FAZSAD Construction company has a breadth of experience encompassing all sectors of the industry from bridge building, sport facilities, industrial and commercial buildings, schools, road works, to large scale residential development and small engineering projects such as drainage schemes, pavement works and geo-technical surveys. Contract have been under taken successfully in Zamfara state, Kogi state, Delta state, Kastina state, Kaduna state and FCT Abuja. He is a very experienced engineer having worked for power Holding Company of Nigeria (PHCN) for 8 years and rose to the head, protection, Control & Metering Department. Engr. Danladi Abubakar Gusau have attended and presented papers in seminars both home and abroad on design/installation of 33kv, 11kv, and 0.415kv lines as well on protective relays for high and low voltage networks and wiring of control panels. HEALTH SAFETY AND ENVIRONMENT POLICY Our commitment to zero disabling incident applies to the health and wellbeing of all our employees, the safety of each individual and the

sustainability of the natural environment and society at large.

The

construction and engineering industry has historically been a hazardous work environment, where serious incidents are regularly recorded. Attracting and retaining young or new skilled staff to this environment has been a challenge, and a poor health and safety record ahs not helped the image of the industry. Environmental matters are fast becoming global differentiators in the way industries conduct their activities.

Market analysts are increasing the

value placed on environmental performance factors in determining investment opportunities. No longer are end-of-process solutions acceptable; potentially hazardous chemicals, processes and materials are increasingly engineered out of system designs further up the project life cycle. Energy efficiency, clean technology and benign design methodologies are no longer optional extras; they are now demanded by project owners, and society. These health safety & environment (HSE) trends have increased the focus on our market sector. FAZSAD CONSTRUCTION COMPANY LIMITED commitment to zero disabling incident transcends workplace injuries, and examines the groups total performance in terms of the health and wellbeing of al our employees, the safety of each individual, and the impact of our activities on the natural environment and society at large. performance indicators (KPI’S) will ensure that value is derived from the HSE framework implemented across the company in 2011.

This risk

based approach will be expanded to reveal the opportunities inherent in good HSE management.

More quantitative KPI’S will be used to

In order to evaluate the impact our activities might contribute to climate change, FAZSAD CONSTRUCTION COMPANY LIMITED has undertaken to establish the extent of its carbon footprint. As a signatory to the Kyoto protocol, Nigeria has made a commitment to investigate and asses alternatives to fossil base energy and to the use of products that are more environmentally friendly. This places significant responsibility on operations to implement solutions that reduce the consequence of their undertakings to on released carbon. The setting of targets and reduction mechanisms will follow, with defined objectives is to decrease the company carbon footprint.

CASH POLICY Throughout the duration of any projects, qualified CASHES professional shall be employed. Such employees shall be experienced in the field of industrial safety. Also, qualified Medical Officers shall be employed to handle all emergencies that may arise throughout the duration of any project. ENVIRONMENTAL POLICY It is the policy of each or our personnel to perform his work in an environmentally sound manner. It is the policy of our company to promote and encourage awareness of and to protect and preserve the environment. In implementing this policy, all staffs are encourage to pay appropriate regards to the environment by acting to preserve AIR, WATER, SOIL, PLANTS and ANIMAL LIVES from adverse effects of their actions or

those of sub-contractors to minimize any nuisance, which may arise from each actions.

All waste generated when executing any project shall be collected, handled, treated and disposed in such a way as not to have impact on the environment. Our ultimate goal is to leave the work sites in a condition as near as possible to the state in which it was found. DRUG AND ALCOHOL POLICY It is an offence for any employee of our company to be under the influence of alcohol, or in possession of or under the influence of any nonprescription drug, such as COCAIN, AMPHETAMINE, MARIJUANA, HASHISH.

Or other illegal or controlled substance, while working or

residing on any job-site or property under our control. THIS POLICY APPLIES TO AL PERSONNEL AND TO ALL LOCATIONS ON A 24 OUR BASIS. CASH AUDIT PLAN All equipment, plant, machinery, facilities etc. put on the project are to be frequently inspected to ensure that they are in serviceable conditions and do not pose any threat to the safe execution of work. Any equipment reported as unserviceable shall be tagged as, thus and immediate actions will be initiated to rectify and situation. All inspections are to be done using company’s standard checklist and forms.

inspections shall include UNSAFE ACT/ CONDITION, UNHYGIENIC CONDITIONS,

ALCOHOL

INSPECTION. Etc.

