Statement from Rep. Coleman on HHSC Rule Banning Certain Providers from Women's Health Program HOUSTON –Rep. Garnet F. Coleman, (D-Houston) released the following statement in response to Commissioner Suehs signing a rule banning affiliates of abortion providers from participating in the Women's Health Program: "It's apparent that Commissioner Suehs caved to the pressure put on by his boss Governor Perry, conservative lawmakers, and the right to life groups that fought against the continuation of the Women's Health Program all session long. The Obama Administration, in good faith, renewed the program until March 2012 while HHSC and CMS negotiated terms of the program. By signing this rule, working on a solution has been halted, and politics have again been put before the health of hundreds of thousands of Texas women. Half of the births in Texas are Medicaid births. This number will only increase when women are cut off from family planning resources, resulting in increased Medicaid costs to the state. Many women in my district who are low income rely on the Medicaid Women's Health Program not just for family planning, but for routine health screenings and exams. These services include cholesterol and diabetes screenings, flu vaccines, well woman exams, and breast and cervical cancer screenings. This rule essentially ends the Women's Health Program and jeopardizes the well-being of low-income women in this state by limiting their access to quality health care." In 2001, Rep. Coleman passed the Women's Health Program bill only to have it vetoed by Governor Perry. In 2005, Rep. Vilma Luna passed another version of the legislation--- this being the policy that remained until today. During session, HB 2299 authored by Rep. Coleman, was held up in committee and killed. In September 2011 when the Health and Human Services Commission (HHSC) proposed rules preventing affiliates of abortion providers from participating in the Medicaid Women's Health Program, Rep. Coleman submitted a letter expressing his concern about the effect this rule would have on poor women in Texas. Rep. Coleman is available for comment. ###
