POSITION OVERVIEW The purpose of the position is to provide a specialist Employee / Industrial Relations service. The aims include to maintain good relations between the employee, management and the representative union; improving employee morale and minimising risk of collective conflict, disputes and industrial action that may impact on the operational requirements of the Entity. The job incumbent should provide effective guidance and support to managers in respect of all employee relations matters.
POSITION OVERVIEW 1. Manage Employment Relations 2. Employee Relations Policies & Processes 2.1.1. Policy development, implementation, monitoring and review; ensure compliance with all Labour Legislation applicable to the Entity 2.1.2. Interpreting, and conduct quality advice on ER/IR related matters in accordance with the relevant legislation. 2.1.3. Advises management on all ER/IR issues in line with the relevant legislation 3. Manage relationship with organised labour; 3.1.1. Deal with the Trade Unions as per the Labour Relations Act,
3.1.2. Co-ordinate engagements with management and committees 3.1.3. Dispute resolution including the co-ordinations of bargaining processes. 4. Manage CCMA and Labour Court proceedings; Prepare for and attend all CCMA proceedings timeously. Ensure all relevant people attend the necessary CCMA proceedings (conciliation and arbitration) and ensure such people are prepared and coached accordingly 5. Establish and maintain Workers Committees required 6. Ensures that the Company disciplinary and grievance procedures are administered fairly and consistently as per the policies and procedures. Arrange and attend disciplinary and grievance enquiries, and chair such enquiries when necessary. 7. Ensure, in cooperation with the HR Executive, that all managers are trained and developed in the necessary ER/IR requirements and policies on an annual basis or as the need may arise. Ensure all managers are fully trained and competent in chairing of disciplinary and grievance enquiries. 8. Reduce potential industrial conflict through the development of a positive employee relations environment - ensure a climate of trust and high ethical conduct amongst employees and management. 9. Submit monthly, quarterly and any other related reports as required.
DESIRED SKILLS AND EXPERIENCE Minimum requirements
3 years post matric HR or IR Management qualification (or related qualification)
A minimum of 10 years in HR or related experience of which at least 5 years in an ER/IR managerial / specialist capacity
Experience in working in a unionised environment
Knowledge of prevailing legislation; Constitution, Public Service Legislative, LRA, BCEA, EEA PSCBC resolutions and GPSSBC Resolutions, PFMA and relevant legislative directives
Thorough knowledge of all relevant legislation; Excellent understanding of CCMA and Labour Court processes; Experience in negotiations with organised labour; Experience in handling internal grievances, disciplinary matters and CCMA matters; Understanding management of bargaining forums
Valid Driver’s License
Advance computer literacy and ability to work with Microsoft Outlook, PowerPoint, MS Word, Excel and other relevant software packages (MS Office suite)
