Federationsdesire to invite kind attention of the Board (MS) to the Railway Board's letter No. E(MPPy2009/6/14 dated 30/0612015addressedto General Secretariesof both the .

Federationswherein comments of the Staff Side were sought on the draft instructionsto be issued *on the subject. Responding to Board's proposal, the Federations gave following suggestions:o The existing systemof selectionof candidatesfor undergoingApprenticeshipneednot be changed. r

The selection for training as apprenticesshould be from following sources duly . following Governmentof India's Rules for reservationand age relaxation for various communities/categories as revisedby the Railway Board from time to time:(a) Nearestemploymentexchanges, (b) SC/ST8 OBC Organizations, (c) RecognizedUnions/Associations, (d) Wards of Railway employees,

o The job of selectionof candidatescould be left for the concernedDivisionsAVorkshopsto ,

processand form lists according to merit among the eligible candidates. o

Federatiorib'aredisappointedto rnention that while the Railway Board did not consider any suggestion to be incorporated in the circular, at the same time the Board arbitrarily issued instructions to the GMs of znnal Railways and PUs under letter dated 06/1012015 (RBE No. 120/2015)maintaining the samecircular without bothering to discusswith the Federations. we therefore, urge upon the Railway Board (MS) to issue instructions to keep the Board's circular dated 06/10/2015in abeyanceand hold discussionswith us on a mutuallv agreeddate.
