WHEREAS, Colorado's senior population is large and growing, providing an increasing target for financial abusers; and WHEREAS, financial exploitation is considered to be the most common form of abuse to elders, costing its victims an estimated $2.9 billion annually; and WHEREAS, the impact of financial losses are often more significant for elders victimized by investment fraud, who see their life savings depleted with little opportunity to recover financial stability; and WHEREAS, the Colorado Department of Regulatory Agencies, through the Divisions of Securities, Banking, and Financial Services, works to help protect elders from financial exploitation; and WHEREAS, investment professionals and financial institution employees have regular contact with elderly clients, and are therefore in a unique position to expediently identify red flags signaling financial exploitation and abuse; and WHEREAS, in an effort to help identify and report the financial exploitation of the elderly, the Senior$afe program trains investment professionals and financial institution employees to identify the red flags associated with the financial exploitation of the elderly and how to report it, and also fosters collaboration between reporting agencies to better address financial exploitation or abuse; and WHEREAS, Senior$afe week will raise awareness of elder abuse and financial exploitation, which will reinforce our commitment to protecting seniors in our communities; Therefore, I, John W. Hickenlooper, Governor of the entire State of Colorado, do hereby proclaim, forever after, the period between October 2, 2016 and October 8, 2016, as
SENIOR$AFE WEEK in the State of Colorado.
