento de las obligaciones del contrato.
12. VALIDEZ DE LAS PROPUESTAS Las propuestas presentadas, tendrán un periodo de validez de seis meses, contados desde el final del plazo de presentación de éstas. Transcurrido dicho plazo sin que CENER haya adjudicado el contrato, los licitadores podrán retirar su propuesta sin penalidad alguna. CENER podrá conceder un plazo máximo de cinco días naturales para subsanar los defectos o completar la documentación acompañada en la oferta correspondiente al sobre 1. En el caso de cuestiones relativas a la documentación técnica, dada la complejidad del objeto del contrato, CENER podrá solicitar cuantas aclaraciones resulten pertinentes con respecto a la oferta técnica, pudiendo otorgar un plazo máximo de hasta treinta días naturales para este tipo de consultas adicionales.

13. CRITERIOS PARA LA ADJUDICACIÓN 13.1. Para la selección del adjudicatario se tendrán en cuenta los siguientes criterios: (i)

Siendo: P.econ = Propuesta económica ofertada por cada licitador Menor P.econ= Menor propuesta económica resultante del concurso Las valoraciones que se realicen de cada criterio se redondearán a dos decimales. 13.2. A las ofertas anormalmente bajas les será de aplicación lo establecido en el art. 199 LFCP.
14. ADJUDICACIÓN 14.1. CENER adjudicará el contrato a aquella de las ofertas realizadas que, de conformidad con los criterios expuestos en el Apartado 13.1, sea más ventajosa. En caso de que de la aplicación de los criterios descritos en el Apartado 13.1 resulte un empate, el mismo se resolverá conforme a lo dispuesto en el art. 51.3 LFCP.

14.2. No obstante lo dispuesto en el apartado 14.1 precedente, CENER podrá declarar desierta la adjudicación si a su juicio ninguna de las proposiciones resulta adecuada.
15. PRESENTACIÓN DE DOCUMENTACIÓN COMPLEMENTARIA En el plazo máximo de 10 días naturales a contar desde la notificación de la adjudicación, el adjudicatario deberá entregar a CENER la siguiente documentación: (i)
Documentación acreditativa de la capacidad de obrar y su representación, lo que se llevará a cabo de la siguiente manera:

Si el licitador es persona física, mediante presentación de copia autenticada notarial o administrativamente del DNI o del documento que legalmente le sustituya.
-
Si el licitador es persona jurídica, copia autenticada notarial o administrativamente de la escritura de constitución (y, en su caso, cualquier otra mediante la cual se hayan modificado sus Estatutos Sociales, sus Órganos de Administración, o los miembros de estos últimos) debidamente inscrita(s) en el Registro Mercantil cuando dicha inscripción fuera obligatoria por la normativa aplicable. Si dicha inscripción no fuera obligatoria, se deberán aportar las escrituras o documentos de constitución, actos fundacionales, estatutos, modificaciones realizadas sobre las mismas, etc. en los que figuren las normas por las que se regula su actividad así como, en su caso, su inscripción en el correspondiente registro oficial.

Si el licitador es una empresa no española de un estado miembro de la Unión Europea o del Espacio Económico Europeo se aplicará lo dispuesto en el art. 11.3. LFCP.

Si el licitador es una empresa de un estado no perteneciente a la Unión Europea o al Espacio Económico Europeo será de aplicación lo establecido en el art. 12 LFCP.
-
Si la empresa se encuentra inscrita en el Registro Voluntario de Licitadores de la Comunidad Foral de Navarra, o de cualquier otro territorio de la UE, estará eximida de presentar la documentación anteriormente descrita si presenta un certificado del citado Registro junto con una declaración responsable del representante de la empresa manifestando la vigencia del certificado.

Copia autenticada notarial o administrativamente de poder notarial (inscrito en el Registro Mercantil en caso de que la persona jurídica deba estarlo) a favor de la persona que firme la oferta, y del DNI o documento que legalmente le sustituya del apoderado.
-
En el caso de presentarse a la licitación varias personas de forma conjunta, se deberá presentar la documentación anteriormente descrita con respecto de cada una de ellas, así como los documentos a los que se refiere el art. 10.2. LFCP. 11-
(ii) Documentación acreditativa de hallarse al corriente en las obligaciones tributarias, lo que se llevará a cabo de la siguiente manera: -
Último recibo del Impuesto de Actividades Económicas y Declaración Responsable de no haberse dado de baja en la matrícula del citado impuesto o, en su caso, Declaración Responsable de estar exento de pago conforme a lo dispuesto por la Ley 51/2002, de 27 de diciembre, de modificación de Haciendas Locales.

Certificación administrativa de las Administraciones Tributarias de las que el licitador sea sujeto pasivo, de hallarse al corriente de las obligaciones tributarias respecto del Impuesto sobre la Renta de las Personas Físicas o del Impuesto sobre Sociedades según sea el caso, y del Impuesto sobre el Valor Añadido o Declaración Responsable de que no está sujeto a dichos impuestos. Dicha certificación deberá estar expedida dentro de los seis meses anteriores a la fecha de licitación.

