Farming and Fish Processing groups were assigned to San Manuel, Echague. The immersion enabled the participants to fully interact with their respondents as well as interview and observe them. By doing so, the participants acquired a more concrete understanding of their respondents’ concerns. As a culmination for the immersion, the participants addressed the said concerns during the Gallery Walk. The groups developed and presented innovations that can remedy their respondents’ problems and concerns. To witness the presentation, the local clientele and ISU teachers and students attended the affair. Aside from the congratulations for a job well done, Dr. Anthony Aquino also encouraged the implementation of the innovations and particularly pushed for the implementation of the innovation for the Organic Farming group.

Products for Region 02 last September 19 held at Isabela State University Echague (ISUE). Philippines being one of the most disaster-prone countries in the world, the DOST takes proactive role to address this issue. This leads to the creation of PHIL-LiDAR, a remote sensing technology that uses pulsating laser lights to acquire highresolution and accurate elevation data. PHIL-LiDAR 1 projects include LiDAR Data Acquisition Component (DAC); LiDAR Data Validation and Bathymetry Component (DVBC); LiDAR Calibration, Point Cloud Classification, and Image Orthorectification (DPPC Component); Integrating High Resolution Digital Elevation Models (DEMs) into GIS based Flood Modelling Component (FMC); Data Archiving and Distribution of LiDAR Dataset in the Philippines Component (DAD); and Training for LiDAR Data Acquisition, Processing, Validation, and Flood Modelling Component. During the opening program, Dr. Aleth M. Mamauag, ISU

President, emphasized the need of the region of such projects in facing the environmental problems such as flood, drought and extreme heat and to ensure public safety and preparedness to calamities. Likewise, Hon. Francis Faustino A. Dy, Mayor of Echague Isabela, pointed out that the Municipality of Echague and the entire region have faced a lot of calamities and the PHILLiDAR is really a need to deal with these environmental issues. The main objective of the said program was to present the PHILLiDAR and orient the LGUs and DDRMO from the province of Isabela, Quirino, and Cagayan who will be the beneficiaries of the said project. The objective of the said seminar-workshop is to deal with the growing pressure for HEIs to support and assert their role in the national innovation system by transforming R & D results into commercially valuable innovations in the growing demand of globalization and the race for global competitiveness. Dr. William C. Medrano, Vice President for RDET, emphasized that it is the opportunity for the participants to learn the proper way of drafting patent applications and later on to be registered at the IPO. Further, the resource speaker for the said event was Engr. Emmanuel

M. Mendoza, IPRS III IPOPHIL, who willingly discussed the trademarks, copyrights and related rights and the requirements for patentability. On the first day of the seminar-workshop, the participants were able to learn the requirements for registration of utility model and industrial, basic patent search, and patent granting procedure. The learning continued on the second day of the seminar-workshop when the participants drafted and presented, respectively, the specification on actual technology that are subject to registration of patent, utility model, industrial design and trademark. On the other hand, some of the participants who have

experienced to subject their works for patent also shared the process they have gone through to successfully file their creations and inventions in the IPO.

Two Filipino Scientists visit ISU to conduct trainings

Isabela State University (ISU) invited two Filipino scientists as shortterm experts under the Balik-Scientist Program of the Department of Science and Technology (DOST) to conduct Scientific Research Writing and Publication Workshop. Orientation meeting was conducted on July 17 at ISU Cauayan.

The scientists invited were Dr. Abigail P. Cid-Andres and Dr. Gino L. Andres who conducted separate lectures, seminars and workshops to faculty members, researchers, students, and the general public in ISU Echague and Cauayan Campus. During the actual training, Dr. Cid-Andres shared her expertise

on becoming a competitive international academic researcher and gave updates on the international trend for researches. Apart from the lecture, participants were also tasked to create their own publishable research proposal applying the inputs during the lecture. Proposals were then critiqued and have undergone thorough revisions. Meanwhile, Dr. Andres shared his expertise on Tribology Mechanical Engineering and Environmental Engineering. He also introduced his research on water purification system based on the capacitive deionization technique. Outputs will further be checked on the second part of the training which is scheduled on the last quarter of the year.

