Situation Overview 

Emergency Observation Report: At around 1400H on 23 May 2017, a fire fight incident transpired between the Armed Forces of the Philippines (AFP) and members of the Maute Group and Bangsamoro Islamic Freedom Fighters (BIFF) who have pledged allegiance to the Islamic State of Iran and Syria (ISIS).



The incident has affected all residents of Barangays Marawi Poblacion (Sarimanok Road), Basak Malutlut, Bangon, Tuca, Calocan East, Marinaut West, and Kilala of Marawi City. Residents of the city were not allowed to go out from their respective houses for security reasons. Exchange of gunfire in Barangays Tuca, Caloocan, and northern Marinaut has not stopped and roads leading to the city are being blocked both by government forces and Maute militants.



REGIONAL COMMAND AND COORDINATION CENTER (RCCC): In the morning of 27 May 2017, at RED ALERT status, the First Coordination Meeting among the Marawi Siege responders was held at Tomas Cabili Gymnasium, Iligan City. In the afternoon of 27 May 2017, the RCCC of ARMM and Region X was set up at the 3rd floor of Frostie Bites, Iligan City upon national directive to have a centralized reporting and gathering of relevant information as well as efforts in responding to the prevailing situation in Marawi City through the activation of Inter-Regional Response Clusters. Likewise, the RCCC Logistics Hub was also established on this day in Iligan City.



NDRRMC EMERGENCY OPERATIONS CENTER (NEOC): On 17 June 2017, the NEOC was set up in Mahogany Hills, Kaplag, Brgy. Pala-o, Iligan City and at 4PM of the said date, held the First NDRRMC Coordination Meeting.



To date: o 84,086 families or 388,073 persons have been displaced by the armed conflict in Marawi, per accumulated data o 80 Evacuation Centers (ECs) are currently open with 3,469 families or 16,117 persons o 69,242 home-based internally displaced families or 332,907 persons tracked in 395 barangays in 7 Regions o The effect of this unrest has displaced families / persons coming from all 96 barangays of Marawi; from 20 other municipalities of Lanao del Sur (Balindong (Watu), Bayang, Binidayan, Buadiposo-Buntong, Bubong, Butig, Calanogas, DitsaanRamain, Ganassi, Kapai, Lumba-Bayabao (Maguing), Lumbatan, Madamba, Madalum, Marantao, Masiu, Mulondo, Poona Bayabao (Gata), Saguiaran, and Tugaya); and from 2 municipalities of Lanao del Norte (Kolambungan and Sultan Naga Dimaporo / Karomatan).

NDRRMC Cluster Response Camp Coordination and Camp Management & IDP Protection Needs:  Set a timeline as to the closure of IDP registration considering that Marawi Crisis is now on its 38th day o Deadline is on 5 July 2017 = CCCM to come up with proposals for those who have not yet registered (DAFAC)  Proper drainage for the water exit from bathing area in Buru-un Gymnasium EC o Per DOH, this was already looked into by the cluster  Separate electric wiring and breaker for outlets used in Buru-un Gym EC o Provide request to Logistics Cluster for needed materials  IDPs in Abdul Asiz Evacuation Center of Balo-i were advised to transfer since classes will open soon o Need for available site: Balo-i Mayor is willing but there’s no available space o Engage the NGOs and CSOs to assist the CCCM Cluster in responding to this need; coordinate with the Cluster Lead; do further coordination with other LGUs o Madrasa School will meet with Balo-i Mayor on Saturday  No clear designated Camp Manager from ARMM to handle night shift duty in Maria Cristina Evacuation Center o DSWD ARMM to discuss with their in-charge and provide a complement duty  Proper coordination o Relative to non-recognized ECs with IDPs in Iligan: CSOs to coordinate with the CCCM Cluster focal to address this issue  Most of the Daycare Workers of Iligan City who assisted in the ECs were pulled-out by CSWD  Decongest overcrowded and still increasing IDPs inside ECs  Case Managers to handle cases / incidents relative to child protection, and family tracing and reunification; unidentified IDPs, and other similar special cases: for DSWD Central Office to designate a focal person to handle coordination relative to these cases  Clear, right INFORMATION as to how IDPs can be guided in terms of access to services and processes o Follow-up reminder to Crisis Communications Group on the status of the IEC materials and Communications Plan in coordination with the Clusters  Enhancement of Camp Management in all sites  Limited or lack of safe environment for children  Insufficient care for children in the evacuation centers and home-based including food, hygiene, clothing, and education  Lack of documentation of children with special needs (i.e., unaccompanied, separated, PWD, apprehended, sick, etc.)  Least support to Child Protection concerns Responses:  Cluster members will convene for discussion on the closure of IDP registration  Coordinated with LGU to identify site for the transfer of IDPs in Abdul Asiz Evacuation Center of Balo-i EC  Continuous establishment of tents for temporary shelters to address the need for decongestion of existing overcrowded ECs