Apart from routine site inspections, monthly management audits are to be carried out to ensure that the project execution is in conformance with CLIENTS’ Project Manager, Safety Coordinator, Site Engineer and Site Supervisor. All audit findings shall be documented and distributed to all parties for corrective actions; follow up audits shall be arranged to ensure that all points raised in the previous audits have been complied with. Closed out report shall be written and filled when actions are completed on each audit. However, most audit findings will be discoursed in both site and management CASH meetings to create awareness of the situation and consequently eliminating them. Copies of all audit reports shall be sent to the CLIENT Project Engineer for retention.

SAFETY MEETING PLAN The primary purposes are 1. To

stimulate

effective

communication

between

staff

and

management 2. Monitor and promote safety awareness 3. Report unsafe conditions or practices 4. Monitor effectiveness of accident prevention and abatement efforts Safety meeting are to have a structure form. They are to be action oriented, relentless and shall encourage participation. There shall be two types of CASH meetings. 1. Site CASH Meetings – shall be brief (about 30-60 minutes) and shall be held by the work crew once in 2 weeks! Such meetings shall provide the site supervisor the opportunity to acquaint the work force with the practices and objectives. It shall also provide the workers

the opportunity to participate in reviews of safety concerns and develop a plan to deficiencies. 2. Project management safety meeting to act as the guardian of CASH principles and policies. It function shall include ❖ Managing director

In addition to periodic safety meetings, Daily Tool Box meeting or pep talk sessions not lasting more than 10-15 minutes shall be held. SITE SECURITY PLAN, SITE VISITORS AND RECEPTION PLAN Effort shall be made to safeguard all persons, material and equipment at the project site. Only persons related with work shall be allowed in to the work site.

All visitors to the work site shall be fully briefed on proper conduct at the site, emergency, procedures; muter point etc. and they shall be made to wear the requisite PPEs and to conduct themselves properly. Anyone deemed unfit to entry the site either for reasons of adequate training protection from the hazards on site security or any other reason may be refused entry. All site personnel shall wear overalls with the inscription on it. All site workers must wear their identity cards at all times. PERSONAL PROTECTIVE EQUIPMENT (PPE) PLAN Adequate supply of personal protective equipment, physical and mechanical safeguards shall be provided to protect workers from hazards associated with their respective job types and from weather conditions.

The distribution of suitable (PPEs) to workers and renewal / replacement shall be monitored and recorded.

Supervisors! Safety Officers shall

ensure that appropriate (PPEs) are used as designated. Inadequacy of such protective equipment shall be immediately reported to the base for replacement as soon as possible. Those PPEs damaged through wear and tear or through normal work activities will equally be replaced. When supplied employees (especially newly arriving personnel) shall be instructed on the use and care of these PPEs. The following PPEs have been identified as very relevant for the propose project. SAFETY WARNING SIGN Warning signs shall be provided and displayed in all areas where there exists hazards or dangerous condition that could jeopardize the health and safety of the workers, third parties and the environment. Name of victim 2. Accident type 3. Exact location of accident 4. Summary of Action Already Taken The accident report form shall then be filled and a copy sent to the CLIENT for record purposes. All accident / incident reported must be reviewed during the forthrightly site and monthly management meetings.

Lessons learnt shall be

established and highlighted in the company CASH bulletin for adequate coverage. INVESTIGATION Investigation of accident / incidents shall be jointly carried out by the site engineer and the safety coordinator if in a minor accident. In the event of a major accident, the project manager shall head the investigation team. The following guidelines shall be following: 1. Involving those who have real knowledge of the work situation

2. Collecting and recording fact, including organizational relationship similar occurrences and other relevant background information 3. Having as objective II on preventing a similar re-occurrence 4. Identifying the basic causes.

It is important that pictures are taken if possible and make the investigation a fact finding and not fault finding. IMPACT FOR MANAGEMENT OF COMMUNITY AFFIARS 1. INTRODUCTION The impact of community disturbance on project scheduled has become increasingly significant over the years.

We therefore

anticipate community interruptions on this project given the history of disturbances by some communities in the various fields in the recent past.

This procedure is written with the aim of minimizing or

eliminating community disturbance on this project, drawing from the experiences gained from our past contractors. 2. PURPOSE This note outlines the proposed community relations procedure to be utilized on all our project in order to maintain a most conductive working relationship between us and the host communities. 3. STRATEGY i.

Dedicated PR personnel from us shall be assigned to all our project with the responsibility to CLIENT Project engineer, functional responsibility to the COMPANY Project Manager.