As active member of Philippine Historical Association, Dr. Rosalie C. Leal, OIC Campus Administrator of Isabela State University-San Mateo Campus was chosen to become part of the Philippine delegation in the 3rd International Conference on History and Culture with the theme “History and Culture in Pre-Colonial Malay Archipelago” held at Malaysian Historical Society Headquarters, Wisma Sejarah, Kuala Lumpur on August 9-10, 2016. The Philippine Historical Association in collaboration with the Malaysian Historical Society and the Society of Indonesian Historians founded the International Council on Historical and Cultural Cooperation Southeast Asia last year in Manila. The said conference seek to realize the Memorandum of Understanding (MoU) signed in Manila on August 2829, 2015 among the three historical societies of the Philippines (Kapisanang Pangkasaysayan ng Pilipinas); Malaysia (Persatuan Sejarah Malaysia); and Indonesia (Masyarakat Sejarawan Indonesia). “My attendance to this endeavor is an opportunity to explore Malay cultural traits among Filipinos, 4

Indonesians, and Malaysians by way of collaborative researches and joint presentations among historians of the three countries”, Dr. Leal said in an interview. Moreover, Dr. Emmanuel F. Calairo, President of Philippine Historical Association and Dr. Augusto De Viana, Chair of UST Department of History presented their papers concerning shared heritage in pre-colonial Southeast Asia. Papers presented elucidated the nature, essence, characteristics, tendencies, and the like of the indigenous civilizations of the Malay Archipelago of which the Philippines, Indonesia, and Malaysia are the main

modern states today. Conference keynote speakers were Honorable Tan Sri Dato’ Seri Utama, Dr. Rais Yatim, special adviser to the Malaysian Government on Socio -Cultural matters, Dr. Luis Derry of De La Salle Univeristy- Manila, Dr. Augusto de Viana of UST and Mr. Jonathan Balsamo of Museo Valenzuela. This conference serves also as an avenue of rediscovery and celebration of three countries common heritage. The last day of the conference featured a tour of Putrajaya and the National Museum of the History of Malaysia.

Isabela State University – Roxas Campus, proved once again that with a great unity comes with a great achievement, as the Campus Administrator Dr. Quirino D. Parallag signed the certificate regarding the ownership of a Hyundai Starex VAN to be used as school vehicle to supervise the three sites which are nine kilometers away from one another. The Starex Van was donated by then Mayor Benedict Cereno Calderon (term 2013-2016) Local Government Unit of Roxas, Isabela. Through the initiative of the Supreme Student Council President Mr. Arjay Esquivel (during his term 2013 – 2014) with Mr. Jerry S. Casino Jr. a faculty member they presented the Deeds of Property of

Motor Vehicle to the Chief of General Services, Mr. Edgar C. Carbonel. After reviewing the documents, the official turnover of the said Starex Van was done at the office of the Hon. Jonathan “Dok Totep” C. Calderon, Municipal Mayor of Roxas, Isabela. The Campus Administrator together with his team admired the generosity of the Roxas Municipal Mayor and thanked him for donating the vehicle. The donated vehicle, Starex Van, added to the pool of vehicles in the campus which are indispensable transportation facilities in a developing university like the Isabela State University – Roxas Campus.

