Lawin’s onslaught. With its galvanized roofs and steel trusses twisted, ripped apart and sent altogether to the ground, the new ISU Ilagan Multi-Purpose Gym was the most heavily damaged infrastructure on the campus. Typhoon Lawin struck months to the expected completion of the new building which would have been the biggest infra project of the school this year.

ISU Ilagan Campus sustained great damage in infrastructure after Super Typhoon Lawin slammed into Northern Isabela and Cagayan on the eve of October 19, 2016. The school had an estimated loss of more than three million pesos in damaged school buildings, equipment, facilities and on-going infrastructure projects. Packed with very strong and destructive winds at 225 km/

 see page 3 hour, Lawin with an international name ‘Haima’ was placed under Category No.5 by the weather bureau PAGASA, calling it a “super typhoon”. It was the first time such typhoon category was hoisted over a place directly hit by a typhoon in the country. As was expected, Super Typhoon Lawin wrought havoc on places that directly lied in its path. Scenes of destruction were evident on the campus in the aftermath of the typhoon. ISU – San Mateo Student Returns P200K, rewarded Gawad Ulirang Kabataan Award and a cash prize were conferred to Erick Medina Rambac by the Provincial Government of Isabela through the Provincial Administrator Atty. Angadanan Campus. In addition to this, Dr. Honorato Alzate, OIC Regional Director of Commission of Higher Education who served as the Guest Speaker, awarded Erick a Full Merit Scholarship which he can avail until he will finish his studies as Bachelor of Technical Teachers  Education student. “Nagpapasalamat ako sa napakaraming blessings na ibinigay sa akin, malaking tulong ito para matapos ko ang aking pag-aaral at matulungan ang aking mga kapatid at mga magulang” Erick uttered in an interview.

5.3 M Acad Building to rise at ISU-San Mateo

In preparation for the expected increase of enrollees in Academic Year 2018-2019, a two-storey academic building worth P5,327,737.38 will rise at Isabela State University- San Mateo Campus, San Mateo, Isabela. The construction started on August 8, 2016 and expected to be completed on January 8, 2017. Its fund was derived from General Appropriation Act (GAA) 2016. The said academic building will be composed of 5 classrooms. This major infrastructure project aims to Dr. Ricmar P. ISUE Intercollegiate Games 2016 kicks off Isabela State University Echague Campus (ISU-E) conducted its Intercollegiate Games 2016 on October 5-7. Part of the celebration of the University’s founding anniversary is to promote brotherhood and sportsmanship among the students through different sports games. The big event began with a grand parade participated by University Officials; Faculty and students from all the colleges namely School of Veterinary Medicine, College of Nursing, Institute of Fisheries, College of Engineering, College of Agriculture, Institute of Information and Communication Technology, Santiago Extension, College of Teachers Education, College of Arts and Sciences, and College of Business, Accountancy and Public Administration; and Fraternities and Sororities. The participants assembled first at the Echague Municipal Ground on route to the ISUE Grandstand for the second part of the program. During the Opening Program, Dr. Rufino B. Calpatura, Executive Officer and on behalf of Dr. Aleth M. Mamauag, University President, Atty. Romano P. Cammayo, University Director for Administration imparted their message to the crowd, respectively. They equally welcomed the participants for this year’s intercollegiate games by giving emphasis on the importance of sports and socio-cultural activities over other matters. Simultaneous activities for socio-cultural and sports activities were conducted. Part of the sociocultural competitions were Literary 4

Competition, Quiz Bowl, Visual Competition, Dance Competition, Musical Competition, Short and Sweet Plays, Radio Drama and the Search for MR. and Ms. PASUC. On the other hand, sports activities include Athletics, Arnis, Badminton, Baseball, Basketball, Beach Volleyball, Chess, Dance Sports, Football, Futsal, Karatedo,

Lawn Tennis, Sepaktakraw, Softball, Swimming, Table Tennis, Ta-KwonDo, Volleyball, and the Search for Mr. and Ms. SCUAA. These student-oriented activities aim to help the students to enhance their skills and to divert their usual activities into something that they can be productive apart from their academic involvement.