Gaps & Constraints:  Multiple registration of IDPs has been observed as evidenced in the number of DAFAC being kept by several claimants during the pay-out of financial assistance by the DSWD  There are discharged IDPs who again returned to Maria Cristina Evacuation Center.  Balo-i Gymnasium Evacuation Center was not able to establish a lactating area due to limited / unavailable space  No information on children who were injured, tortured, or dead  Children’s vulnerability to the alarming diarrhea cases in camps and home-based  Children’s names mentioned in the published reports

Food and Non-Food Items Needs / Issues:  Home-based IDPs in Iligan City need kitchen kits, blankets, sleeping mats, mosquito nets and hygiene kits o Cluster Lead: provide information as to availability of stocks and provide o DOH has available mosquito nets: coordinate and facilitate for the provision  All ECs need supplies like logbooks, bond papers, fasteners, staplers and folders for proper filing of records inside ECs o Concerned FOs and Cluster Lead: provide!  On the new package of food, tagged as “continuing relief assistance”:  to include NFA in the planning to ascertain availability / sufficiency of rice supply o Secretariat to invite NFA into the Cluster meeting  FO XII is asking for a written memo on this kind of packaging (“continuing relief assistance”)  The elderly IDPs in Abdul Asiz EC in Balo-i need comfortable sleeping area (as much as

possible with sleeping foams and enough electric fans), portable urinals, and flashlights; children also need slippers and umbrellas o Cluster Lead is already coordinating with Tzu Chi Foundation on the “multi-function foldable platform” material o Coordinate with other CSOs if they have takers for this Distribution Plan of relief goods A Patient (child) from the Abdul Asiz EC of Baloi admitted at the City Hospital is asking for food assistance and other needs (diapers, among others) o Provide; coordinate with DOH In Marawi City, IDPs from Barangays Malulut, Patani, Pugaan, and within MSU Campus are in need of relief and cash assistance IDPs in some municipalities in Lanao del Sur are in need of relief and cash assistance o Give clear details of information to see possibilities in addressing needed response Home-based IDPs need food and non-food items o Give clear details of information IDPs’ host families are having much difficulty providing support to their needs particularly on food and non-food items; as much as they want to offer, their resources are also just limited to suffice

