POLICY: The Division of Youth SERVICES (DYS) shall provide supervision according to risk and needs of committed youth on parole status. To ensure public safety, CLIENT MANAGER/Parole Officers shall ensure compliance with parole plan, conditions of parole, and court orders.

LEVELS OF SUPERVISION: A GRADUATED SYSTEM OF SERVICES AND MONITORING THAT SUPPORTS THE DISCRETE CASE PLAN/PAROLE PLAN, AND THE INTEGRATION INTO THE COMMUNITY. EACH LEVEL WILL ESTABLISH SPECIFIC REQUIREMENTS OF CONTACT WITH THE PAROLE OFFICER OR DESIGNEE TO ENSURE PUBLIC SAFETY.

PROCEDURES: A.
Supervision: 1.
The supervision of a parolee's compliance to parole conditions and parole plan may include but is not limited to, face to face contact, the use of electronic monitoring, text message, substance use testing, telephone, voice mail, electronic mail (e-mail), and hard copy written correspondence. a.
All contacts will be documented in the Colorado Trails database.

Each regional office shall conduct quarterly quality control checks to ensure that the CLIENT MANAGER/Parole Officer supervision documentation is entered into the appropriate Colorado Trails database screen.
Modifications to the levels of supervision will be reviewed with the CLIENT MANAGER/Parole Officer’s Supervisor. Modifications to level of supervision will be documented in the Colorado Trails database by the CLIENT MANAGER/Parole Officer. Please see DIVISION OF YOUTH SERVICES "Parole Supervision Grid".
Service Delivery: CLIENT MANAGER/Parole Officers are responsible for verifying monthly that nonresidential program service providers are delivering contracted services, in a timely manner and if the service is provided as described by the approved contract and/or purchase order.
C.
Restitution/Victims Compensation/Community Service: CLIENT MANAGER/Parole Officers will make every attempt to assure that a percentage of Parolees’ wages are applied toward any outstanding court ordered financial obligations. Community service hours will be actively structured into parolees’ full-time schedule. Proof of payments will be required and verified as evidence of compliance with court orders and documented on the Parole Review form. Also please see DIVISION OF YOUTH SERVICES Policy "Restitution".