Documentación acreditativa de hallarse al corriente en las obligaciones con la Seguridad Social lo que se llevará a cabo mediante una Certificación de la Tesorería General de la Seguridad Social de que el licitador se encuentra al corriente en el cumplimiento de sus obligaciones con la Seguridad Social. Dicha certificación deberá estar expedida dentro de los seis meses anteriores a la fecha de licitación.
(iii) Declaración Responsable del licitador de hallarse al corriente en el cumplimiento de las obligaciones en materia de seguridad y salud en el trabajo y prevención de riesgos laborales de conformidad con lo establecido en el ordenamiento jurídico vigente. (iv) En el caso de tratarse de empresas extranjeras, Declaración sometiéndose a la jurisdicción de los Juzgados y Tribunales españoles de cualquier orden para la resolución de cualquier cuestión litigiosa que pueda surgir del contrato o directa o indirectamente relacionada con él (debiendo entender por cuestión litigiosa, a título enunciativo pero no limitativo, todo litigio, discrepancia, cuestión, reclamación o controversia, cualquiera que sea su naturaleza, y tanto si se refiere a la formalización y consumación del Contrato, su interpretación, ejecución, derechos y obligaciones derivados del mismo o bilateralidad de las prestaciones y cumplimiento, como si versa sobre su incumplimiento, ineficacia, vicios y sus consecuencias, nulidad, anulación, resolución, rescisión, etc.), con renuncia expresa a cualquier otro fuero y jurisdicción que pudiera corresponderle. Todos los documentos a los que se refiere el presente Apartado 15 deberán ser originales o copias autenticadas administrativa o notarialmente.

En el caso de presentarse a la licitación varias personas de forma conjunta, se deberá presentar la documentación anteriormente descrita en los Apartados (i) a (iv) con respecto de cada una de ellas. La falta de aportación por el adjudicatario de alguno de la documentación descrita en el presente Apartado supondrá la resolución del contrato.
16. FORMALIZACIÓN DEL CONTRATO Notificada la adjudicación al licitante adjudicatario, se procederá a la formalización del contrato en un plazo de diez días naturales a contar desde la referida notificación. Si alguna de las partes del contrato solicitare la elevación del contrato a escritura pública, la otra parte vendrá obligada a ello, siendo por cuenta del solicitante cuantos gastos se devengaren como consecuencia de dicha elevación.
17. PLAZO Y LUGAR DE ENTREGA El plazo de entrega límite para la puesta en marcha de la reductora, junto con toda la documentación correspondiente a la garantía, información de uso, manual de operación, mantenimiento etc. será de 48 semanas a contarse desde la firma del contrato , salvo que el adjudicatario hubiera ofertado un plazo menor, en cuyo caso, se estará a este último. En todo caso, será condición necesaria para la recepción de los equipos, que con carácter previo a la entrega del suministro, se hayan realizado en las instalaciones del fabricante la puesta en marcha conforme se especifica en el procedimiento de los ensayos de aceptación que se adjuntan al Anexo 1. Para el cumplimiento de dicha condición, el adjudicatario estará obligado a informar a CENER con una antelación de quince días, el día concreto en que se van realizar los ensayos en sus instalaciones, permitiendo el acceso y presencia física de cualquier persona de o designada por CENER. Como alternativa a la presencia física en dichas pruebas, CENER podrá exigir del suministrador que acredite mediante una grabación, video o similar la realización satisfactoria de los citados ensayos. La puesta en marcha y pruebas de aceptación del equipo será inferior a 2 semanas a partir de montaje del set-up de ensayo por parte CENER. La documentación relativa al diseño de los equipos será enviada en el plazo de 8 semanas a partir de la firma del contrato. La puesta en marcha del equipo en las instalaciones del adjudicatario tendrá lugar con anterioridad a la semana 36 a contarse desde la firma del contrato. El cumplimento de los plazos tiene un carácter esencial a los efectos de lo dispuesto en el artículo 103. 2 de la Ley Foral de Contratos Públicos de Navarra de 2006. 13-
Todos los equipos serán entregados nuevos, aptos para funcionar, debiendo cumplir con la normativa medioambiental y de seguridad establecida en el Pliego de Condiciones técnicas que se acompaña como Anexo I, en las instalaciones de CENER en el Polígono Rocaforte de Sangüesa. El adjudicatario se compromete igualmente a la entrega de cuanta documentación le sea requerida por CENER para garantizar el correcto funcionamiento del equipo.
18. PENALIZACIONES POR DEMORA Tomando como base las fechas de suministro ofertadas, se establece una penalización de 3.500 € por día natural de retraso en la entrega del equipo. Transcurrido un mes de demora en la entrega. CENER podrá optar por la resolución del contrato con la consiguiente incautación, previa ejecución de la garantía previamente constituida de conformidad con lo establecido en el apartado 22 del presente pliego de condiciones.

Durante la ejecución de sus obligaciones, el adjudicatario deberá cumplir con cuantas disposiciones se encontraren vigentes y le fueren aplicables en materia de obligaciones laborales, incluyendo cualquier norma u obligación en materia de seguridad laboral y prevención de riesgos laborales, sociales y tributarias, eximiendo a CENER de cuantas responsabilidades pudieran derivarse de su incumplimiento.
20. PRUEBAS Las inspecciones y pruebas se realizarán conforme a lo establecido en el apartado 4 del Anexo I, con relación al Documento adjunto al mismo, denominado Validación de la Reductora: Ensayos de Aceptación.
21. RECEPCIÓN La recepción tendrá lugar una vez finalizadas las pruebas señaladas en el Apartado anterior. Si los resultados son satisfactorios, CENER dará por recibido el suministro y firmará el Acta de recepción provisional del mismo, comenzando entonces el periodo general de garantía mínimo de dos años. La firma del Acta de recepción definitiva se realizará al final del periodo de garantía tras la verificación del cumplimiento de lo acordado.

