Federationinviteskind attentionof the RailwayBoardto the letter dated3l/0512012whereinits hasbeenstipulatedthat henceforthjoining RELHS hasbeenmademandatoryfor all retiring Railway Consequently, the Federationvide its PNM agendaItem Personnel withoutany exit clausewhatsoever. No. 4412012 broughtto the noticeof RailwayBoardthe casesof Railwayemployeeswho at thetime of retirementhad lessthan20 yearsqualiffing serviceand were not madeeligibleto be the membersof RELHS. despite the scheme being mandatory. Accordingly, Railway Board vide letter No. 2013/H/PNMA{FIRdated08/0912015 issuedinstructionsto the GeneralManagersof Indian Railways (includingProductionUnits & RDSO)to extendthe facility of joining RELHSto all thoseemployees irrespectiveof numberof yearsof their servicebefore who retiredat the normal ageof superannuation superannuation. The extantinstructionshoweverdid not coverthe casesof voluntaryretirementuponmedical decategorization or deathof Railwayemployeeswho had put in lessthan 20 yearsservice.Federation membersof former Railway continuesto receive grievancesfrom these retired employees/family plea instructionsdo not existfor that on the who havebeendeniedthe RELHSmembership employees acceptingthem as RELHS beneficiaries.Federationcontendsthat when RELHS has been made . thereshouldnot be any stipulationon minimum mandatoryvide Board'sinstructionsdated31105/2012, Railwayemployeeswhoseservice service,particularlyin thosecasesof medicallydecategorised/former beyondtheir control. waslessthan20 yearsdueto the circumstances NFIR, therefore,requeststhe Railway Board to issuesuitableinstructionsfor coveringthose caseswherethe employeeshad put in less than 20 yearsof serviceunder RELHS.
