Message from Superintendent Workman and President Peterson On behalf of the Lyon County School District Board of Trustees and District Leadership Team, it is with great pleasure that President Bridget Peterson and I present the 2017 State of the District Report. This annual report is designed to give stakeholders a review of District highlights, operations, initiatives and results. In addition, this document represents our commitment to the vision and mission of LCSD, as well as the need for continuous improvement as we strive to achieve our goals. Lyon County School District, with over 8,500 students and 1,100 staff members is the fourth largest school district in Nevada. LCSD is comprised of 18 schools located in five unique attendance areas including Dayton, Fernley, Silver Springs, Smith Valley and Yerington. Each school boasts highly qualified, dedicated and caring instructional leaders and staff who work tirelessly to ensure the learning needs of each student are realized. The district motto of "Every Student …Every Classroom …Every Day” comes to life when you step into the classroom and see students engaged in rigorous learning opportunities. Lyon County School District is the only school district in Nevada to achieve the designation of “School System Accreditation Quality Achievement” through AdvancED ® and the Northwest Accreditation Commission. This means that every school in the district meets the rigorous standards required to receive this designation. As a result, all students are able to receive a world-class education while attending schools in the Lyon County School District.

HIGHLIGHTS OF STUDENT AND STAFF ACCOMPLISHMENTS All schools including elementary, middle and high, are nationally accredited through AdvancEd.
Three teams from two schools competed at the Lego Robotics competition at UNR. Over 20 middle and high school students qualified and competed in the State of Nevada Thespian Finals in Las Vegas for the 2nd straight year as well as 1 qualifications for national and international recognition. Manufacturing Lab implemented at high school to allow students to receive WNC Manufacturing Course Certification.
Partnering with Western Nevada College allowed 118 students to have dual enrollment and these students will receive high school and college credit concurrently. In addition, 31 of these students will receive an Associate’s Degree in May 2017. A Healthy Communities Coalition partnership secures grant funded social workers and coordinators to help students and their families receive medical, dental, vision and mental health services. Boys and Girls Club in collaboration with the schools provide enriching before and after school programs for students. The graduating Class of 2016 earned nearly $3,000,000 in scholarship funding, which includes National Merit and Presidential Scholars. All schools have implemented a positive, supportive, and safe learning environment emphasizing social emotional learning through school-based initiatives, to promote a culture of respect. All schools honor the importance of family engagement through a variety of opportunities, including Booster Clubs, PTA’s, PTO’s, Parent Universities, Watch Dog Dads, Family and Science Nights, Student-Led Conferences, etc. Students and staff have raised tens of thousands of dollars and donated thousands of hours to support local families, charities, food banks, blood drives and other community needs. Students and staff honor veterans, first responders and other inspiring community members through a variety of school events.
Staff awards include, but are not limited to: Presidential Award for Excellence in Mathematics and Science Teaching (PAEMST) NASB Administrator of the Year NASB Innovative Teacher of the Year Nevada Representative on the Southwest Conference on Language Teaching (SWCOLT) Board of Directors VFW Teacher of the Year 3A State Volleyball Coach of the Year 11 Sagebrush League Championships. 13 student poets had submissions to the American Library of Poetry Winter Competition published in the national poetry compilation, Imagine. Less than 20% of all entries nationally are being published ART – Intermediate / middle school student was a finalist for the Nevada 2017 Radon Poster Contest. High school students received Nevada Scholastic Art Awards including 2 Gold Keys, 8 Silver Keys and 41 Honorable Mentions. FIS hosted the Lyon County Olympic Games and celebrated 400 special athletes and engaged over 500 volunteers. Student athlete awards include:

