Situation Overview 

To date: o 115,880 families or 527,704 persons have been displaced by the armed conflict in Marawi, per accumulated data o 89 Evacuation Centers (ECs) are currently open with 5,055 families or 27,335 persons o 98,846 internally displaced families or 442,981 persons tracked in 378 barangays in 8 Regions: Regions VI, NIR, VII, X, XI, XII, CARAGA, and ARMM o The effect of this unrest has displaced families / persons coming from all 96 barangays of Marawi; from 20 other municipalities of Lanao del Sur (Balindong (Watu), Bayang, Binidayan, Buadiposo-Buntong, Bubong, Butig, Calanogas, DitsaanRamain, Ganassi, Kapai, Lumba-Bayabao (Maguing), Lumbatan, Madamba, Madalum, Marantao, Masiu, Mulondo, Poona Bayabao (Gata), Saguiaran, and Tugaya); and from 2 municipalities of Lanao del Norte (Kolambungan and Sultan Naga Dimaporo / Karomatan).



Issues and Concerns:  Ms. Palacio of UN-OCHA 1) IDPs selling the relief they received vis-à-vis the proposal for cash voucher due to other needs of the IDPs  Ms. Sta. Ines clarified and reiterated on the guidelines per RA 10121 prohibiting the IDPs’ selling of goods and the instructions already given to the Camp Managers to closely monitor and remind these IDPs  Likewise, DSWD’s mode of intervention which is the cash for work for the IDPs to have source of income. Initially, DSWD has already given Php 1,000 cash assistance to the IDPs 2) Re: Madrasah classes already about to start: where do the IDPs in the Madrasah schools go? 3) Need to decongest the ECs… 4) Needed spaces within the ECs to put up the tents  Ms. Bulawan pointed out: issues 2-4 are interrelated. DSWD tents are already there; the only need is continued coordination and collaboration with the LGUs for the provision of available safe spaces where those tents can be set up.

IDP Protection NEEDS

1) Ensure welfare of IDPs in → Camp manager of Sarip Alawi Evacuation Center of terms of health. Baloi facilitated for intervention for two IDPs having an LBM. The ambulant DOH personnel will bring medicines for the IDPs today. 2) Ensure protection of → DSWD has delivered one whole plywood (two IDPs in occupying tents boards per tent) to 78 IDPs presently occupying tents in Baloi, Lanao del Norte or 156 boards of ply woods. 3) Individual IDP seeking for DAFAC at OpCen (IDPs in Home-based living within Saduc, Tuca, Basak Malutlut) 4) IDPs in Evacuation → For notation Centers prefer to avail core shelter instead of Tent Shelter. 5) Clothes and underwear → Augmented used clothes from Maguindanao for children and women.

→ No health personnel stationed daily at Sarip Alawi evacuation center to attend to the health needs of the IDPs.

San → Nearly-expiring medicines from Roque, Tipanoy, Abuno, del Carmen, San Miguel, HPAL (source unknown: whoever Matampay, Saray, & Poblacion, Iligan City; Matungao knows of them, let them coordinate & Pantar, LDN with DOH) 2) Health Services to Home- → Ongoing nutrition cluster services in ECs and → No master list for 0 – 6 months and based IDPs Homebased IDPs. 6-59 months old children in ECs and Homebased IDPs in Iligan City and → Ongoing “An Egg a Day Keeps the Doctor Away” Lanao del Norte. Campaign for 6 months to 59 months old children in Balo-i and Iligan City ECs. → Visibility of Police in the areas, especially during giving home-based health services → Donors for the Egg Feeding Program for possible expansion to the Homebased IDPs. 3) Fuel for CHO Iligan City → CHO Iligan is already depleted their vehicles to continue to budget for fuel transport patients from EC to Hospital and transport of personnel within area of responsibility. 4) Additional garbage bins → Ongoing WASH reassessment and services in EC → Daily Garbage Collection in the areas in ECs with reinforced and Home-based IDPs in Iligan City. (especially in Erlinda Subd., del IEC regarding proper Carmen and San Miguel) → WaSH assessment and services in Poblacion, Sultan garbage disposal. Naga Dimaporo, → Big trash bins for in EC and identified barangays with Home-based IDPs 5) IEC materials for homebased IDPs 6) Potable water in ECs due to interrupted water supply in Iligan City. 7) Jerry Cans and Hygiene kits for EC and Homebased IDPs in Iligan City and municipalities in Lanao del Norte. 8) MHPSS services for → Ongoing MHPSS services through Magic Show in → Conjugal space / voucher for IDPs students / pupils and Balo-i ECs. teachers in Buru-un → Conducted psychosocial processing and art activity School of Fisheries for kids in Tipanoy Covered Court; MHPSS services in San Roque Covered Court; and art, play and dance therapy. 9) DOH ARMM • Depleted supply of medicines

Comments:  Re: discovered nearly-expiring medicines in an EC which came from HPAL – DOH is requesting, whoever knows the HPAL group, let them coordinate with DOH.  They have also discovered during the conduct of TSEKAP to Home-based IDPs that those who are coming for check-up are not the IDPs but residents of the barangay  Followed-up and reiterated request from the LAO Cluster: doctors to the barrios are asking for clearance and security in the municipalities where they conduct medical services; likewise, for police visibility in the areas of service. DOH has already sent a letter of request for this to NEOC: for follow-up thru NEOC Secretariat for pertinent action in coordination with the LAO Cluster.  DOH is requesting DSWD’s presence in their regular conduct of Quad Cluster meeting activity at Crystal Inn every Friday at 2PM.