Responses:  ₱118,101,994.00 worth of food and non-food items has been provided by the DSWD to its responding Field Offices  Government agencies: Bureau of Fisheries and Aquatic Resources (BFAR-10), Department of Agriculture (DA) and DA Regions 10, 12, and 9, Office of Civil Defense (OCD) and the Local Government Unit (LGU) of Compostela Valley provided relief assistance to IDPs through the DSWD-FO X, as recorded; the items are mostly food and non-food items  Total cost of assistance extended to IDPs reached to ₱70,008,411.00; of which, ₱67,397,339.00 worth of assistance provided by DSWD (₱51,374,630.00 for Family Food Packs and ₱16,022,710.00 for non-food items)  FNI Cluster met yesterday, 28 June 2017, and came up with guidelines on the administration of DAFAC vis-à-vis relief distribution – for consideration in the Communications Plan and production of IECs, to wit: I. Process of DAFAC Registration 1) All IDPs shall go to the Purok Leaders of the Barangay to subject themselves for enlisting as IDPs (Memo of Mayor of Iligan to all Barangay Captains as reference) Note: IDP families shall be enlisted only once and only in one barangay only: not multiple 2) Purok Leaders shall enlist and endorse the list to the respective Barangay Captains for certification 3) Barangay Captains shall submit the list of certified IDPs to CSWD with masterlist for validation 4) CSWD validates the IDP for provision of DAFAC with control number. 2 copies shall be produced: one copy will be for the IDP; the other copy shall be for the CSWD for profiling and masterlisting. II. Rationing: 1) Information on schedule of distribution shall be disseminated thru the barangay captains 2) Distribution scheduled date and time shall be announced the day before the distribution. Most often it will be in the morning 3) Point of Service: Barangay Gym / Covered Court, or as may be identified 4) 3 FFPs good for 12 days shall be given, which contains 6kg NFA rice, 4 tins sardines, 2 tins corned beef, 2 tins meat loaf, 2 tins tuna flakes in oil and 6 sachets coffee (standard DSWD FOX package; contents may differ depending on the source)

III. On the DAFAC: 1) On the COLOR: the same and all valid, same benefits regardless of the color. DSWD FO10 will replace it with a new one but the old will be retrieved; same control number 2) On the NUMBER of DAFAC per IDP: ONLY ONE DAFAC per Family, regardless of the color. 3) DAFAC does not necessarily entitle IDPs to all other services; primarily for emergency Needs (FNI and Health Assistance) 4) IDPs provided with DAFAC in LDS to Iligan City (or from one area to another) – Turnover/Surrender the DAFAC to DSWD and will be provided with a new DAFAC  Referral System (referral from the LGU through C/MSWDO where they were from)  Ensure specimen signature of the focal persons identified by the DSWD IV. Guidelines should be generalized and simplified Draft IECs are already available: Crisis Comms Group should work with concerned FOs and Cluster Leads to come up produce the IECs in the local dialect o IECs should be posted in the Barangay Halls, public areas for IDPs’ guidance o Awaiting for PIA, who committed for the production / tarp printing of the IEC To date, a total of ₱18,843,000.00 worth of cash assistance has been released to 25,026 IDPs; a total of ₱106,779.00 that was extended to 60 IDPs for their transportation assistance in returning to their respective provinces (Balik-Probinsya Program) DOH staff assigned in the ECs provided medicines for those with fever, cough and diarrhea; some were closely monitored and confined temporarily in the Health Center; while others were closely monitored in the evacuation center. They also visited two women who delivered a child at the Madrasa Campong EC, for health check-up HRC provided non-food items to the IDPs in Madrasa Campong EC of Pantar DPWH conducted site visit at the relocation area of Pantar to identify lacking needs and other necessary support they can augment ARMM Government has already conducted its relief operations, including the 25kg rice package; already served Malabang, but temporarily deferred as there are issues that need to be settled: DAFAC registration and other security-related concerns o LAO Cluster to take note of this and address the concern to ensure safety of responders o ARMM HEART to coordinate and submit their situation reports to the Response Cluster for incorporation of their operations and services in the SitReps o Reminder to CSOs that already served assistance to the IDPs: a) Closely coordinate with DSWD for proper information and documentation of assistance, and complementation of resources to address the gaps needing response.

Email DROMIC and ask for the reporting template Gaps & Constraints:  Daily increase in the number of IDPs affects the established distribution plan of food and nonfood items due to multiple DAFAC entries  ARMM government’s fund is already draining; asking for assistance from DSWD for continuity of their relief operations