ISU represents Region 02 for PASUC National Culture and Arts Festival 2016 Isabela State University (ISU) represented Region 02 on Philippine Association of State Universities and Colleges (PASUC) National Culture and Arts Festival 2016 at University of Northern Philippines, Vigan City, Ilocos Sur last December 5-8. Students from the Echague Campus successfully made it to represent the entire region for three categories – Radio Drama, Pop Solo, and Extemporaneous Speech. Students who competed for the Radio Drama category were Mass Communication Students from the College of Arts and Sciences (CAS) namely: Christian Emmenuel L. Verzola, Jomardan D. Zonsa, Almira Jane D. Durotan, Marcial C. Nabaysa, Kimberly D.

Sahilan, and Jean B. Mendonez. On the other hand, the representative for the Pop Solo was Shane G. Bonagua, BSE student from the College of Teacher Education (CTE) and the representative for the Extemporaneous Speech was Gil B. Zipagan II, Mass Communication student from CAS. The students were accompanied by their coaches, Prof. Lorelei B. Agcanas; Mr. Allan Isidoro C. Del Rosario; and Ms. NerizzaC. Ferrer, all faculty members from CAS. Though the competitors did not bring home the title, it was still a success for the students and for everybody who supported the delegates, directly or indirectly, to make it to the national arena.

ISU Ilagan hosts 2016 Inter-University PASUC 

Convergence of artistic talents and love of cultural heritage. Students from different campuses of the Isabela State University showcase their innate artistic skills and deep love of culture during the 2016 Inter-University PASUC Culture and Arts Festival held at ISU Ilagan Campus, which activity meant not just to select representatives for the Regional competition but more importantly to foster friendship and unity among ISUans.

ISU Ilagan Campus served as this year’s host of the annual InterUniversity Philippine Association of Universities and Colleges (PASUC) Culture and the Arts Festival with the theme, “PASUC@49: Paving the Path towards Internationalization of State Universities and Colleges through Culture and the Arts” held on October 14. Eleven campuses of the university participated in this university-wide socio-cultural event, namely Angadanan, Cabagan, Cauayan, Echague, Ilagan, Jones, Roxas, San Mariano, San Mateo, Santiago, and Palanan. Contested events in culture and arts included: Literary Arts (Essay writing, Pagsusulat ng Sanaysay, Extemporaneous speaking, Dagliang talumpati, Story telling, Pagkukuwento and Quiz bowl); Performing Arts (Short and Sweet Plays and Radio Drama); Visual Arts (On the spot Painting and Pencil Rendering); Music (vocal

solo, pop duet, chorale, instrumental solo, and live and band competition); Dances (contemporary dance, indigenous dance, folk dance and hip-hop dance); and Special Category (Search for Mr. and Ms. PASUC 2016). As there were a number of contested activities, different venues were designated for competition, namely the Ilagan Community Center, Samuel F. Adelan Learning Center, ISU Ilagan Library, Main stage, College of Industrial Technology and Education, College of Engineering and Architecture and Technology and the Department of Arts and Sciences. ISU Echague Campus became the overall champion after it bagged 119 points followed by its closest rival ISU Cabagan with 116 points. ISU Cauayan got the third slot (94 points) and fourth place was

copped by ISU Roxas with a score of 88 points. In his message during the  opening program, Engr.Villamor Balino, the host EO was quoted as saying “We don’t fight; we are only extracting the best out of the best for the good of our beloved university.” He encouraged every participant to give their best to win so they can represent ISU in the regional PASUC in Nueva Vizcaya. Meanwhile, Hon. Jay Eveson Diaz, City Councilor of Ilagan and invited guest of honor thanked ISU for conducting the event. He emphasized the importance of honing the skills of students in the field of culture and arts. Also, he said that the City of Ilagan through his leadership has educational programs, particularly “Sinag” which aims to discover, develop and harness skills and talents of students who have inclination for the arts. 5

ISU-R planning office conducts campus action and budget planning workshop The planning office of Isabela State University –Roxas Campus thru the leadership of Prof. Joey C. Cereno has conducted the first ever Campus Action and Budget Planning Workshop on Nov. 24, 2016 at the library on its new site. During the activity, 2 university key officials namely: Dr. Ricmar P. Aquino, Vice President for Administration and Finance Services and Dr. Richard C. Ramirez, University Director for Planning and MIS were present and graced the activity through their inspiring and challenging messages coupled with the necessary information and guidance that resulted to the smooth and successful conduct of the activity. The said workshop on budget planning for fiscal year 2017 started with a simple program where Dr. Quirino D. Parallag, Campus Administrator, gave an opening remarks. In his opening statements, he expressed his heartfelt thanks and gratitude to the 2 university officials, the key officials of the campus composed of office/unit heads, project coordinators, program chairs, directors and 2 student - leaders for their presence in the said one day activity. It was followed by a message from Dr. Ramirez. In his message to the participants, he enjoined everyone to be serious in the activity to come up with a sound and acceptable action and budget plan, e.g. program of 6

