(iv) Railway Board's letter No. E(P&A)II-201,71HW-Idated 08/0312018 (RBENo' 3612018)' ******{.**x* Railway Board's kind attention is invited to the instructions issued vide Board's letter dated08/0312018revising the ratesof Night Duty Allowance w.e.f. 01't July, 2017 pursuantto acceptance of the recommendations of 7'CpC. In this connection, Federationbrings to the notice of Railway Board that the rates of Night Duty Allowance were revisedin the past vide Board's letter dated 1611212008 (RBE No. 19912008)pursuant to acceptanceof 6* CPC recommendations.These rates of Night Duty Allowance have been revised consequentto sanctionof instalmentsof DearnessAllowance from time to time and last revisionhasbeendonevide Board's letterNo. E(P&A)II-20164IW-l dated 09/06/2016 (RBE No. 61/2016). Federationis constrainedto bring to the notice of Railway Board that subsequentto the instructionsissuedvide Board's letter dated09/0612016, the Railway Board vide letterNo. pCVV2008/l/712/l dated14/12/2016(RBE No. 150/2016)issuedinstructionsfor enhancement of Dearness Allowance admissible to the Railway employees from l25o/o to 132%iow.e.f. 0110712016and thereafter from l32o/oto 136% w.e.f. 0ll0I/20I7 (Board's letter No. pCVu2008/ll7/2ll datedITllI/20I7 (RBE No. 169/2017).But, however,the Railway Board have not issued corresponding instructions consequent to sanction of instalments of Dearness Allowance w.e.f. 0110712016and 0Il0ll2OI7, revising the rates of Night Duty Allowance upwardly and have surprisingly issuedorders vide letter dated 08/0312018revisins the rates of NDA from l't July, 2017. With this eroneous action of the Railway Board, the i.ailway Jtuff entitled to receivethe Night Duty Allowance have beenput to financial loss. Contd.Pase...2

NFIR, therefore, urges upon the Railway Board to review and issue instructions duly revising the rates of Night Duty Allowance w.e.f. 0l/07/2016 and 0l/0I/2017 on the basis of grant of instalmentsof DearnessAllowance and further take action, for enhancingthe NDA rates with effect from July 1,2017. The Federation further statesthat with the reviiion with effect from 01/07/2016and againwith effectfrom 01/01l20I7,the staff arerequiredto be paid anears of revisedNDA rates. A copy of the instruction issuedmay be endorsedto the Federation. Yours faithfullv.