Dr. Aleth M. Mamauag, University President, Dr. Emilia A. Martinez, Vice President for Academic and Related Affairs and Atty. Romano P. Cammayo, Legal Counsel, have convened for a short meeting or dialogue the Isabela State University- Roxas Campus faculty and support staff on August 30. The main purpose of the said university officials in convening the group was to conduct a pulse survey on who they want, from among themselves or even outsiders, to serve for another term as their campus administrator. According to the University president, in her opening statements, the designation for the campus administrator of Roxas Campus was held in abeyance for there are problems that need to be solved first before the issuance of the said designation. In a simple sheet of paper, they were instructed to write at least three names qualified for the said position with number one as their first preference. After 5 minutes, the distributed pieces of paper that served as ballots were retrieved and the votes were casted immediately. In the casting of votes, Atty. Cammayo served as the chairman; Prof. Charibel R. Sarte, the campus ARA Director, as poll clerk or secretary; and Prof. Domingo Ramos and Mrs. Florita M. Elizarde, the Presidents of the faculty and non-teaching staff, respectively, served as witnesses or watchers. Dr. Quirino D. Parallag got 57 votes while Dr. Marilyn S. Luzano got 25 votes. Other names that were nominated with a frequency of more or less 5 for each include: Dr. Rudy S. Bernal, Dr. Apolinario R. Cagayan, Prof. Jane C. Caliboso, Dr. Melchor L. Da Jose, Dr. Wilfredo G. Lim and Dr. Josue D. Mendoza. The pronouncement of names with the total number of nominations was done formally by Atty. Cammayo. Just after the pronouncement, Dr. Parallag, who was then advised to inhibit during the nomination, was requested to appear for a dialogue between him and those present in the meeting with Dr. Mamauag, who served as mediator. Everybody was then encouraged by Dr. Mamauag to be open in expressing their sentiments, problems and other issues for or against the campus administrator. 5

ISUE conducts University General Orientation By: Maricon I. Lagayan

Students and University Officials gather once again as Isabela State University Echague Campus (ISUE) conducts its annual University General Orientation program last August 22 at the University Amphitheatre. The theme for this year’s orientation was “The Dreams of Today are the Realities of Tomorrow”. In line with the calendar shift that the University has adapted for SY 2016-2017, this year’s campus orientation was conducted on the third quarter of the year. All University Officials and faculty and non-teaching personnel, headed by the Dr. Aleth M. Mamauag, the University President, were present during the said event to humbly welcome all the newly enrolled and returning students. Dr. William R. Eustaquio, University Director of Office of the Student Services, warmly welcomed all the students who attended the orientation. He even informed everyone that there a lot of opportunities that the students are capable of having as long as they exert effort towards aiming their goals in life. Further, Dr. Rufino B. Calpatura, University Executive Officer,

said that the welfare of the students is the top priority of the University leading to give more comprehensive services. Students as well as the faculty members were also inspired by the encouraging words of Dr. Mamauag as she graciously delivered her message to the crowd. In connection of this year’s theme, she said that all the students who will enter the University with a dream will receive the support of the University. She also ensured that students who are under the University’s care will be given quality education and sumptuous educational support. “Break the wall of unknown tomorrow by walking without fears and by developing yourselves as leaders”, she added. Afterwards, faculty members from all the colleges and the nonteaching personnel were introduced to the crowd for recognition. The main objective of the said orientation is to inform everyone on the implication of the University’s Vision, Mission and Quality Policy towards the attainment of holistic student development.

ISU Ilagan Faculty undergo training To be more ready for their job a week before the opening of classes, the faculty of ISU Ilagan Campus underwent a two-day seminar workshop on Special Package for the Social Sciences (SPSS), OutcomesBased Education (OBE), syllabi and table of specifications (TOS) making. It was organized by the Office of the Campus Academic Related Affairs (ARA) on August 3-4 held at the ICT Department. Two able speakers from the Philippine Normal University (PNU) North Luzon Campus were invited, namely Professors Clemente Aguinaldo, Jr. and Prof. Roldan Cardona. Prof. Aguinaldo and Prof. Cardona lectured on SPSS on the first day with hands-on computer application. The topic was meant to equip the participants with knowledge

