The NFIR has observed that though the candidates are recruited through RRBs/RRCs, the materialization of the indents is awfully very low and added to this, those who join as Helpers, Track Maintainers etc., desert the posts and join elsewheredue to hard nature of jobs and difficult working conditions. Reports received at this reveal that the number of the selected candidates deserting the posts is increasing day-by-day and on some Divisions the vacancy position has risen beyond 30%, consequently, the existing staff are heavily over burdened and equally the safety standards are getting deteriorated. There are cases of RRB,.{RRC.. candidates who reported initially and after sometime l/3'd of such candidateshave either absentedthemselvesor desertedthe posts. If this situation is not dealt wittr promptness,the Federation is afraid, the systemwill suffer very badly. NFIR, therefore urges upon the Railway Board to consider following measures for ensuring that the posts are manned inspite of the negative situation mentioned above:(a) Anticipating the number of deserters/absentees,bigger panels should be drawn, (b) Reserve panels for meeting unexpected eventualities should be allowed to be formed for operating the same for the purpose of filling vacancies. (c) As there is a time lag in between two recruiftnent selections, the vacancies anticipated in the two subsequentyears in the feeder and higher pay scalesshould also be taken for the purpose of forming larger panels of RRB/RRC. NFIR, therefore urges upon the Railway Board to kindly review the extant policy which has proved to be a failure and issue revised policy directives as suggestedabove.
