Manager V (Texas Freshwater Fisheries Center Regional Director) SALARY:
$7,309.42 - $7,761.25 Monthly
OPENING DATE: 07/01/15 CLOSING DATE: 07/29/15 11:59 PM DIVISION: Inland Fisheries WORK ADDRESS: Texas Freshwater Fisheries Center (TFFC), 5550 CF 2495, Athens, TX 75752 HIRING CONTACT: Todd Engeling, (512) 389-4826 GENERAL DESCRIPTION: Under the direction of the Chief of Fish Hatcheries, the Regional Director for Inland Fisheries Hatcheries is responsible for the supervision, development and maintenance of statewide culture and stocking programs for assigned warm water species. Supervises program staff and oversees facility and hatchery operations as well as outreach and environmental education team efforts at the Texas Freshwater Fisheries Center (hereafter Center). Responsible for developing annual production assignments as well as annual evaluation of culture programs and provides administrative and research direction for program improvement. Oversees and administers the Sharelunker and Operation World Record programs. Works closely with the Texas Parks and Wildlife Foundation and Friends Group. Provides leadership in the creation, planning, marketing, and implementation of Center outreach and education activities, events and amenities. Coordinates the development of statewide news releases for the Inland Fisheries Division. Prepares and administers operating budgets and equipment needs for assigned areas. Provides leadership for hatchery and Center staff and provides input to the Chief of Hatcheries and the Inland Fisheries Division Director as a member of the Decision Team. Works in close coordination with other hatchery and management program directors to achieve division goals. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures. POSTING NUMBER: 15-00698 QUALIFICATION GUIDELINES: MINIMUM QUALIFICATIONS: Education: • Graduation from an accredited college or university with a Bachelor’s degree in Fisheries Science or related biological science with major course work in Fish Culture and Fisheries Management. Experience: • Five years professional experience in fish culture, fisheries management or a closely related natural resource science; • Two years of supervisory or leadership experience.

Licensure: • Must possess or be able to obtain, within thirty days of employment, a valid Class “C” Texas driver’s license. NOTE: Retention of position is contingent upon obtaining and maintaining required license. ACCEPTABLE SUBSTITUTIONS: Experience: • Graduation from an accredited college or university with a Master’s degree in Aquaculture, Fisheries Management or closely related field in natural resource management may substitute for one year of the required experience, in fish culture, fisheries management or a closely related natural resource science; • Graduation from an accredited college or university with a Ph.D. in Aquaculture, Fisheries Management or closely related field in natural resource management may substitute for two years of the required experience in fish culture, fisheries management or a closely related natural resource science. PREFERRED QUALIFICATIONS: Education: • Graduation from an accredited college or university with a Master’s Degree in Fisheries, Aquaculture or related Biological sciences. Experience: • Five years of progressively more responsible management experience; • Diverse background in culturing multiple fish species on a production facility. KNOWLEDGE, SKILLS AND ABILITIES: • Thorough knowledge of fish culture and fisheries management techniques of warm water species; • Comprehensive knowledge of hatchery operations, maintenance and safety related issues; • Skill in effective verbal and written communication; • Skill in using MS Word, Excel, PowerPoint, Access and Outlook; • Skill in planning, assigning and/or supervising the work of others; • Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts; • Skill in planning and coordinating programs and special projects; • Ability to develop and direct multiple species culture programs and direct culture operations; • Ability to effectively lead a team; • Ability to effectively communicate with the public, staff and other professionals. ADDITIONAL INFORMATION: WORKING CONDITIONS: • Required to work 40 hours per week, includes flexible schedules with hours other than 8:00 a.m. to 5:00 p.m. and days off other than Saturdays, Sundays and holidays; • Required to work overtime as necessary; • Required to travel 15% with possible overnight stays; • Non-smoking environment in State buildings and vehicles.