Balino leads ground breaking ceremony of ICT Building “This project is not for us but for you, our dear students,” said Engr. Villamor A. Balino, Executive Officer of ISU Ilagan Campus during the ground breaking ceremony of the new ICT Building held on August 31, 2016. Speaking in front of the faculty and hundreds of students who came to witness the ceremony, Engr. Balino

stressed that the money used for the construction of the two-storey ICT Building was taken from the tuition fees paid by the students and it would therefore be returned to them. It can be recalled that during similar occasion, at the ground breaking ceremony of the ISU Ilagan

Gym, Dr. Jesus S. Palattao, then Director for Administrative and Finance Services, announced the construction of a two-storey academic building near the administration building and the fund for which would be sourced from the school’s realized income for academic year 2015. The school exceeded its target income by more than 7 million pesos and this amount was used to fund the project. The two-storey ICT Building, which is worth 7.4 million pesos, is the fifth major infrastructure project being undertaken by the administration. The main entrance gate (first phase) and the automotive laboratory building have been completed while the construction of the ISU Ilagan MultiPurpose Gymnasium and a two-storey Academic Building at the College of Industrial Technology and Education is on-going.

ISU receives DOST-STII’s Starbooks – an offline digital library Isabela State University (ISU) welcomes DOST Secretary Fortunato T. Dela Pena during the launching and turnover ceremonies of Starbooks digital library kiosk last August 16 at the De Venecia Hall ISU Echague. The Science and Technology Information Institute of the Department of Science and Technology (DOST-STII) has developed Starbooks, a digital library that would let students and faculty members to search for published books, journals, and researches with ease. Starbooks is an offline digital library that can permanently store information and materials and can be upgraded regularly. Further, Starbooks is a stand -alone, on-site research and information kiosk that provides free access to information especially in science and technology.

There were 14 beneficiaries of the digital library which include ISU Campuses: Echague, Cabagan, Cauayan, Ilagan, Angadanan, San Mariano, San Mateo, Roxas, Jones, and Palanan; three districts of Echague; and the Local Government Unit (LGU) of Echague. Meanwhile, Secretary Dela Pena proudly shared the accomplishments of DOST Region 02 including the launching of Starbooks. Among other accomplishments he mentioned were delivering services with respect to research and development, services to small and medium enterprises, developments in

the field of science education and laboratory technical services, and community empowerment programs. Afterwards, Secretary Dela Pena formally turned over the Starbooks to Isabela State University and was received by the University officials and campus representatives.

Last part of Secretary Dela Pena’s itinerary was to visit ISU’s extension services such as the ISU PhilLiDAR 2, Cagayan Valley Small Ruminants Research Center (CVSRRC), and Climate Change Center.

ISU ILAGAN RISING: TWO MAJOR INFRA PROJECTS COMPLETED; THREE MORE ON GOING By Romel R. Costales

Of the five infrastructure projects undertaken by the campus, two have been finished and three more are on-going and to be completed soon. As though it had awakened from deep slumber, ISU Ilagan has suddenly become the busiest, taking a great stride with its numerous physical plant projects on the campus. The Automotive Laboratory Center, a building designed to cater the students enrolled in automotive courses, is now ready to be occupied by faculty and students in automotive classes after its inauguration and formal turnover last September 28, 2016. With a budget of 5 million pesos taken from Fund 101, the building is sturdy and stylishly designed to produce competent and skilled autotechnicians. Likewise, it is envisioned to become a TESDA assessment center for automotive servicing in the Region. With its first phase completed, the new ISU Ilagan Entrance Gate now becomes the face of the campus and the university. The design and built quality of the new gate are reflective of the quality of education that the University offers to the students. Standing elegantly and beautifully, this structure which follows the standard design of ISU Main Entrance Gates (similarly found in other major campuses), welcomes every student, faculty and visitor with warmth and cordiality. Although the gate seems complete, only its first phase has been finished. The complete gate, based on its perspective design or blue print, is much longer with two big entrances made of steel gates. Although budget for the second phase is now ready, there is no schedule yet for its construction. Meanwhile, the budget 10

for the completed first phase was P448,000 derived from the Campus supplemental budget.

