NFIR desires to convey that almost all sections of Central Government employees and Railway employeesin particular are extremely unhappy over negative decisions of the Govemment with regard to various Allowances. Reductionof HRA percentagesto 24, 16 & 8 to X, Y & Z classcities/localitieshas generatedserious disappointmentamong cross section of employeesin central services,more particularly in Railways. We feel sorry1omention that procrastinationin decisionmaking and giving effect to the Allowances from l" July 2017 has also causedfrustration among Railway employeeswho expectedthat the date of effect would atleastbe l" J u l y2 0 1 6 . Reductionof percentagesof various Allowances "in the name of rationalization" is an unfair step.This is the first time when the percentagesrecommendedby the previousPay Commissionsand implementedby the 'Governments have either been diluted or reducedwithout any logic or cogentjustification. The Special Duty Allowance (SDA) granted to the staff working in the North Eastem Region (Railways, Postal etc.,) has also been reduced from l2.5Yoto l0o/oon the pretext of rationalizationand sadly, the Govemment has not appreciatedthe reality that the employeesin North Eastem Region are performing duties under very difficult conditions at remotest places. The reduction of SDA percentage,we feel, is an unjustified action.NFIR strongly feels that review should be undertakenby the Governmentfor restorationin order to motivate the employeesof N.E. Region. NFIR, therefore,requeststo kindly considerthe above points and arrangeto take necessaryaction for reviewingGovernment'sdecisionson allowancesand effectingthe revisionfrom July 1,2016.