expenditures, priority means, etc, and should be based on the Strategic Development Plan of the University now on its third year of implementation. He further stated that, “there is no substitute for planning”. “ Your plans are filled with appropriate direction”, he added. In his closing statement, he urged everyone to continue working together so that quality and excellence will prevail at Isabela State University. On the other hand, Dr. Aquino started his simple message by congratulating the ISU -R administration for the efficient utilization of budget and in performing well towards students’ welfare. He pointed out that in the drafting of budget plan, all should be involved especially the students and even the stakeholders. He also encouraged the group to aim for at least one program to be developed as Center of Development (COD) or Center of Excellence (COE) to prove that

ISU is really one of the 5 best SUCs in the Philippines accredited with the level 5 status. Mrs. Lolita M. Asaytuno, Campus Budget and Administrative Officer, gave emphasis on how allotted or collected funds, e.g. fiduciary fees, tuition fees, etc. are spent from the first to thelast quarter of the year. Meanwhile, Mr. Rodel P. Sarmiento, Procurement Officer, reported on Summary of Collections and available budgets for each area, unit, office or department that served as basis in the drafting of plans during the workshop. Lastly, Prof. Charibel R. Sarte, Campus ARA Director presented, explained and made some points of clarification on some items stated in the PBB Guidelines. The workshop ended after everybody has submitted his/her output to the concerned campus officials for consolidation and proper action.



ISU Cauayan aims for Level II Accreditation

The AACCUP Accreditors after the Exit Conference and Closing Program with the Academic and Related Affairs and Quality Assurance Director, Dr. Rimalu B. Serrano (seated 1st from R), the Campus Executive Officer, Dr. Precila C. Delima (seated centermost), and the AACCUP Overall Coordinator, Dr. Marcela T. Caluscosin (seated 4 th from R).

Nine academic programs of ISU Cauayan namely: Master in Information Technology; Bachelor of Science in Computer Science; Bachelor of Science in Entrepreneurship; Bachelor of Science in Business Administration major in Financial Management; Bachelor of Arts in English; Bachelor of Arts in Political Science; Bachelor of Arts in Legal Management; Bachelor of Science in Criminology; and Bachelor of Science in Agricultural Technology were visited for Second Survey Visit by the Accrediting Agency of Chartered Colleges and Universities in the Philippines, Inc. (AACCUP) last October 1113, 2016. 27 competent AACCUP

Accreditors from the different State Universities and Colleges were invited to accredit the programs headed by the Overall Coordinator, Dr. Marcela T. Caluscosin of Don Mariano Marcos Memorial State University (DMMMSU). The opening program on October 11, 2016 was attended by the University Officials headed by Atty. Romano P. Cammayo, Legal Officer III and Executive Assistant; Dr. Edith F. Ausa, University Director for Instruction; Dr. Precila C. Delima, Executive Officer Cauayan Campus; Campus Officials; Faculty and Staff; and students. After the opening program, the accreditors

started evaluating and validating the documents of the ten areas through interview, observation, and ocular inspection. Exit Conference and Closing Program were conducted in the afternoon of October 13, 2016 where each of the accreditors gave the strengths and recommendations of each area. Dr. Caluscosin gave the general impressions of the visit while Dr. Delima shared her statement of commitment and acknowledgment. The 2016 Accreditation was successfully concluded with the hope of meeting or passing the standards of AACCUP Level II Accreditation.

ISU REPS ATTEND DRUG ABUSE PREVENTION AND EDUCATION SEMINAR In support of the nation’s drive towards drug abuse prevention, the Isabela State University Cauayan Campus sent members of its faculty and staff to attend the Acquiring and Building Capabilities for Drug Abuse Prevention and Education (ABC for DAPE) Seminar in Cebu City from November 23-25, 2016. The party who attended the seminar-forum included Dr. Rimalu B. Serrano, ARA Director; Prof. Ronaldo F. Brillantes, NSTP and OSSAS Chief; Dr. Mila F. Antalan, SBO Adviser; Mrs. Mary Rose A. Natividad, School Publication Adviser; Thomas Rafael Quilang, Security Officer and some representatives from the main campus namely Dr. Hilda A. Manzolin, ABS Director; Lorelei B. Agcanas, Faculty Representative; Tomasa Lania, from the Office of Student Affairs; Joseph Asuncion, 8

