Re: Support A-3798/S-211 — School bus stop arm camera bill Speaker Prieto, We urge you to bring A-3798/S-211 to a vote in the Assembly floor before the sessions ends. This common sense school bus safety legislation would allow school districts and local law-enforcement to utilize bus safety cameras as a means to deter dangerous driving and help keep children safe when loading and unloading from their school bus. S-211, overwhelmingly passed the Senate by a 30-1 vote in January 2017, and A-3798 was unanimously reported out by both the Assembly Education and Appropriations committees on May 18 and June 1, respectively. Illegal school bus passing is real problem in New Jersey. Police officers issued more than 1,600 violation notices to drivers who failed to stop for a school bus last year. That number represents 1,600 times New Jersey school children were put in harm’s way and the reality is that number is significantly higher because these violations represent only those reported by school bus drivers or seen by police officers. The following key principles of A-3798 will reduce illegal school bus passing across the state and keep the proposed program focused on safety: •

Bus Driver Safety: Bus drivers would no longer need to write the license plate number of violators while operating the bus. The cameras will catch violators, allowing bus drivers to focus on the road and the kids they are transporting.



Law-Enforcement Review: Under the bill, law enforcement is the only ones authorized to issue a citation. Video evidence captured by the camera will be reviewed by law-enforcement who will determine if a violation has occurred, and if so, issue a ticket under the new legislation.



Violator Funded: The program would be funded by violators and would operate at no-cost to school districts or local law-enforcement.



Program is a Choice, Not a Mandate: School bus arm legislation enables, not mandates school districts to have the choice to install school bus monitoring systems to enforce stop-arm violations, leaving the decision of implementation to local officials who know best.

S-211, introduced by Senators James Holzapfel and Jim Whelan and A-3798, introduced by Assembly Members Troy Singleton (D-7), Gregory McGuckin (D-10) and David Wolfe (D-10), would authorize school districts and law enforcement to use proven, life-saving technology to enforce this law and keep school children safe. The bill will allow districts and local law enforcement to deploy school bus arm safety cameras on the exterior of school buses to capture video of drivers illegally passing stopped buses and issue citations to drivers caught breaking the law and putting kids’ safety at risk. 1

By passing this commonsense school bus safety measure, New Jersey would join more than a dozen other states already experiencing significant benefits from school bus safety cameras. For example: a. Onslow County, North Carolina: 66% reduction in stop-arm violations b. Marietta, Georgia: 28.2% decrease in stop-arm violations after first year of installing cameras c. Carroll County, Maryland : 20% decrease in total violations As Speaker of the General Assembly, you can do your part. We’ve gone thru this process, there’s no genuine opposition and we have a window to move this legislation.