SAFETY MEASURES The Lyon County School District recognizes that the safety and security of students, staff and guests is the number one priority. The safety of these groups is paramount to the educational success of students. Therefore, all LCSD schools participate in ongoing safety training procedures, including lockdown, fire, earthquake and other safety drills on a regular basis. A positive partnership between LCSD and the local law enforcement and other first respondent agencies has been developed to support these efforts. LCSD administrators, with the help of the schools’ maintenance supervisors, district’s Operations and Maintenance Supervisor and district’s Risk, Benefits and School Safety Manager continually seek opportunities to improve both student and staff safety. In addition, beginning in fall 2016 and to be finished in spring 2017, Audio Enhancement Security Alert For Education (SAFE) system is being implemented in all LCSD classrooms. This system not only allows the teacher’s voice to be projected to all students to enhance learning, but it also has a discreet silent alarm that can be activated by the teacher should an emergency situation arise. Furthermore, during the spring of 2017 the LCSD Board of Trustees and District administration will be working with an architect to develop additional safety and security upgrades for existing school facilities. It is anticipated that these projects will be completed beginning in the summer of 2017 and throughout calendar year 2018.

WESTERN NEVADA COLLEGE (WNC) JUMP START INFORMATION WNC and Lyon County School District have developed a strong partnership that allows high school juniors and seniors to obtain college credit through dual enrollment courses. These courses count for both high school and college credit. Students who are able to maintain this rigorous schedule are able to obtain an associate degree and a high school diploma.

Transition from State Mandated High School Proficiency Exams (HSPE) to State Mandated End of Course (EoC) Exams In the 2013 legislative session, a plan was developed to replace High School Proficiency Exams (HSPE) with End of Course (EoC) exams. Prior to this legislation, students were required to pass HSPE in order to receive a diploma. The class of 2016 represents the last cohort required to pass HSPE. The transition to EoC, beginning with the cohort of 2017, is outlined below. Cohort of 2016:

Goal 1: Graduate all students to be successful in college and career. Measurable Objective 1: 100% of third grade students will demonstrate a behavior of achieving their expected growth in Reading by 6/1/2017 as measured by the Measure of Academic Performance (MAP) assessment. Measurable Objective 2: 100% of eighth grade students will demonstrate a behavior of achieving their expected growth in Reading by 6/1/2017 as measured by the Measure of Academic Performance (MAP) assessment. Measurable Objective 3: A 10% increase of Eleventh and Twelfth grade students will demonstrate a proficiency by being enrolled in a CTE program meeting “Quality CTE Standards” in Career and Technical Education by 6/30/2017 as measured by passing scores on the end-ofprogram technical assessment. STRATEGIC GOALS The following goals, objectives, and strategies are the foundation of LCSD’s strategic plan and support LCSD’s five mission critical commitments and key success factors. LCSD’s plan will only add value if it is utilized if it becomes a blueprint and roadmap for action. To this end, the goals, objectives, and broad strategies that follow serve as the basis of the overall strategic plan. It does not lay out the numerous tasks and management decisions required to achieve these goals. Ideally the plan should inform and guide LCSD departments in developing their own specific operational or action plans. Specific operational and action plans at the department level are vital to effective implementation in terms of identifying action steps, resource requirements, accountability and responsibility, and benchmarks for measuring progress. Ensuring LCSD’s Strategic Plan is implemented will require ongoing monitoring of progress on goals and objectives. Responsibility and accountability for implementation monitoring will be established by LCSD’s leadership team. At least annually, the LCSD will report on the progress being made in an effort to ensure the plan is embedded in LCSD’s operations and that the plan becomes a living, breathing document. The LCSD Strategic Plan is intended to serve as LCSD’s roadmap and blueprint for the next five years. Becoming the blueprint for action will require accountability and ownership of its implementation. LCSD must be intentionally aggressive and focused in its actions and must appropriately align goals, strategies, and critical success factors with the resources needed to successfully and effectively implement the plan.

OBJECTIVES Increase the percentage of students performing at or above grade level as demonstrated by district, state, and national assessments. Reduce and close the achievement gap of any subpopulations achieving below the district average. Create timelines to review curriculum, instructional practices, professional development, special programs, and instructional leadership to maximize student growth and achievement for college and career readiness.