Health Needs: Public Health / Medical  Security assistance during provision of health services especially to home-based IDPs within Iligan City o Request letter addressed to the City Mayor already sent  Extension of Health Financial Support Coverage for all out-patient IDPs in government and private hospitals, relative to the issue that OPDs don’t have budget for medicines prescribed to them and other health services including laboratories  Expansion of MOA Terms and Conditions of Medical Services and Hospitalization Coverage for IDPs among private hospitals with MOA with the Northern Mindanao Medical Center  DOH ARMM: Health Personnel to man ECs and mobilization of logistics (Baloi, Pantar, Pantao Ragat = c/o region 10, Saguiaran) o DOH to consolidate reports from cluster members on the gaps that have to be addressed; look into capacity requirements to sustain the operations and need for augmentation from other regions o Need to relieve DOH health workers stationed in ECs; CSOs who have available human resource may augment Water Sanitation and Hygiene (WASH)  Request for an additional water bladder for drinking in lieu of the water bladder from PRC requested not yet granted o already arrange with UNICEF  Need for conjugal area for the couple IDPs (Buru-un EC) o Explore with hotels (businessmen in Iligan City) for free rooms during weekends; possibility of making arrangements  Coordination with DPWH on the construction of drainage system and permanent CR in Buruun SF and permanent CR in Tent Area in Campong, Pantar  Proper WASH facilities and Health Services for IDPs from Lumondot EC who have to be transferred to a warehouse  IDPs in Moneerah to be transferred in Toril (150 families each in Torril and Moneerah) – Areas to where the IDPs will be transferred are yet to be verified; already over-crowded  DOH ARMM: Sanitation facilities in ECs and home-based IDPs Mental Health and Psychosocial Support (MHPSS)  MHPSS providers for Maranao-speaking IDPs (still lacking)  MHPSS providers in ARMM areas (still lacking)

Nutrition  Home-based IDPs Nutrition Profiles of children under 5 years old, pregnant and lactating mothers, PWDs and elderly Responses: Logistical Support  A total of ₱52,033,575.44 worth of logistical support was provided to Regions X and DOH ARMM of which ₱30,000,000.00 was financial assistance for the government and private hospitals in Lanao del Norte and APMC. Various drugs, medicines, and medical supplies worth ₱22,033,575.44 was included in the said logistical support Casualties  There were 27 validated casualties reported at the hospitals only Public Health / Medical  Case investigation and specimen collection done with CHO Iligan team to two (2) suspected measles case in Buru-un School of Fisheries and 1 FHMD in Tibanga  Continuous conduct of assessment and consultations in ECs and home-based IDPs with other agencies (Region 12, MHARSMC, San Lazaro Hospital, Region IX, DOH Central Office, PRC, etc.)  Active Disease Surveillance - A total of 30 cases of various conditions reported on June 28, 2017. From June 4 to 28, 2017, a total of 2,336 cases was reported in five (5) evacuation centers in Iligan City. Most of the cases were due to Upper Respiratory Tract Infection (709), Skin Diseases (397), Hypertension (173), Acute Respiratory Illness (169), and Acute Watery Diarrhea (153)  Dental services were also conducted in the ECs; distributed electric fans in the ECs  Continuous counselling to women of reproductive age in evacuation centers  Continuous provision of prenatal services in evacuation centers  DOH ARMM continuously coordinates with the surveillance team, health cluster and DOH RO X and partners  A total of 22,153 IDPs received medical and public health consultations, treatment and management in ECs and health facilities (14,101 public health consultations and 8,052 hospital consultations); this includes pre-natal of pregnant women  Planning and agreements regarding transaction of IDPs Financial Health Support between DOH and private hospitals WASH  Provided hygiene kits to National Incident Management Team  Purchased water container for Saguiaran RHU (delivered to satellite OPCEN of IPHO LDS)  A total of 7,793 hygiene kits and 10,589 water containers were distributed to IDPs MHPSS  Finalized and reproduced the Maranao-translated IEC materials  Physical exercise, play therapy and psychosocial intervention, and magic show  Continues conduct of Psychological First Aid to DOH-RO X Team 5 responders and Amai Pakpak personnel led by SAKLAY Ko Foundation through Father Abelardo.  A total of 10,595 IDPs and responders were counselled