22. FORMA DE PAGO Y GARANTÍA CENER abonará al adjudicatario el precio del contrato, de conformidad con los siguientes hitos de pago y previa presentación de la correspondiente factura: -

A la firma del contrato: el 10% del precio del mismo. En este mismo acto, el adjudicatario deberá entregar a CENER una garantía por importe del 10% del precio en la modalidad de aval, conforme al texto adjuntado como Anexo IV, o bien en otra forma que CENER estime suficiente. Esta garantía responderá de las obligaciones del contratista relacionadas con el presente contrato hasta la emisión del acta de recepción definitiva del suministro. En el momento de la aceptación de la documentación relativa al Diseño de la Reductora, que deberán ser enviados dentro del plazo de 8 semanas a contarse desde la firma del contrato, el 10 % del precio del mismo. En este mismo acto, el adjudicatario deberá entregar a CENER una garantía por importe del 10% del precio en la modalidad de aval, conforme al texto adjuntado como Anexo IV, o bien en otra forma que CENER estime suficiente. Esta garantía responderá de las obligaciones del contratista relacionadas con el presente contrato hasta el momento de la la emisión del acta de recepción definitiva del suministro.

En el momento en el que CENER compruebe la puesta en marcha de la reductora, que deberá realizarse en el plazo máximo de 36 semanas a contarse desde la firma del contrato, en la instalación del Licitador, o en la que éste designara, el 30 % del precio del mismo. En este mismo acto, el adjudicatario deberá entregar a CENER una garantía por importe del 30% del precio en la modalidad de aval, conforme al texto adjuntado como Anexo IV, o bien en otra forma que CENER estime suficiente. Esta garantía responderá de las obligaciones del contratista relacionadas con el presente contrato hasta la emisión del acta de recepción definitiva del suministro.

En el momento de la instalación de los equipos en las instalaciones de CENER, el 30 % del precio del mismo, que será abonado por CENER en un plazo máximo de 30 días a contarse desde la aceptación de la factura.

Tras el acta de recepción definitiva del sistema: el 20 % del precio del contrato, que será abonado por CENER en un plazo máximo de 30 días a contarse desde la aceptación de la factura. En este mismo acto, el adjudicatario deberá entregar a CENER una garantía por importe del 20% del precio en la modalidad de aval, conforme al texto adjuntado como Anexo IV, o bien en otra forma que CENER estime suficiente. Esta garantía responderá de las obligaciones del contratista relacionadas con el presente contrato hasta la finalización del periodo de garantía.
El periodo general de garantía del objeto del suministro se extenderá hasta que se de en primero de los siguientes hitos: el correcto funcionamiento de la Reductora durante 25.000

horas o bien el mero transcurso de cinco años, contados ambos a partir de la fecha de la emisión del correspondiente Acta de recepción y puesta en marcha del suministro, siendo por cuenta del adjudicatario los gastos de reparaciones que puedan producirse durante dicho periodo y que sean achacables a defectos de fabricación, montaje, desmontaje y transporte. Asimismo, serán de cuenta del adjudicatario, durante el periodo de duración de garantía, la resolución de cualquier incidencia que surja con cualquier accesorio de los equipos principales. De no realizarse la referida actuación de manera voluntaria por el adjudicatario, CENER podrá llevar a cabo la misma o por sí mismo o por un tercero a cargo del adjudicatario y a sus garantías.
23. COLABORACIÓN DEL ADJUDICATARIO Dado que el objeto del suministro forma parte de unas instalaciones que en la actualidad se encuentran en funcionamiento, el adjudicatario se compromete a prestar colaboración a las personas con el personal de CENER o sus clientes, para proceder de la forma más eficiente.
24. MODIFICACIÓN DEL CONTRATO CENER podrá modificar el Contrato tras su formalización en caso de concurrir alguna de las circunstancias previstas en los arts. 105 y ss de la LFCP.
25. RIESGO Y VENTURA El contrato se ejecutará a riesgo y ventura del adjudicatario, por lo que éste no podrá solicitar aumento del precio, revisión del mismo, ni modificación alguna de las condiciones del contrato en ningún caso, ni siquiera en supuestos de error u omisión. A modo meramente ejemplificativo, corresponderá al adjudicatario: (i) (ii) (iii)

Realizar todas las actuaciones precisas para dar cumplimiento al contrato. Asumir todos los costes correspondientes al personal, (y su desplazamiento y estancia), equipo, etc. que emplee para dar cumplimiento al contrato. Asumir todos los gastos de transporte (a excepción de las formalidades aduaneras de importación: aranceles, tasas de importación en su caso), desplazamiento, dietas, alojamiento, etc. de su equipo o de terceros con los que contacte para dar cumplimiento al contrato. Obtener cuantas licencias, autorizaciones, permisos, etc. se requieran para alcanzar el cumplimiento del contrato. Abonar cuantos gastos y tributos se deriven del contrato o su ejecución. 16-

