Student Shows Proficiency on the 3rd Grade Reading Portfolio or Qualifies for one of the other “Good Cause Exemptions”
Student is Promoted to the 4th Grade
Good Cause Exemptions Students may be exempt from mandatory retention in the third grade if they qualify for one of the following “good cause” exemptions: 1. Limited English Proficient (LEP) students with less than 2 years of instruction in an English as a Second Language (ESL) program. 2. Students with disabilities whose individual education plan (IEP) includes the use of alternative testing (Extend 1) and reading interventions G.S. 115C-106.3(1) 3. Students who show reading proficiency on an alternative test (Read to Achieve) for third grade students. This test can be given after the reading EOG at the end of the school year or after summer reading camp. 4. Students who show reading proficiency through a student reading portfolio. The complete portfolio can be submitted for review after the reading EOG at the end of the school year or after summer reading camp. 5. Students who have received reading intervention and previously been retained more than once in K, 1st, 2nd or 3rd grades. Cleveland County Schools - Local Read to Achieve Process

Students who attend a summer reading camp will receive intense reading instruction for at least 3 hours per day (4-5 days per week) for a minimum of 6 weeks.
By the End of Summer Camp, the Student Does Not Pass the 3rd Grade Read to Achieve Test nor Shows Proficiency on the 3rd Grade Reading Portfolio

Student Will Be Placed in a Fourth Grade “Transition” Class, But Will Have a “Third Grade Retention” Label. Student Will Receive 90 Minutes of Uninterrupted Reading Instruction Daily. Student Will Continue to Work on Showing Proficiency on the 3rd Grade Reading Portfolio and Will Retake the Read to Achieve Test in late October.

Summer Camp will be held at local elementary schools. Students will attend school 4 days per week for 6 consecutive weeks (skipping the week of July 4th). Dates of Summer Camp: June 16-19 June 23-27 July 7-10 July 14-17 July 21-24 July 28-31 If a student completes the Reading Portfolio during Summer Camp, he/she will no longer have to attend. If a parent chooses not to send his/her child to Summer Camp, the child will be retained in 3rd grade for the next school year.