Logistics Needs:  Distribution Plan of relief goods  Additional transportation assets  Delivery of 600L diesel to Amai Pakpak Hospital in Marawi City  Logistical requirements for the Tent City in Pantar, Lanao del Norte  Portalets / Materials for semi-permanent latrine construction Responses:  LTC JOEL MAMON PA coordinated the delivery of 5 drums or 1,000L of diesel to Amai Pakpak Hospital in Marawi City with the support of the Mechanized Brigade of the Philippine Army: o Accomplished at 12:30PM on 29 June 2017  Facilitated the delivery of 2,000 pieces (16 tons) of Family Food Packs, 522 pieces of mats, and 2,000 pieces of malong provided by DSWD from the Linamon Logistics Hub to the DSWD-ARMM Crystal Inn Operations Center Warehouse in Palao, Iligan City  DPWH 10 conducted inspection on the Evacuation Centers in Iligan City, Pantar, Saguiaran, and Balo-i for the possible construction and installation of semi-permanent latrines in the ECs as directed by the Secretary of DPWH o Inviting other CSOs to contribute if they have such facilities  PDRRMC Agusan Sur distributed 1,300 packs or 13 tons of rice to Pantao Ragat, Ma. Cristina and Tibanga, Lanao del Norte  Facilitated the request of DSWD ARMM for 1 transportation vehicle which will mobilized from the DSWD Operations Center in Crystal Inn Hotel, Iligan City to the different evacuation centers in Iligan City starting 30 June up until 15 July 2017  Facilitated the request of DSWD-ARMM for vehicles to transport 10 social workers from Crystal Inn to 5 EC in Iligan City (Tibanga, Sta. Elena, Maria Cristina, Buru-un Gym, and Buru-un School of Fisheries); Duration: June 27-30, 2017  Facilitated the request of the NIMT on the purchase of two (2) boxes of stranded wire and fifty (50) light bulbs with receptacles to be used for the tent city in Pantar, Lanao del Norte amounting to ₱10,000.00  Visited the Tent City in Pantar, Lanao del Norte with DSWD and NIMT  Facilitated the procurement of necessary logistical materials such as light bulbs, PVC pipes, and power cords for the Tent City in Pantar, Lanao del Norte amounting to ₱140,000.00

Facilitated the request of DSWD for the transport of 10 sacks of dried goods and used clothing delivered to Saguiaran Municipal Hall in Lanao del Sur Facilitated the request of DSWD for the transport of 800 Ramadhan packs delivered to Iligan City Central Elementary School in Mahayahay, Iligan City Facilitated the availability of one (1) grader and two (2) dump trucks from DPWH 10; the Grader will be available upon the request of the Pantar Municipal Engineer for the site development of the Tent City in Pantar, Lanao del Norte; installation process was already developed by the DSWD, NIMT, and Municipal Engineer of Pantar Facilitated the availability of one (1) L300 van that shall be used to transport 28 boxes and 15 trolley bags on 29 June 2017 from the Xavier University High School in Cagayan de Oro City to be delivered to the Iligan City Central Elementary School as requested by the Education Cluster Facilitated the availability of one (1) transport vehicle for the use of the Education Cluster during their field work to different schools in Iligan City starting 29 June 2017

Gaps & Constraints:  Distribution Plan (reiterated) is still unavailable; this is needed in order to plan for the timely and adequate provision of the needed logistical requirements  Delivery of 230 cu.m of gravel to the Tent City in Pantar is still ongoing; as of 28 June 2017, 120 cu.m of gravel has already been delivered o Suggestion to provide “tarima” / matting for each tent o Consider the areas and possible solutions  DSWD tents were already installed prior to the site development (distribution / grading of the gravel)  The DPWH is requesting the support of the different NGAs and INGOs for the donation of materials and Portalets (cement, pipes: coordinate with Republic Cement to provide for discounted price of cement) for the expedition of the construction of semi-permanent latrines in the ECs.