University Procurement Officer; Roger Niala, Campus Security Officer; Samuel Llanes, representative from the Jones Campus and two students Randy Acoba and Jhondee Quistoria. With campus designations that are directly linked to students, they are the most capable in spreading awareness about drug prevention in ISU Cauayan Campus; thus, they were chosen to attend the said seminar. The three-day seminar comprised of lectures and forums headed by the likes of Prof. Francis Grace Duka-Pante, the Director for ASEAN Training Center for Preventive Drug Education in UP Diliman; Dir. Wilkins Villanueva, the Regional Director of the Philippine Drug Enforcement Agency in NCR; Atty. Cesar Posada, the Chief and Legal Consultant of Dangerous Drugs

Board; Ms. Salve Goleta, a clinical  psychologist and addiction counselor; and USec. Rommel Garcia, a permanent board member of the Dangerous Drugs Board. Lectures focused on local and international substance abuse; evidence-based strategies in identifying assisting drugdependents; laws prohibiting drug abuse in the country; and psychosocial impact of drug use. Aside from listening to the lectures, the participants of the event also participated interactively through group presentations and forum discussions. With all the knowledge gleaned from the said seminar, the attendees are expected to play important roles in enriching students and campus leaders KSA in managing campus drug related cases.



CVAARRD celebrates its 38th Anniversary Cagayan Valley Agricultural and Aquatic Resources Research and Development (CVAARRD) celebrated its 38 th Anniversary last December 16 at De Venecia Hall, ISU Echague. This year’s celebration theme was “Nurturing Partnership for a Climate Change and Disaster Risk Resilient Cagayan Valley”. From its existence, it is well noted that CVAARRD caters the delivery of research and development management undertakings in agriculture, aquatics, and natural resources in the valley. It also supports Research and Development

Management, Research and Development Results Utilization, S & T Policy Advocacy and Capability Building Activities. The celebration was attended by various university and government officials in the presence of Dr. Emilia A. Martinez, OIC University President; Hon. Francis Faustino “Kiko” A. Dy, Municipal Mayor of Echague represented by Mr. Jess Babaran, from the Office of the Municipal Mayor; Dr. Teodoro S. Solsoloy, Assistant Director of DA-BAR; Dr. William C. Medrano, Executive Director of CVAARRD; and Engr. Marcelo

G. Manuel, Provincial Director of DOST-Isabela. The crowd was inspired and motivated by this year’s guest speaker Engr. Sancho A. Mabborang, Regional Director of DOST-R02. On the other hand, winners during the 27 th CVAARRD Regional Symposium on Research, Development and Extension Highlights (RSRDEH) were commended and given an award. The concluding part of the event was a simple celebration of the CVAARRD family for their Christmas Party.

University Feeding Program launched The College of Allied Health Sciences in collaboration with the Campus Extension and Training Office and the Campus Medical and Dental Services Office lunched last August the conduct of an extension project dubbed as “University Feeding Program” with the theme: “Resilient Youth Access for Nutrition”. This feeding program has the following objectives: (1) To identify malnourished and underweight college students; (2) To conduct regular feeding program (18 weeks) for 50 students who will be classified as moderate to severe underweight and malnourished; (3) To provide safe nutrition in meal

(breakfast and lunch); (4) To promote proper diet among students; and (5) To encourage and assist other agencies or institutions in duplicating the initiative. Expected outputs/ targets of the project include: Selection of 50 students who will benefit from the program based on weight and height screening and classification according to the level of malnutrition (mild, moderate and severe); Regular health education focused on nutrition and proper diet during the course of the program; and Maintenance of collaboration between ISU Ilagan and its linkages. The University Feeding Program



runs from August-December 2016 and is scheduled Mondays through Fridays at 7 a.m.to 11 a.m (breakfast) and 11 a.m. to 3 p.m. (lunch). The venue is at the Old Provincial Hospital. Actively involved in this extension project are: Mr. Ryan Amigo, RN as the Project Leader/Proponent, Mrs. Rovis Caramat, RN (Chair, BS Nursing Program), Dr. Nicolas L. Ilagan, M.D. (College Dean), Mr. Excelentisimo Tamayo III, RN, Mr. Jolo B. Galabay, RN, and Mr. Nestlee C. Cabaccan as Project Members. Meanwhile, Mr. Amor Gaspar and Mr. John Brixian Paguirigan are the University Feeding Program Caterers. 9

