Foreword from the Minister of Education

The Ministry of Education recognizes the need to take direct responsibility for the management of education data, both for the purposes of internal policy and decision-making making as as well as for the use by a growing number of stakeholder groups. Indeed, in the context local and regional data requests, as well as the Ministry’s involvement in the international community and its collaboration with agencies like the United Nations Educational, Scientific and Cultural Organization (UNESCO) to ensure alignment with that organization’s International Standard Classification of Education (ISCED), the Ministry’s direct role in statistical reporting cannot be overstated. This Statistical Digest provides a comprehensive look at the education system. Its objective is to record a number of statistical indicators that can be used to measure the overall performance of the Education sector in the Federation. It is important for governments everywhere to be able to measure the extent to which their investment in education is yielding the required results. Governments constantly need to quantify their inputs into the Education System, draw correlations with the qualitative aspects of the system, and attain measures of internal and external efficiency. The school system in St. Kitts and Nevis is a major social investment in the well-being of the society. We want this system to be effective to provide the best possible education for our children. We also want the system to make the best use of resources. Measuring various aspects of the school system to determine the level of progress contributes to strong accountability. The Digest provides information on enrollment statistics, student achievement on local, regional and international examinations at the primary, secondary and post-secondary or tertiary levels. It also provides information on educational expenditure in the Ministry of Education. I would therefore like to take this opportunity to congratulate the Director and staff of the EMIS for the production of this very detailed and impressive statistical bulletin. Encouragement must also be given to our school principals for the role they play in in ensuring data collection. The Ministry of Education will continue to provide the necessary support and resources to ensure that the EMIS continues to improve and to fulfill its mandate of providing up-to-date data on the education system. This information is essential for improved planning and efficient management of the Education system.

Introduction The Ministry of Education and Information is pleased to introduce its Education Digest 2013- 2014. The Digest was produced and developed by the Ministry of Education’s Education Management Information System (EMIS) Unit of the Educational Planning Division. The Digest seeks to depict key education indicators with respect to quality, equity, and efficiency as well as the statistical data that is used to calculate these indicators. With these indicators, one can gage the performance of the Education Sector in the Federation, highlighting areas of strengths and areas for intervention, where necessary. This Statistical Digest documents statistics on:       

School Enrollment Trends in Enrolment School Age Distribution, Staffing Local and Overseas Examination Results Trends in Examination Results Educational Sector Finance,

The Ministry of Education and Information is extremely grateful to those schools that have submitted data to the EMIS Unit in a timely manner. The data collected and compiled have proved to be very valuable in the process of planning and decision making with regards to educational issues. This Digest is intended to provide information to local, regional and international organizations, as well as for private individuals with an interest in Educational Statistics. Early Childhood Education

This section of the digest provides important data on the Early Childhood Sector for the academic year 2013-2014 on enrolment, staffing, and the level of training of the Early Childhood staff.

Early Childhood institutions cater for children between ages zero to five years. Institutions are subdivided into three (3) types – (a) Nursery which cater for those children between zero (0) and two (2) years of age, (b) Preschools which cater for those children between the ages of three (3) and five (5) years of age and, (c) Day Care Centres which provide a combination of Nursery and Preschool services.

Presently, there are one hundred (100) early childhood centres in the Federation of St. Kitts and Nevis. Of these, eighty-one (81) are privately operated while the remaining nineteen are (19) government- operated institutions. There are currently 1088 children enrolled in the government owned early childhood centres and 1831 in the privately owned institutions, which are managed by Church Boards, non-governmental organizations, community groups and other private entities. Table 1.2 below gives a breakdown of the management of these institutions.

Primary Education For the academic year 2013 – 2014, there are thirty-two (32) primary institutions in the Federation of which twenty-four (24) are public and eight (8) are private. Of the public schools, seventeen (17) are in St. Kitts and seven (7) are in Nevis. Of the private schools, six (6) are in St. Kitts and two (2) are Nevis. Notably, The Lyn Jeffers School, a private school in Nevis closed operation after the academic year 2012 – 2013.

The primary enrolment for 2013-2014 stood at 5,426. Of this, 2,715 are males and 2711 are females.

Generally, enrolment in public primary schools is trending downwards, with a decline of about 10.0% over the 7-year period 2009-10 to 2013-14. Enrolment in private primary schools also had been trending downwards slightly, but appears to be plateauing.

There has been an almost and constant decline in enrolment for both males and females over the five year period. For both sexes enrolment has been declining at almost the same rate except for in 20132013, when male enrolment took a much sharper decline. Secondary Education Secondary Education in The Federation of St. Kitts and Nevis is provided by twelve (12) institutions, eight (8) of which are public [2 in Nevis and 6 in St. Kitts] and four (4) are private [1 in Nevis and 3 in St. Kitts]. This publication, however, only provides data from eleven (11) secondary schools for the academic year 2013 – 2014. This is because the former Lyn Jeffers Primary/Secondary School was closed at the beginning of the school year and the subsequent Nevis International Academy was instituted after the census period so no data was available for this institution. The 2014 Test of Standards Examination in Mathematics, Language Arts, Social Studies and Science and Technology for Grades 3 to 6 was held during the period June 10 – 18, 2014. In the Federation, a total of 741 grade three students, 739 grade four students, 795 grade five students and 777 grade six students wrote the Examination. Section 9.2 CXC CSEC Examinations

116 St. Kitts & Nevis Education Digest 2013 - 2014

The Caribbean Secondary Education Certificate (CSEC) Examinations CSEC or CXC O’Level is usually taken at the General and Technical Proficiency Levels by students in Form 5 of our secondary schools. In recent years, we have seen entries from students at lower forms as well. The total number of candidates across all schools sitting the 2014 May-June CSEC Examinations was 776. Exams were written in 32 subjects across all schools in both Nevis and St. Kitts. There were 4683 subject entries, 3707 entries returned passing grades putting the national average pass rate for CSEC in 2014 at 79.16%. This pass rate is relatively consistency with the three preceding years while the region has returned a 61% pass rate. Table 73: CXC CSEC Performance by School 2014 Centre

Section 9.3 CXC CAPE Examinations

124 St. Kitts & Nevis Education Digest 2013 - 2014

CAPE is taken by students in the Division of Arts, Sciences and General Studies at the Clarence Fitzroy Bryant College (CFBC), and at the Nevis Sixth Form College. Students write CAPE examinations at Unit 1 and Unit 2 levels in selected subject areas, usually taking Unit 1 in their first year of study and Unit 2 in their second year. The total number of candidates sitting the 2014 May-June CAPE Examinations was 454. Exams were written in 42 units across St. Kitts and Nevis. There were 1636 subject entries with 1385 entries returning passing grades for a national average pass rate at CAPE for 2014 of 84.66%; this is slightly lower than the regional average of 90%. It is worthy to note that even though enrolments are dropping, expenditure on education has been consistent and continues to rise from year to year.