Emergency Telecommunications Needs:  Provision of internet connection for Marawi City LDS Provincial Capitol (PLDT) and 103rd Brigade (high speed internet connection)  Enhancement of Cellular Signal (Globe) at NEOC  Data Encoders for Masterlisting of IDPs Responses:  Waiting for PLDT/Smart technical Personnel’s arrival at EOC for Car Access Pass  PLDT / MALANETWORK / Tower Trio to provide documentary requirements to AFP for securing working clearances  On-going coordination between DICT and Globe for the enhancement of Cellular Signal (Globe) at NEOC  Ongoing identification / coordination with possible partners for deployment of data encoders (with laptops)  NIMT has already organized a communications group and established a radio room @ the NIMT

June 28, 2017  The ICRC provided PPEs and other logistical support to the MDM Cluster worth Four Hundred Eighty Seven Thousand Eight Hundred Fifty One Pesos (Php 487,851.00), all of which are prepositioned in strategic areas.  17 unidentified cadavers were found, retrieved and immediately brought to Capin Funeral Homes for DVI procedures;  DILG OIC Cuy, together with USec Panadero, met with the City Mayor of Iligan City and discussed issues and concerns pertaining to the MDM Cluster; June 27, 2017  

June 23, 2017  The MDM Cluster organized initial three (3) Search and Retrieval Teams, component as follows: o 4 BFP o 2 SOCO o PNP for security o AFP for clearance June 05, 2017  The Office of Civil Defense ARMM provided burial assistance to bereaved families of the 19 identified (claimed and unclaimed) cadavers worth One Fifty Two Thousand Pesos (Php 152,000.00) and other logistical needs such as transportation of the said families. 

The Department of Health Region X has covered all medical expenses of all victims who died at the DOH Retained Hospital and other medical facilities, and provided MPHSS to the bereaved families;

June 7-21, 2017  Convened the National, Regional and Local MDM Partners at the NDRRMC Emergency Operations Center last June 21, 2017 to discuss and implement the MDM Action Plan;  Activated the National MDM Cluster thru a Memorandum, “Activation of the National Management of the Dead and Missing Person Cluster for the Marawi Crisis,” dated June 20. 2017;  Coordinated with the Philippine Mortuary Association for possible assistance in the DVI Process;  The MDM Cluster (DILG, PNP CL, NBI, PRC and ICRC) convened last June 17, 2017 and developed an Action Plan in relation to the Marawi Crisis; and  The PNP CL Iligan has started the process of DVI (finger prints, DNA samples, etc), in addition, the PNP CL NHQ also provided support by conducting odontology examination to the retrieved cadavers. Gaps & Constraints / Priorities / Concerns: June 28, 2017  The City Mayor of Iligan City expressed his concerns about having the Temporary Burial Site and Temporary Mortuary Area in Iligan City because of security reasons and other concerns. OIC Cuy concurred and added that logistical requirements will be tremendous as bodies will be have to be brought back and forth to Marawi City thus consuming time and effort, the MDM Cluster was tasked to address this issue immediately. – The MDM Cluster has already started to look for an alternative Temporary Burial Site as this was already raised previously be the LGU of Iligan City. In coordination with the LGU of Lanao del Sur and Marawi City, a temporary burial site was identified in “MATBARA”, MARAWI CITY. PNP CL and DOH have yet to check the area for adequacy once clearance is given. – As per report from PD Lucman of DILG-LDS, there are no funeral parlors in Marawi City and nearby municipalities since these are Muslim communities who practice Islam burial rites. The information given is that when Christians die in those areas, their bodies are brought to Iligan City for the proper burial ceremonies/practices. – The alternative is to search for appropriate buildings big enough to hold several human remains, with proper ventilation and has good running water and drainage/sewer. Setting up tents for DVI teams is not acceptable because, learning from the Ty Yolanda experience, this will compromise the health, safety and security of the DVI team members. – DSWD Region 10 has committed to the DILG that it will look for an appropriate building (such as a vacant warehouse) within or near Marawi which has adequate facilities and ventilation for the DVI teams to do their job.  The Management of the Bereaved Families, the DSWD Region X informed the Cluster that the Memorandum of Agreement with Capin Funeral Homes will only cover those who died in the evacuation centers. – DILG has immediately cleared this with DSWD and noted that this is contradictory to their earlier statement that the MOA will cover ALL retrieved dead bodies. We learned that DSWD has yet to clear this issue with their top management. DILG requested DSWD for a copy of the MOA.