ISU Ilagan 1st Best School in Campus Journalism in Isabela and 4th in Region 02 Having swept numerous awards in both group and individual categories during the 15th Regional Higher Education Press Conference (RHEPC) held at the University of La Salette in Santiago City, Isabela, on December 1-3, 2016, ISU Ilagan Campus through its official student publication The Newsette was awarded Best School in Campus Journalism in the province of Isabela and copped fourth place in Cagayan Valley Region. The Newsette staff who joined the 15th RHEPC were among the 253 individual participants from 29 schools that competed for awards. 10

Saint Mary’s University with its school paper The Marian is the Region’s best school in Campus Journalism followed by the University of Saint Louis of Tuguegarao and Nueva Vizcaya State University Bambang Campus. ISU Ilagan which emerged as the Province’s best was the only campus of the ISU System and the only school in Isabela that landed on the Top 10. Participants who belonged to the top five winners in the individual contest category were qualified to join the 16th Luzon wide Higher Education Press Conference (LHEPC) in Puerto Princesa City, Palawan on February 22-24, 2017. ISU Ilagan Campus is sending four participants to LHEPC including the The Newsette Technical Adviser.

Ilagan Campusshines in recent board exams; produces national Top 3 in Midwifery licensure exam ISU Ilagan has recently nailed a remarkable feat after it produced a good number of successful board passers in various programs it offers which require a licensure examination like Midwifery, Nursing, Engineering, and Teacher Education. The campus turned in an impressive performance in the Midwifery Licensure Examination last November 56, 2016 when Ms. Joanne Nava Fuerte landed third place nationwide with a rating of 89.20%. Fuerte was among the 25 passers from ISU Ilagan who contributed to the school’s passing rate of 80.65% vis-à-vis the 50.9% national passing percentage in the Midwifery board exam. Another outstanding

achievement was the result of the Nurse Licensure Examination held on November 26-27, 2016 where 14 out of 17 examinees from the campus hurdled the exam, having registered 82.35% of institutional passing rate above 76.96 national passing percentage. Also in November, ISU Ilagan became the Region’s top performing school in the Civil Engineering Licensure Exam after 31 out of 42 of its graduates passed with 73.81% school performance which was way above the national passing percentage of 45.90%. Likewise, in September, the campus made an outstanding performance in

the Licensure Examination for Teachers after it achieved 53.19 school passing percentage which was higher than the 33.78 national passing percentage. Meanwhile, Engr. Feliciano Galupo, BSEE graduate, was a National topnotcher in the Licensure Examination for Master Plumbers in July. In all the 2016 Licensure Examinations taken by ISU Ilagan graduates, the school evidently performed above the national percentage which speaks of its unfaltering commitment to providing quality education.



ISUE subjects its 7 Academic Programs for Level IV Accreditation Isabela State University Echague Campus welcomes the Accrediting Agency of Chartered Colleges and Universities in the Philippines, Inc. (AACCUP) accreditors during the visit on November 7-11 for the 4th Survey visit on the seven academic programs of the said university. Programs subjected for the survey are Ph.D. in Agricultural Sciences major in Crop Science; Master of Science major in Crop Science; Master of Science major in Animal Science; Master in Business Management; Master in Public Administration; Bachelor of Science in Psychology; and Bachelor of Arts in English. During the opening pro-

gram on November 7, Dr. Emilia A. Martinez, OIC University President, shared her sentiments regarding the much-anticipated accreditation. She even emphasized and commended the hard works exerted by the teaching and nonteaching staff of the university, especially the colleges whose programs are subject for the accreditation. Meanwhile, the AACCUP accrediting team was headed by competent and diligent accreditors in the person of Dr. Isabelita S. Bacud, Overall Coordinator and Cluster Coordinator and Dr. Manuel T. Corpus, Consultant. After the opening program, the accreditors started evaluating

the documents of all the academic programs of the colleges to be accredited. They conducted random interviews with the University Officials, professors and students and even conducted ocular inspections on the extension programs in relation herewith. The exit conference was held on November 10, earlier as it was scheduled, at the Alba Hall. Each of the accreditors gave their feedbacks with regard to the accreditation by identifying the strengths and recommendations for each of the programs accredited. Indeed, the University is hoping for the positive result of the AACCUP Level IV Accreditation. 11
