Surabhi Raksha – Calf Protection Programme The calf protection programme is implemented with the funds provided from 13th Finance Commission , Govt of India. An amount of Rs.63 crores is provided by the GOI for the scheme. The scheme envisages to enrol 12500 calves every year , providing assistance for scientific rearing of calves for 50000 calves in a span of four years. In this scheme the female calves born in a panchayat are registered at the nearby Veterinary hospital on the day of birth itself . From that day onwards they get the benefit of the scheme and is continued upto 32 months. All the activities are properly documented and evaluated.

Objective of the Project – Provide assistance for scientific rearing of calves. Provide calf starter to very young calves up to 6 months. Reduce age at puberty to below 15 month. Reduce age at first calving to 24-26 months. Reduce inter calving period. Fully exploit the genetic potential of the crossbred calves. Bring up a new generation of high yielding cows to replace the existing cattle population.

Calf Registration – Surabhi Raksha – The calf Protection programme, is implemented in selected Panchayats only. Selection of panchayat is done by the DAHO. 1. Notice for registration of calves and model application form may be exhibited at the Veterinary Hospital/Dispensary, ICDP s/c, Milk society, Panchayat office etc. 2. Registration for Surabhi Raksha programme is done at the Veterinary Hospital / Dispensary. 3. Application for registration may be received at the Veterinary Dispensary / Hospital of the Panchayat. The applications can also be received by the LI/AFO of ICDP s/c, but it should be transmitted to the Veterinary surgeon immediately, after recording his recommendation. 4. Healthy, cross bred, female calves can be registered . 5. Registration can be done on the day of birth or within a month. 6. Duplicate registration should never be done. 7. One progressive farmer can register upto three calves of his own farm. 8. The calves will be given deworming drugs and Vitamin mineral supplements . 9. Every supply will be entered in the passbook issued to each calf owner. 10. Registration may be done on first come-first basis till the target is achieved. Selection of Society – Selection is done by the District Level Implementing Officer.

Selection of Beneficiaries –       

Cross bred female calves of any farmer can be selected. 10% of the beneficiaries should belong to SC/ST, but in their absence, others can be considered. Registration can be done on first come-first basis till the target is achieved. Up to 3 calves of the same farmer can be registered. Good progressive farmers having more number of high yielding cows may be given preference. If the calf dies before the 4th month, the owner can replace the calf. Preference can be given to women farmers

Veterinary Health Care –  The calves are dewormed on the day of registration as and when found necessary.

    

The calf is examined by the Veterinary Surgeon for health status. Calf weight is determined and recorded in the passbook. They are given Vitamin Mineral Supplements. Health check-up is done on the 2nd and 3rd months. On 4th month vaccination against Foot and Mouth Disease is done.

The calves are enrolled in the first month onwards and are given a passbook. They are given dewormers and Vitamin Mineral supplements. 15 kg Calf starter is given on the 2nd and 3rd month. Calves are examined on the 4th month for Healthstatus. Only Healthy calves are allowed to continue in the scheme. If the calf is unhealthy, the owner can replace the calf, with prior permission. Agreement may be signed by the owner, as per GO(P)11/2001/AD.dt.20/01/2001. Photograph of calf along with owner may be taken on the 4th month. The calves are ear tagged and are insured. The farmers may be given proper training. Upto 6th month Calf starter may be given, if available.

Insurance – The registered calves are ear tagged on the 4th month . They are insured from the age of 4 months upto 32 months of age. 50% of the premium is collected from the beneficiaries.

Training of Beneficiaries – One day training should be given to the beneficiaries. The scheme should be explained to them in detail. They may be given training allowance of Rs.100 per beneficiary.

Feed is given up to 32 months irrespective of age and stage of lactation, subjected to subsidy limits. Total feed given - Calf starter

Feed supply –    

Feed supply is regulated as per SLBP rules. Calf starter is given upto 6th month of age, if available. If not ordinary calf feed is given. Feed supply should be on a pre-fixed day. Beneficiary contribution shall be collected and remitted to treasury on the next working day. If continuous feed supply is there, within 5 days, but cash in hand should not exceed allowable limits.  Calf owner acknowledge the receipt of feed by signing in the Individual register.  Total subsidy allowed should be recorded at top of the Individual register.  When total subsidy exceeds the limits, further feed supply should be stopped.

Field verification –          

The calves are verified once in every three months. Health status and body weight are recorded in the passbook. At 18th month the calves are examined for Reproductive status. If not conceived upto 24th month, proper treatment should be given. The calf should conceive before 26 months. If permanent total disability to conceive is confirmed insurance claim should be given. Livestock Inspector / Asst. Field Officer should assist the FLIO to conduct follow up. They will record details of Insemination, Vaccination, and Verification in the passbook. Average Milk production may also be recorded by the LI /AFO. The VS / SVS of the locality should record the treatment and calf verification.

Medicines,Vitamin,Mineral Mixture The calves should be supplied with Deworming drugs, Vitamins and Mineral Mixture as and when required. An amount of Rs.500 per calf has been set apart for the purpose. No beneficiary contribution need be collected against this supply. Fodder slipsAn amount of Rs.29 per beneficiary has been sanctioned for the supply of fodder slips. The DLIOs and FLIOs should take necessary steps to supply fodder slips to the beneficiaries. The FLIOs should extent necessary technical help to the beneficiaries for fodder cultivation. Managerial Subsidy – Managerial subsidy of Rs. 3 per calf per month will be given to the society secretary, for maintaining the records properly.