June 27, 2017  ICRC raised a concern that the 11 unidentified cadavers who are place in the Temporary Burial Site in Iligan City (Dalipunga Cemetery) were not properly marked with the corresponding serial numbers provided by the PNP DVI Team. – DILG immediately addressed this issue and coordinated with the concerned personalities. Once confirmed and validated, all 11 tombs will be marked according to the serial numbers provided by the PNP DVI Team. – The MDM Chief immediately raised this concern to the NDRRMC Executive Director for intervention and highlighted the fact that the MDM Cluster has good action plan. June 21, 2017  Some individuals going to Capin funeral homes are afraid they may be arrested esp. if their missing relative is suspected to be one of the terrorists. This may prevent them from seeking information at the Welfare Desk or agreeing to having AM data collected, thereby limiting success rate for DVI. – PNP to convey this concern to their Director on how this issue / concern will be treated.  As per PNP, they will not arrest anyone who will claim the identified dead bodies of their relatives who have been identified as Maute Group members unless the police are positive that the person has taken part in the Marawi Crisis, or if there are other evidences against the person/s claiming the identified dead bodies. Further coordination with PNP-LDS Provincial Director John Guyguyan was instructed by USec Panadero and General Coscolan to clearly address this issue – MDM Cluster to discuss this issue on how to provide psycho-social support; consider making clear messaging; 

Setting-up of DVIs / collection points in the ECs. Protocol should be clear with the camp managers – DILG coordinated with PRC to secure the AM Data Collection Point at the identified evacuation centers in coordination with the Camp Managers.

Other Concerns / Updates / Reminders: 1) MHPSS Updates  IEC materials: while waiting for PIA’s production, they can already have their needed materials printed as long as the Crisis Comms has convened and discussed on this  Need for toys 2) Crisis Comms Group: communication messaging given to the affected areas and the need for production of these IECs  Process of registration and the deadline / cut-off  Messaging in the ECs related to Protection, FNI, LAO  To engage the Ulama Council who have expressed their availability to help in the messaging in the vernacular 3) Follow-up on the Rolling Store  There will be a meeting on 30 June 2017 with DA, DFA, DTI, DSWD and ARMM partners to discuss on this

4) Issuance of DAFAC to IDP professions: find in the messaging from the Crisis Comms for update on the process  143 from DSWD, DOH, and DILG ARMM employees have been interviewed and provided DAFAC by Iligan CSWDO. Endorse the list to DSWD-FO X (received by Ms. Norhata for endorsement to RD Ramos). As per instruction of Sec. Judy, all affected government employees shall be interviewed by DSWD. They shall also be provided with stress debriefing (care for the caregivers).  For the other government employees who have not yet interviewed, their mother unit should endorse their names to DSWD 5) Early Recovery & Rehabilitation  To meet at the NEOC on 30 June 2017 at 1PM 6) Reminders / Announcements:  Clusters to submit their reports on a daily even if Response Clusters meet only every other day 7) As agreed:  FNI Cluster shall meet every Wednesday morning at the NEOC  CCCM and IDP Protection Clusters shall meet every Thursday morning at the NEOC  Priority to be transferred to the tents are those in the ECs / Madrasah 8) Reiterated to Clusters needing Logistics support: provide relief distribution plan to the Logistics Cluster. General Coordination Coordination meetings continue daily at the NDRRMC Emergency Operations Center (NEOC) at at Mahogany Hills, Kaplag, Brgy. Pala-o, Iligan City. This EOC offers essential services to humanitarian partners, such as internet and work stations. Reiterating the agreement during the First Meeting on the Activation of the NDRRMC Response Cluster (RC) at Iligan City on 17 June 2017 and the amendment on the schedule of Response Cluster Meeting on 27 June 2017: 1)

Each Cluster should have a representative at the NEOC on a daily basis from 8AM to 6PM – in consideration of the set curfew hours of Iligan City – to facilitate needed coordination. As much as possible, there should be a representative from the National Office since this is a national activation. Secretariat to prepare a memo for the non-represented clusters, to be signed by Usec. Jalad.