ISU Ilagan’s new countenance. The newly improved main gate of ISU Ilagan looks very attractive with its modern design. It radiates the noble character of the campus and the entire ISU being a university for people and nature, committed to the upliftment of the lives of people particularly the sons and daughters of the poor through delivery of quality yet affordable tertiary education.

With almost 80% of completion, the ISU Ilagan Multi-Purpose Gym begins to reveal its imposing look and grandeur. When completed, the building shall be a landmark for the institution, a testament to its unparalleled service to the community. Its construction is a dream come true for the campus which had longed for a gymnasium for almost two scores after its founding.

Two-storey Academic Building More than a month after its ground breaking on July 28, 2016, the two-storey Academic Building being constructed at the College of Industrial Technology and Education (CITE) likewise begins to take shape. Worth 5.67 million pesos and sourced from the GAA 101, the building is scheduled to be completed within 120 days. The expected beneficiaries of the new academic building will be students enrolled under various programs at the CITE particularly those who major in food technology and other technical courses. Academic ICT Building The fifth infrastructure project which construction is also underway is a two-storey 10 classroom Information and Communication Technology (ICT) Building worth 7.4 million pesos. According to Engr. Villamor A. Balino, during the ground breaking ceremony for the ICT Building, the fund to finance its construction was from the campus’ realized income in 2015 which exceeded target by more than 7 million pesos. This building, which is located on the right side of the Administration Building, shall be exclusively occupied by the ICT faculty and students. When

completed, it will house the ICT Department of the Campus. To date, the department has remained one of the leading departments of the campus with most number of enrolled students.

It is also a joy to the hearts of both the ICT faculty and students to have more than enough space for their computer classes and laboratory activities in the near future.

Also being constructed is a 7.4 million Two-Storey ICT Building located on the right side of the ISU Ilagan Administration Building. This building has 10 classrooms including computer laboratory and shall accommodate the growing student population of the ICT Department. 11

The Bachelor of Secondary Education (BSEd) and the Bachelor of Agricultural Technology (BAT) programs of Isabela State University San Mariano Campus were subjected for Level II Accreditation on August 1618 by the Accrediting Agency of Chartered Colleges and Universities of the Philippines (AACCUP), Inc. During the opening program, the accreditors were welcomed by the university officials headed by Dr. Aleth M. Mamauag, University President, represented by Dr. Emilia A. Martinez, University Vice President for Academic and Related Affairs; faculty members of the Teacher Education program of ISU main campus; teaching and nonteaching personnel of the campus; and alumni and students headed by Dr.

Clarinda C. Galiza, Campus Administrator. Also, officials from the Local Government Unit (LGU) of San Mariano headed by Hon. Edgar T. Go, represented by Hon. Monico I. Aggabao, Municipal Administrator; SB member Marivic B. Sumisim; SB member Florita Marietta Bartolome; SB member Edipolo C. Buguina; SB member Susana B. Duca; barangay officials of Bitabian, San Mariano, Isabela, campus adopted barangay under its extension thrust, headed by Hon. Jerold M. Pauig; other stakeholders, and some parents of students were present. Right after the opening program, the accreditors and the respective faculty assigned per area went over screening and evaluating

the documents. After the 2-day evaluation, the 3rd day paved the way for the exit conference. All the accreditors expressed their positive comments as well as the areas needing improvements. The accreditors suggested that faculty members must continue to immerse themselves in research as stipulated in the ISU Vision. The accreditation task force was very happy especially when Dr. Eulenia V. Solano, Survey Team Coordinator, shared inspiring words while giving her impression. She acclaimed that ISU San Mariano is really a campus of the ISU system that cares for people and nature.