Ejecutar cuantas actuaciones sean precisas para lograr la consecución de los objetivos del Pliego y el cumplimiento de sus hitos, aún cuando las mismas no estén expresamente estipuladas en el presente Condicionado o sus Anexos y Adjuntos.
Además, será obligación del adjudicatario indemnizar a cuantos terceros pudieran sufrir algún daño o perjuicio como consecuencia de las actuaciones de dicho adjudicatario.
26. SUBCONTRATACIÓN Salvo autorización expresa, previa y por escrito de CENER, no se permite la subcontratación posterior del objeto del presente contrato. Únicamente se permite la subcontratación de los trabajos que se hayan indicado en la oferta y con los subcontratistas propuestos.
27. REVISIÓN DE PRECIOS Los servicios objeto del presente concurso no tendrán revisión de precios.
28. PERSONAL El adjudicatario aportará todo el personal necesario y suficiente para la realización del objeto del Contrato, con plena responsabilidad a fin de llevar a cabo una ejecución permanente satisfactoria para CENER. Todo el personal que ejecute los trabajos licitados dependerá únicamente del adjudicatario a todos los efectos, sin que entre éste o aquél y CENER exista ningún vínculo de dependencia funcionarial ni laboral.
29. RESOLUCIÓN Serán causas de resolución del contrato las indicadas en el art. 206 LFCP, así como cualesquiera otras fueran válidas en Derecho o hubieran sido acordadas por las partes, y en especial las siguientes: (i) (ii) (iii) (iv)
El mutuo acuerdo entre CENER y el adjudicatario. El abandono, la renuncia unilateral, el incumplimiento por el adjudicatario de sus obligaciones contractuales esenciales. La declaración de concurso de acreedores o de insolvencia fallida del adjudicatario en cualquier procedimiento. Incurrir el adjudicatario durante la vigencia del Contrato en alguna de las prohibiciones para contratar del artículo 20 LFCP.

En todo caso, el incumplimiento por parte del adjudicatario del contrato dará lugar a la correspondiente indemnización por daños y perjuicios a favor de CENER.
30. MODIFICACIÓN DE LAS CONDICIONES CENER se reserva el derecho a modificar las presentes Condiciones, asumiendo las soluciones o propuestas presentadas por los licitadores.
31. SUMISIÓN A FUERO La presentación de una oferta al presente concurso implica la aceptación de la sumisión del licitador a la competencia de los Juzgados y Tribunales de Pamplona (Navarra) para cuantas acciones y reclamaciones puedan derivarse del presente contrato y respecto de las que sea válida dicha sumisión.
32. PROTECCIÓN DE DATOS De conformidad con lo dispuesto en la Ley Orgánica 15/1999, de 13 de diciembre, de Protección de Datos de Carácter Personal, CENER informa que los datos de carácter personal que los licitadores como consecuencia de la presentación de ofertas suministren, van a ser incorporados para su tratamiento a un fichero de su titularidad sito en Sarriguren (Navarra), en la Ciudad de la Innovación, con la finalidad de gestionar el proceso de adjudicación del presente concurso. De acuerdo con lo dispuesto en el artículo 5 de la mencionada Ley Orgánica, se le comunica que respecto a los datos de carácter personal recogidos para su tratamiento los titulares de los datos tienen la posibilidad de ejercitar los derechos de acceso, rectificación, cancelación y oposición, mediante solicitud dirigida por escrito al titular del fichero a la dirección antes señalada en los términos que suscribe la legislación vigente.
33. CONFIDENCIALIDAD Será condición esencial del contrato la obligación del contratista de guardar sigilo respecto de la información, datos, etc. que como consecuencia de la ejecución y desarrollo del contrato tenga conocimiento, asumiendo el contratista el presente compromiso de confidencialidad y secreto profesional y comprometiéndose y obligándose a guardar absoluto secreto y confidencialidad sobre todos los conocimientos, datos e informaciones económicas, técnicas, tecnológicas, “know-how”, investigaciones, relaciones comerciales, clientela, estrategias comerciales y productivas, eventos, actos y demás a las que tenga acceso o conocimiento, directa o indirectamente, como consecuencia de la relación objeto de este Pliego, y ya se transmitan por vía oral, documental o de cualquier otra manera,

comprometiéndose el contratista a mantener dicha confidencialidad y secreto. La obligación de secreto y confidencialidad obliga al contratista hasta que transcurran 20 años a contar desde la finalización del contrato. A modo meramente aclaratorio, la referida obligación de confidencialidad y secreto incluirá también toda aquella información o datos que sean desarrollados, elaborados, generados o aportados por el propio adjudicatario en la prestación de los servicios objeto del contrato al que se refiere el presente Pliego. Toda la información, datos, etc. a los que se refieren los párrafos anteriores únicamente podrán ser utilizados por el contratista para la prestación de los servicios objeto del contrato al que se refiere el presente Pliego, no pudiendo aplicar dicha información o datos en ninguna otra empresa, pública o privada, distinta a CENER o aquéllas que ésta le indique. A la finalización del contrato, el contratista deberá devolver automáticamente a CENER cuanta información, datos, etc. tenga en su poder. Igualmente, el contratista deberá destruir toda la documentación, soportes, copias, reproducciones, registros, etc. que contengan información, datos, etc. si CENER así se lo requiere. Además, a solicitud de CENER, el contratista deberá emitir y enviar a CENER un certificado en el que se manifieste y garantice que toda la información, datos, etc. ha sido devuelta o destruida, según sea el caso.
34. IDENTIFICACIÓN DE UNA DIRECCIÓN DE CORREO ELECTRÓNICO El licitador estará obligado a identificar una dirección electrónica para la realización de notificaciones a través de medios telemáticos.

