The reporting of timely and accurate data is a required measure in the Connecticuf Sfate Performance Plan (SPP; lndicator 20) used to monitor compliance with the lndividuals with Disabilities Education lmprovement Act (IDEA) 2004 regarding submission of federal chitd count data (20 U.S. C. 1416(a)(3)(B)). 2014-15 District Annual Performance Reports and Determinations

In accordance with the Individuals with Disabilities Education Improvement Act 2004 (IDEA), each state must have a State Performance Plan/Annual Performance Report (SPP/APR) that evaluates the state's efforts to implement the requirements and purposes of the IDEA and repofts annually on its performance. Connecticut's SPP/APR is a six-year plan that describes the state's performance on i 6 indicators around special education, including targets fbr each year and includes indicator 17 , the State Systemic Improvement Plan (SSIP). The SSIP, developed with broad stakeholder input, is aligned with the principles of Results Driven Accountubill6r 616 iu intended to improve results for children with disabilities by improving educational services, including special education and related serices. An annual performance repoft was submitted to the U.S. Depaftment of Education (USDE) on February 1,2016. Phase I1 of the SSIP was submitted to the USDE on April 1,2016. States must also repofi annually to the public on the performance of each district in relation to the targets in the SPP under IDEA Section 616(bX2XCXiiXl). Upon a leview of that data, rhe states must detetmine the assignment of each district to one of four categories, consistent with IDEArequirements: Meets Requirements; Need.s Assistance (Levels I and 2); Needs Intervention (Levels I and 2); or Needs Substantial Intervenlion The Connecticut State Department of Education (CSDE) is now issuing determinations based on districts' 2Ol4-15 data.
