Statement from Rep. Coleman on Phase Out for Women's Health Program Funding HOUSTON –Rep. Garnet F. Coleman, (D-Houston) released the following statement in response to CMS Director Cindy Mann's announcement that federal funding for the Women's Health Program will be phased out over the next few months instead of coming to an abrupt end: "I would like to thank HHS and CMS for extending the Women's Health Program even after Texas implemented a rule changing the definition of "affiliates" that made the waiver application deniable upon arrival. By continuing the program beyond its unexpected end and allowing time to phase down, it gives state legislators time to work with the Obama Administration on alternative funding to keep the program up and running." Rep. Coleman is available for comment. ### On March 12, 2012, Rep. Coleman sent a letter to HHS Secretary Kathleen Sebelius and CMS Deputy Administrator Cindy Mann regarding alternative funding for the Women's Health Program. Attached and below is a copy of that letter.

March 12, 2012 Kathleen Sebelius, Secretary of U.S. Health and Human Services Cindy Mann, Deputy Administrator, U.S. Department of Health and Human Services, Centers for Medicare & Medicaid Services Dear Secretary Sebelius and Deputy Administrator Mann, Thank you for looking out for the health of women in Texas and the U.S. by upholding the policy that certain providers should not be excluded from participating in the Women's Health Program. Governor Perry and Commissioner Suehs knew that the newly adopted rule in Texas would not be approved, yet made the decision to move forward with implementation, fully aware of the consequences. As members of the Texas Legislature we request an opportunity to discuss and search for alternative funding to continue services currently provided by the Medicaid Women's Health Program in Texas. This program is crucial to our constituents in need of these health services. We look forward to working with you, Congresswoman Sheila Jackson Lee, and others to fill the void left by the discontinuation of the Women's Health Program in Texas. Sincerely,
