Bond Measure E: Implementation Plan Next Steps 1. Architect and SVUSD Facilities Committee will conduct a review of all campus Facility Master Plans with stakeholders to provide updated needs assessments. 2. Bring the updated Master Plans based on these reviews to Board for approval. 3. Provide updated cost estimates based on revised Master Plan reviews.
4. Each site shall prioritize projects from their Master Plan that are in consideration for the Measure E Project Implementation Plan. 5. SVUSD Facilities Committee will create, based on revised Master Plans and site priority lists, a selection of proposed projects to be funded with Measure E funds.
Bond Measure E: Master Plan Review •
Each site will review their Master Plan with a group of site stakeholders along with the architect and members of the SVUSD Facilities Committee.

Projects that have been completed or are no longer required will be removed.
•
Any new facility items needed or desired will be added.
•
Projects will be prioritized into the 3 categories: Required, Necessary, and Desired.
Bond Measure E: Estimates and Board Approval •
Once Master Plans project lists have been revised, updated cost estimates will be required. • •

Cost estimates will represent only the project hard cost (actual cost of construction). •
•
Most original Master Plan estimates are 5 years old and do not reflect current market pricing (with exception of SVHS done in 2015). Revised or added facilities items will not align with 2011/2015 pricing.
Total project costs for these items will need to include hard and soft costs (approximately 30% additional fees)
Board to review and approve revised Master Plans with updated cost estimates.
Bond Measure E: Proposed Implementation Plan •
SVUSD Facilities Committee will review the multiple site project priority lists, and create a combined list of proposed projects that would fit within the total bonding capacity

The combined list will be reviewed factoring in both sequencing requirements and the bond sale schedule.

Some projects may be required to be completed before others because of location or capacity issues on a site.
•
Total project costs (including soft costs) will have to be coordinated with the available funds from bond sales to avoid cash flow issues. Projects cannot be awarded until funds are available. This may have an effect on the schedule for desired projects.
The SVUSD Facilities Committee will provide a proposed implementation plan with a timeline for Board review and approval.
Bond Measure E: Possible Timeline •
Master Plans Review Meetings – February through May 2017 • Two to three meetings to occur with stakeholders at all 10 district campuses • Master Plan revisions require a minimum of 4 weeks • Engineer’s estimates require a minimum of 4 weeks

Community-wide outreach and Stakeholder Meetings

Board Acceptance of Revised Master Plans – June through August 2017 • First reading at June meeting, vote taken at August meeting

SVUSD Facilities Committee will create a proposed Implementation Plan – August to October 2017

First project could start design November 2017 with construction in 2019 based on a 2017 earliest possible bond sale schedule. ($30 million every 3 years)
Additional Information to Consider: •Remaining Measure H Allocated Projects to continue •
Projects already in programming and design will continue, with construction in 2017 & 2018, while Measure E projects are in planning and current funds are depleted.
•Prop 39 Energy Projects to continue •
Includes portions of the HVAC replacement and lighting upgrades.
•State Modernization Proposition 51 Bond Funds •
State funds matching may become available during the review and design process that may help with the cash flow of available funds. This is unknown at this time and unlikely to occur for a couple years. SVUSD will need to submit projects as they are designed to get in line for funding.
•Other funding sources •
SVUSD Facilities Committee will continue to review other possible funding sources to ensure that bond funding is utilized to fullest capacity. There are Career Technical Education grants and other possible grants that may be available. Any additional funding sources could possibly allow for additional projects to be funded.