INTRODUCTION
The information included in this specification is property of CENER. The present document describes the technical scope of the gearbox of the Mechanical System for the Wind Turbine Drive Train and Nacelle Test Benches. 1. Drive Train Test Bench (DTTB) 2. Nacelles Test Bench (NTB)
1.1 Test Benches Description The equipment described in the present specification will be integrated in a Wind Turbine Drive Train test Bench (DTTB) and/or Nacelle Test Bench (NTB). 1.1.1 Drive Train Test Bench (DTTB) The DTTB test platform allows testing of the mechanical components and systems of the wind turbine drive trains including the main shaft and bearings, the gearbox and –in some cases– the generator and power electronics (figure 2.1). The main systems of this test bench are, •
Drive System, which turns the electrical power into a mechanical torque and speed to drive the DUT(Device Under Test). The speed of the test specimen DUT is controlled by an electrical motor and a generator acts as a recovery system to regenerate the energy and as a brake to control torque. Power electronics drive both electrical machines. The control system for speed and torque commands the power electronics of the drive motor and the brake generator. The drive motor drives a maximum-torque-limited coupling and thorough it the gearbox at the slow side. The gearbox output is transmitted to the DUT LSS (Low Speed Shaft) using a crowned-tooth gear coupling and the DUT HSS (High Speed Shaft). LSS outputs to the brake generator though a coupling.

Lubrication System, in order to supply lubrication oil to the different systems involved in the test bench.
•
Hydraulic Actuators System (HAS), which applies non-torque loads on the LSS of the DUT, as axial and shear loads and bending moments on the DUT. It consists of hydraulic actuators, servovalves, hydraulic power supply unit (HPU), manifolds, piping, etc.

SCOPE OF SUPPLY
The supply will involve design, manufacturing, factory tests & inspection, packaging, delivery, insurances during supply, installation, commissioning, O&M info plus tools and warranties for the industrial gearbox and its lubrication system as described in this document. Should a modification of any support or coupling become necessary for the proposed gearbox design as in 3.6.4, the price and supply will also include the design, modification or new manufacturing, transport back and forth, packaging, delivery, insurance until commissioning and warranties of the aforementioned components or structures.

SPECIFICATIONS OF SUPPLY
3.1 Test Bench Gearbox The gearbox will be suitable for work in both Test Benches (DTTB and NTB). The operation specs given in this document are those of DTTB for being more demanding (most harmful). Figure 4: WTG standard axes 3.1.4 Coupling induced forces This Gearbox is attached to the DUT thought a crowned tooth gear coupling type Emerson Kop-Flex MTGX-1000 HD TI. The operation of the coupling will produce inner friction loads which be reacted against the gearbox and the DUT. 3.2 Manufacturing specifications All gears of the gearbox will made with steel F-158-Mo, or better, cemented, tempered, tempering, with a superficial hardness of at least 58 HRC, rectified at both faces. The frame (housing structure) will be constructed with laminated steel St-44.2, or better, welded, stretched, blasting and painted All the electrical wirings installed in the gearbox will group into coupling boxes; these boxes will be arranged in the points next to the other part of the connection. All the connectors will be MIL standard and have reserve pins. The wirings will be into supported channels; will accept so much the closed format and the grid type. The provision of a CBM system for measuring the vibrations of the main components and the Analisys associated to the gearbox will be valued. The gearbox should have pre-defined points of vibrations measurement. The gearbox should be included mechanize seats and screws for assembly the accelerometers. The SUPPLIER will provide the normal, faulty and stop operating condition values of vibrations in m/s2 and m/s associated to each point as well as the expected vibration spectra (Campbell) and complete characteristics of gears and bearings

for the control of vibrations. 3.2.1 Reliability of Gearbox The minimum safety and reliability conditions will be as following. Tenderer will be held responsible for the proper selection of the design, materials, manufacturing, assembly and installation parameters and conditions. The tenderer may propose better or additional tools or documents to assess the robustness and reliability of the gearbox which will be valued. The tenderer may increase reliability or propose changes if justified in detail. All estimations will be made based on recognized tools or procedures. The tenderer will provide information on the reliability of the gearbox as a whole and each component individually. A fault-tree with probability estimates and failure modes will be generated. As a reference, the desired level of reliability (as probability of failure before end of life) is as follows: •

3.2.2 Life consumption during operation A software tool to keep record of accumulative equivalent damage for fatigue, maintenance schedules and monitoring description, operation & maintenance documentation as well as design and manufacturing documents will also be provided.
3.3 Oil Lubrication System The lubrication system is included in the supply. All the gears and bearings will be properly lubricated with pressurized oil in agreement with their needs, each stage having an independent circuit with flow control for each circuit. The oil must be cooled and cleaned in closed circuit, provided cooling water by the lab main cooling system. It is responsibility of the SUPPLIER to calculate and to design the lubrication equipment for the gearbox. 3.3.1 Lubrication system requirements This equipment will have to be formed by at least the following elements: Motor/pump group Filter in aspiration and impulsion with filled indicator Heat exchanger water/oil Each stage of gears must have an independent circuit. Each circuit will have adjustable controllers of flow and a digital flow meter with warning level. Each gearbox lubrication line must be controlled by flow meters. The flow meters will provide their corresponding electrical alarm for control to the warning (minimum oil flow) and shutdown level. The lubrication system will include a PLC and a control display. It will be commanded in local mode (by display) or in remote mode (by the PLC 1). The PLC coding will be compatible with the PLCs existing at CENER. It will include an optic fiber Ethernet card able to interact with an upper control system by OPC. The PLC will manage the pump, the filters, the refrigeration, etc. The oil lubrication system has to be able to provide enough flow for the Gearbox features, being the maximum available flow at least 1.4 times the nominal one. 1

