PRE-ELECTION DAY PREPARATION ú



Once the printing of all ballots have been completed, the GEC shall prepare and present to the Board a final inventory sheet reporting on the total number of ballots printed to include: damaged ballots, ballots apportioned for absentee, ballots apportioned for coding, ballots apportioned for test election, and ballots to be distributed to each precinct. Printing of Provisional Ballots The Commission will provide provisional ballots to each precinct in accordance with 3 GCA § 14102. The provisional ballot is printed with a different color ink and paper with the words “Official Provisional Ballot” printed across the top.

Pre-Election Ballot Security

The Commission shall designate a secured room under lock and key at its main office to house all printed and unprinted ballots and all other ballot printing materials. Access to the secured room shall be limited to GEC staff. Upon entry, the following guidelines shall be adhered to: ú The name of staff members, date, and reason for entry shall be recorded on the ballot room log sheet. ú No staff member shall be permitted to enter the ballot room alone. ú No item in the room shall be removed except upon direction by the executive director.

§ Election Day Supplies and Materials

The Commission shall prepare a supply inventory sheet (Form EC-12) listing the materials delivered to each precinct. The supplies and materials should include but not be limited to: ú Election Manual highlighting the duties and responsibilities of the precinct members ú Election Headquarters contact information ú Ballot Box(es) ú Precinct Signs ú Voter Signature Roster The Commission shall issue each precinct a roster of all registered voters in that precinct. § Ballot Counting Devices

Prior to any election in which the GEC’s optical scan ballot tabulators are to be used, the GEC will contact the tabulator vendor to seek assistance in the preparation of the machines. The vendor should send a certified technician to ensure that each machine is operating properly and efficiently. GEC staff will take inventory and replace any supplies needed (compressed air can, rubbing alcohol, cotton swabs, paper, etc.) Each machine used should have an accompanying maintenance log that should include the date, a description of the work performed on the machine, and who performed the work.