As of July 21, 2017, a → personnel: need total of 26,456 learners are tracked, of which 14,826 learners DSWD assistance to are found in Region 10 (5,700 in Lanao del Norte, 4,950 in track learners in ECs Iligan City, 155 in Bukidnon, 3,017 in Cagayan de Oro City, thru the Camp 10 in El Salvador City, 34 in Misamis Occidental, 586 in Managers Misamis Oriental, 145 in Malaybalay City, 56 in Ozamiz City, 60 in Oroquieta City, 16 in Gingoog City, 8 in Tangub City, and 76 in Valencia City) while 9,061 learners are found in ARMM (5,855 in Lanao del Sur 1, and 3,206 in Lanao del Sur 2), and 2,569 for other regions (CAR,NIR, Region I,II, III, 4A, NCR, V, VI, VII,IX,XI, XII, and CARAGA). → Drafted IEC material on Key Messages of Education Sector for printing and posting in ECs and other prominent areas 2) To conduct → Continuous Psychological First Aid (PFA) Interventions for → Limited number of PFA Psychosocial First learners provided by personnel of DepEd Region X and providers whom are Aid (PFA) DepEd ARMM in the assigned receiving schools. → A total of 14,000 packs of nutri-biscuits have been brought to Iligan City NHS (education cluster donation hub) through the logistical assistance of the PCG as of 14 July. As of 20 July, 4,060 packs have been distributed for the snack of learners during PFA sessions, of which 3,500 packs were provided to Lanao del Norte, 350 packs to Lanao del Sur, and 210 packs to Iligan City. The remaining 9,940 packs are ready for pickup of concerned Division Offices. → 500 slippers and 20 malong delivered for Marawi City Division Personnel. → 812 hygiene kits were distributed to 18 schools in Lanao del Norte. 3) Need for learning → On-going distribution of learning kits from World Vision for kits and teaching kits Marawi transferees in Lanao del Norte. As of 14 July, a total of 483 learning kits have been distributed for Marawi transferees → On-going distribution of learnings kits from World Vision for Marawi transferees in Iligan City. As of 14 July, a total of 5,000 learning kits have been distributed for Marawi transferees → On-going distribution of learnings kits for Marawi transferees in Iligan City. As of 14 July, a total of 2,173 learning kits have been distributed for Marawi transferees. → On-going distribution of teaching kits for Marawi teachers deployed in various schools. As of 21 July, a total of 111 learning kits have been distributed. → Allocation of funds for provision of learning kits and teaching kits to Marawi transferees in receiving schools in Iligan City, Cagayan de Oro City and Lanao del Norte 4) Need for chairs → Allocation of funds for provision of armchairs to Marawi transferees in receiving schools in Iligan City, Cagayan de Oro City and Lanao del Norte → DOE with 1,000 sets of tables and chairs ready for delivery to Marawi transferees in receiving schools in Lanao del Sur

Concern:  Sir Teng is requesting if DepEd can also provide learning kits for LDS pupils in the LDS ECs.  To address the request of Sir Teng, Mr Fabiosa of DepEd mentioned that the reason why they ddnt include Lanao Del Sur in their distribution plan because The DepEd-ARMM is already procured learning kits and teaching kits for schools in LDS.

Management of the Dead and Missing Quick Updates: → Burial sites were already identified to hasten the burial of the 28 cadavers @ Capin Funeral Homes, Iligan. → Scheduled burial tomorrow is moved on Monday, 24 July, due to further clearings needed to be done in the site, and other security concerns still to be addressed

Other Concerns / Updates / Reminders: 1) Mr. Dimailig of DSWD DREAMB gave updates regarding the status of the IDP Database Update. 2) Re: issues on DAFAC deadline of Registration → To date, there are still IDPs from Kolambungan who, accordingly were not informed and have not yet registered → Mr. Dimailig explained that there had been several announcements already and extensions given just to accommodate those IDPs who had been requesting to be registered. → Asec. Kader presented a resolution to NEOC to consider the DAFAC registration of the unregistered IDPs in Kolambungan → Ms. Bulawan shared similar requests still being encountered here at NEOC and in other sites. She likewise commented that, meanwhile that the resolution is yet to be given to concerned authorities / principals for pertinent decision, the DAFAC registration be

meantime held until further decision is communicated. 3) Information: on 26 July, Usec. Hope will be meeting with the ARMM Municipal Mayors with / hosting IDPs, to discuss concerns relative to the IDPs’ conditions. Hopefully, issues relative to the need for spaces to put up the tents for temporary shelters to decongest the ECs, as well as Home-based IDPs who have already expressed the need for these tents be addressed and provided. 4) Updates on the Schedule of Response Cluster Meetings: → FNI Cluster shall meet on Wednesday morning at the NEOC → Livelihood Group shall meet on Wednesday, 3PM at NEOC → CCCM and IDP Protection Clusters shall meet on Thursday morning at the NEOC → Inter-Cluster Response Coordination Meeting shall be ONCE A WEEK, every THURSDAY, 4PM at NEOC

General Coordination Coordination meetings continue daily at the NDRRMC Emergency Operations Center (NEOC) at at Mahogany Hills Kaplag, Brgy. Pala-o, Iligan City. This EOC offers essential services to humanitarian partners, such as internet and work stations. Response Cluster Reports by each RC Member have to be sent not later than 12PM every Thursday to [email protected] for consolidation into the NDRRMC Disaster Response Pillar Situation Report, and shall be reported by each Cluster Member during the regular meeting.