All the pipes and conductions will be made of standard oleo-hydraulic material, the pipelines made from rigid bended pipes where is needed, without any welding. The connections of the rigid parts to the lubrication points (oil entrances) of the gearbox will be made with thermoplastic polyester flexible hoses with metallic mesh and connection SAE type. The distributions will be carried out via machined blocks protected by blue steel or other chemical surface protection. The gearbox oil reservoir will incorporate an electrical heating resistance, connections and valves (drain and aspiration) for refrigeration and cleaning will be located in the lowest level of the tank. The oil tank will incorporate removable magnetic disks for its cleaning. 3.3.2 Lubrication oil quality The life of the filter element is directly affected by the quality of the environment where it is installed the machine and its degree of maintenance. The features for the filter must be those necessary for achieving an oil quality of 17/15/12 ISO 4406-1999) or better. The ideal goals should be one or two steps below, especially for middle and large particles (17/13/10). In the lubrication circuit or in the gear tank must have a water filter in order to achieve a maximum water quantity of ≤100 ppm. Consider the installation of an offline recirculation filter. The supplier will present the option of two types of oil (mineral and synthetic) to CENER, both types must be oils marketed in Spain. 3.3.3 Filter conditions To take into account the indicated parameters, the real flow rate multiplied by the next "environmental Factor", this recommended factor is 1.5. The filter must surpass the MULTIPASS TEST. The efficiency in the oil filter must be 98.7% (β=75). All the filters must be without bypass, so the filter must withstand the maximum pressure on the line. The filters have to be oversized to at least 1.4 times the nominal flow. condition increase the retention capacity and the life of the filter - In suction and pressure filters flow capacity must be 1.2 times the same as who deliver the pump multiplied by 1.2 - In return filter real flow has to take into account possible additional return. If not known, at least 2÷2.5 times the pump flow should be considered
3.4 Transport The Supplier shall include the transport of all the equipment included in this supply as far as the CENER Test Plant at Sangüesa (Navarra/Spain), as well as any intermediate transport that may be required for pre-assembling work or tests. The Supplier shall indicate the necessary unloading means that will be needed on site, at least one month in advance. With the exception of those required in order to facilitate their handling on site, all elements should be disassembled to avoid damage during transport. Every unit or component should be mounted on chocks or packed in bundles, boxes or other means, with the appropriate protection against damage and loss during transport and to facilitate handling on site. All the openings should be closed using provisional covers to prevent dust, dirt, humidity, etc. from getting in. All the bundles, boxes, bags or elements transported disassembled or on chocks shall be correctly identified or labeled, according to requirements of the Purchaser, to be defined at a later date. The elements not protected in boxes should carry metallic or water resistant identification labels, which should be firmly fixed to each element.
3.5 Other supplies a. LSS Coupling to be assembled by supplier at their facilities if required. b. Technical assistance during the commissioning tests of the test bench. c. Documentation according to what is indicated in Chapter 3.6.3. The Supplier will be responsible for the total and complete coordination with its suppliers including orders, tests, information and documentation control, etc. The Supplier will provide technical drawings, material lists, certifications, etc. according to the dates and number of copies stated in Chapter 3.6.3.

3.6 Other conditions for supply 3.6.1 Standards and regulations All materials, manufacturing, tests, transport, erections and commissioning shall comply
with
the
updated
version
of
American
National
Standard
2
(ANSI/AGMA/AWEA 6006-A03) . All the components supplied within the scope of supply must have the CE mark certification. 3.6.2 Surface treatment and painting All components considered in the scope of supply must have all internal and external metal parts properly protected against corrosion. All existing bolts must be corrosion-proof. Gearbox painting color must be TBD. CENER will provide this information. The inner the housing will have to be protected, after blasting, with resistant painting of epoxy two components and to the mineral and as much synthetic oil. The following layers will be applied at least: primer paint epoxy layer; zinc inorganic silicate covering; second layer of primer painting epoxy and finishing layer. 3.6.3 Documentation requirements The Supplier will delivery to the Buyer, inside the scope of this specification the whole documentation. This list is not exhaustive and the Supplier should supply any other document, drawing, study, specification, regulation, design criteria, etc. that may be necessary for the correct fulfillment of the purpose of this specification or for other disciplines outside this specification, but belonging to the general project of CENER Drive Train Components Test Plant at Sangüesa (Navarra), such as mechanical integration, etc. All documents shall include, at least the project identification, the date and the revision
number,
a

3.6.4 Gearbox interfacing and sizing The gearbox will replace the existing gearbox at the DT testbench. Therefore Cener wishes to maintain the current configuration and fixtures when possible. The possibility to fit the new gearbox in the current envelope and dimensions of the current gearbox as indicated below will be valued.

Figure 7: Support layout for assembly Any change in dimensions or location of these points implies modifications in the current support and/or in couplings or in the connections. These modifications must be evaluated and quoted by the SUPPLIER and its redesign, supply and installation will become part of the SUPPLY. The new gearbox shafts design will not alter, if possible, the position of and interfaces to the existing couplings. A modification of the position of or interface to the low speed shaft will be not accepted.

COMMISSIONING
The gearbox will be validated in accordance with the annexed document SPEC-TP 006 r00 “Test for Test bench gearbox” However the SUPPLIER may present an alternative protocol which will be analyzed and approved or rejected by CENER prior to its execution. The Gearbox will necessarily need to pass the tests under the protocol as a must

1 INTRODUCTION This document describes the tasks to be carried out for the commissioning of the new gearbox of the Drive Train Test Bench of CENER. This document or embodiment of it in any media and the information contained in it are the property of CENER. It is an unpublished work protected under copyright laws free of any legal responsibility for errors or omissions. It is supplied in confidence and it must not be used without the express written consent of CENER for any other purpose than that for which it is supplied. It must not be reproduced in whole or in part in any way (including reproduction as a derivative work) nor loaned to any third part. This document must be returned to CENER on demand. Project commissioning is the process of assuring that all systems and components of a system are designed, installed, tested, operated, and maintained according to the operational requirements of the owner or final client. A commissioning process may be applied not only to new projects but also to existing units and systems subject to expansion, renovation or revamping. The commissioning process comprises, in practice, the integrated application of a set of engineering techniques and procedures to check inspect and test every operational component of the project, from individual functions, such as instruments and equipment, up to complex groups such as modules, subsystems and systems. Commissioning activities, in the broader sense, are applicable to all phases of the project, from the basic and detailed design, procurement, construction and assembly, until the final handover of the unit to the owner, including sometimes an assisted operation phase. For the gearbox device and their auxiliary equipment, the design tasks will be closely analyzed in programmed design and detail design revisions. After their approval, several test steps will be planned to check the fulfillment of the specs as soon as a new integration level is achieved. This document is related mainly to the test needed to guarantee the fulfillment of the technical specs. of the supply. The tests are divided into 3 groups: •
In-Shop. These tests are usually performed at the shop before delivering the equipment:
•
At customers installations. Early after the delivery, inspection and test should be done in order to check if the equipment has the needed integrity
•
At customer Test Benches. After the integration of the gearbox at the Drive Train Test Bench, real operational test will be performed to check the correct operation of the equipment
Register of the all relevant data of the tests will be done by means of the DAS of the BETP and/or an alternative data acquisition system supplied by the manufacturer of the gearbox.

2 OBJETIVE The main objective of the commissioning is to assure the safe and orderly handover of the unit from the supplier to the owner, guaranteeing its operability in terms of performance, reliability, safety and information traceability. Additionally, when executed in a planned and effective way, commissioning normally represents an essential factor for the fulfillment of schedule, costs, and safety and quality requirements of the project.
3 IN-SHOP TESTS A series of test must be done at the work-shop of the supplier previously to the shipment of the equipment. These tests are: •
Dimensional Checking

Fluxing and lubricant cleanness

No-Load Tests
3.1 DIMENSIONAL CHECKING General dimensions of the gearbox and all the I/F will be measured at room temperature and registered before starting, during the in-shop tests and after finishing them. During the In-Shop tests at factory and after their completion it should be controlled and registered the temperature reached in operation and the relative dimensional variations between High Speed Shaft (HSS) and Low Speed Shaft (LSS) The results of the measurements must be written down in a Dimensional Inspection Report that will be annexed to the test report.
3.2 FLUSHING AND LUBRICANT CLEANNESS This test is usually done into two steps •
Static flushing. The oil flow into the gearbox being larger than the operational flow at least during 8 hours
•
Dynamic flushing. The gearbox is turned at low speed without load; the rotation increases progressively till nominal speed for a period of time sufficient enough to reach to the required level of oil cleanness
3.2.1 STATIC FLUSHING The gearbox will be filled with lubricant oil according to the SPEC-TP 001 r03 point 3.3.2. A preliminary washing will be made to reach the oil cleanliness required before starting the proper washing (SO4406). A compatible oil with lower viscosity can be used for this task. It is recommended to maintain the oil temperature close to 40ºC in this stage as well as to use equipment that could help large oil flow in order to drag the internal pollution of the gearbox. •

3.2.2 DYNAMIC FLUSHING The gearbox must turn without load progressively increasing the speed to the nominal speed in a time period long enough to maintain the oil in the desired cleaning class. The starting speed will be the minimum rpm at High Speed Shaft and it will be increased every 2 minutes until reaching the nominal speed. The test has to last until the cleaning class is better than ISO 4406 17/15/12. Once the gearbox was has been flushed, a particle counting analysis will be made and included in the final report. •
Extent: it will depend on the cleanness of the oil
•
Filter: 10 µm absolute. The filter must be a NEW one and it has to be replaced after finishing the test.
3.3 THERMAL STABILITY To perform this test, the cooling system will be shut-down. As a result of that, the temperature will raise. The condition will be maintained until it stabilizes or reaches 110ºC at bearings, whichever occurs first. Both the evolution of the temperatures and the duration of the test will be recorded and reported.
3.4 NO-LOAD TESTS The gearbox will turn at different speeds with no any braking torque and will include a static “flushing”. This test will be as defined in table 1. No-Load Tests Other data

4 ACCEPTANCE TESTS A series of test must be performed applying different torque levels and speed to the gearbox until reaching the nominal capacity. These tests will be done at the LEA-CENER test labs after the assembly of the gearbox into the Drive Train Test Bench in order to clean the gearbox and validate the equipment before the acceptance of the supply. It will be necessary to install a DT specimen in the test bench to provide the needed braking torque in a controlled way. These tests are divided into two main groups: •

Before running any of the tests, electrical and mechanical risks will be verified to assure the required safety levels. The alignment of the gearbox assembly into the test bench has to be also verified. In the same way, the communications between the control systems of the test bench and DTU (Device Under Test) have to be checked in order to get the correct warnings and emergency alarms to guarantee the integrity of the whole set-up. The magnitudes and data to be registered during the tests will be, at least: •
Torque and speed of the test bench motor and generator

Temperature/Pt100 sensors installed in critical points
•
Vibrations/accelerometers installed in relevant points of the test bench and specimen

These variables have also to be recorded before starting the tests in the following conditions: •
auxiliary systems running (energy distribution system, cooling system, lubrication system and hydraulic power stations pumps)

main systems stopped: converter, motors and Load Application System
4.1 GENERAL TEST CONDITIONS In this point are developed the thermal conditions to be applied in every acceptance tests both and for he required measurements to be registered.
4.1.1 PRE-HEATING The gearbox has to be pre-heated by means of a low speed running procedure (Table 2) before starting any load test. Table 2.

4.1.2 MEASUREMENTS 4.1.2.1 Load at Hydraulic Linear Actuator The MTS actuators equipment will be in charge to register the applied loads applied by each hydraulic jack during the tests by means of the integrated load cell.
4.1.2.2 Vibration Triaxial vibration will be measured and recorded at the rolling bearings of the gearbox and the critical frame position: •
input shaft bearings
•
intermediate shaft bearings
•
output LSS shaft or main shaft
•
frame of the gearbox, panels and rolling bearing supports 2
The vibrations levels will be measured in rms values and m/s units, between 0-4 kHz in two independent ranges: •
low frequency
from 2 to 200Hz 0.125 Hz minimum resolution
•
high frequency
from 2 to 400Hz 1.25 Hz. minimum resolution
Data collected from the sensors on the gearbox will be recorded and included into the test results report.

4.1.2.3 Pressure and flow Pressures will be measured continuously at several points of the different circuits while operating at nominal speed and oil temperatures between 15 to 70 ºC. Also pressure drop at filters should be measured.
4.1.2.4 Temperatures The oil and bearings temperatures must be measured and registered in every acceptance tests. The temperature of the oil should be stable before passing to the next test step. It means a variation lower than 4ºC/h
4.1.2.5 Other measurements •
Noise will be measured in SPL (Sound Pressure Level) in 1/3 of eighth between 16 Hz-16 KHz and dbA.

Pollution by means of a particle detector

Strains at critical points of the gearbox structure

INSPECTIONS
After each running step out a complete inspection on gears and bearings must be carry out by means of a video scope.
4.1.3.1 GEARS CONTACT The gears teeth state will be recorded by means of pictures taken at the end of each step. If needed the teeth will be painted again before restarting the tests.
4.2 NO-LOAD TESTS The gearbox will turn without any operational torque at different speeds and a dynamic “flushing” will be included (Table 4). Table 4.

4.3 STEP TORQUE LOAD TESTS After the no-load testing, torque loads will be applied in steps while running at nominal rotational speed, as shown in Table 4, where torque and power are referred to the HSS of the Test Bench Generator (M2) Before passing to a new load step, to the 3 following conditions must be fulfilled: •
The temperature has to be stable
•
The extent of the test has to be at least the minimum required (Table 5)
•

4.7 OPERATIONAL MODAL ANALYSIS An operational modal analysis of the gearbox has to be included into the test pack in order to know the structural dynamics of the rotating parts and the frame of the gearbox. The results will be to compare and validate the results of the finite elements model used for the design and dimensioning of the gearbox.
4.8 CAMPBELL An experimental Campbell diagram will be provided to demonstrate that no critical parts of the gearbox are excited by operational frequencies of gears, pump, etc. (Table 9) For this test will be applied a speed of 40 rpm in the Motor and the torque will rise at 5%, when the torque and speed are stabilized will be increased the torque until the step value. When the torque conditions are stabilized begins a speed ramp from 40 to 500 rpm, the data acquisition will begin when the speed reach 60 rpm.

and the test bench and the main bearing of the DTU is 0.55m. Any change of this dimension implies to compute again the bending moments. The load step will be programmed to last 1 minute until arriving at the programmed static load, and with a sine increasing the amplitude during 1 minute until arriving at the stable level.
4.11 COUPLING FRICTION TEST The aim of the test is to determine the friction factor on the coupling connecting the LSS of the gearbox and the Load Application Shaft. The test will be divided into two steps: •
Turning the LSS output axis of the gearbox at nominal speed without any torque when applying a static load to the Load Application Shaft by means of the hydraulic linear actuators (Table 12).
It will produce the misalignment of the coupling that can be registered by the displacements sensors of each actuator.
