Foreword The Teton County School District #1 salary schedule for the 2016-2017 school year is based upon the evidence based model funding provided by the Wyoming Legislature. This finance structure was originally adopted in 2006 after a comprehensive recalibration of K-12 public education funding. The Wyoming model provides for both equitable and adequate distribution of resources for the purpose of raising student achievement. “An Evidence-Based Approach to Recalibrating Wyoming’s Block Grant School Funding Formula” can be found at http://legisweb.state.wy.us. Salary calculations are determined by a comparison of statewide averages and adjusted by years of experience and level of education. A regional cost adjustment (RCOL) is then applied to all personnel categories. The RCOL adjustment provides for a significant increase to salary amounts compared to statewide averages due to the cost of living in Teton County. The regional cost adjustment remained the same from FY16. For fiscal year 2016, an external cost adjustment (ECA) was added to base salaries due to Wyoming Legislative action. 1.63% was added to professional staff and 1.38% was added to classified staff. The ECA adjusts for inflation and is an input to the funding model. An additional 1% was added to the base of the certified teacher schedule so that TCSD average salaries would be better aligned with model funding. For fiscal year 2017 the Wyoming Legislature cut the ECA and this drop reduces funding for salaries as well as utilities and supplies. There is no change in salary schedules being implemented as a result in this cut, TCSD is reducing spending in other areas to absorb the change. TCSD #1 will continue to be vigilant of both the ECA and RCOL during the upcoming Legislative cycles in 2016-2017 where cuts to education funding will be reviewed by the state. The net result of Teton County School District No.1 Employee Compensation Package for fiscal year 2016-17 is a collection of salary schedules that generate average salaries (per category) that align with funding model averages. All schedules have top rankings in the state. TCSD #1 continues to maintain competitive salaries in comparison to other employers in Teton County. Furthermore, TCSD #1 is able to maintain an excellent health benefits package supporting the recruitment and retention of all staff.

Certified Staff & Teachers Teachers are contracted for 187 days: 175 teaching days and 12 professional development/parent conference days. For School Year 2016-2017 Teachers start work on August 31. New Teachers begin on August 30. Teachers with National Board Certification as recognized by W.S. 21-7-501 will be afforded additional compensation by the State of Wyoming of $4,000.00 in December of each year. TCSD#1 receives $4,000 per Board Certified Teacher, passes this through to eligible staff and pays the cost of benefits including Wyoming Retirement, Medicare, and Social Security. There are some employees who have earned a national certification that is outside the National Board Certification (e.g. Speech Language Pathologists). These employees will continue to receive $2,000 plus benefits paid by TCSD #1. The BA+60 column on the teacher salary schedule applies only to teachers attaining this level before the 1992-1993 school year. It is an inactive column for all others.

Newly hired certified staff with in-state teaching experience will be placed on the salary schedule based on the history and structure of the TCSD salary schedules. Certified staff must maintain all Wyoming State certification requirements. Teachers will receive notification of renewal or termination prior to April 15 th. Renewal letters must be returned to the Superintendent’s office on or before May 15th of each calendar year.

Administrators Administrator contracted days run August 1, 2016 through June 30, 2017. The remaining three days will be as arranged by the superintendent. Administrators will receive notification of renewal or termination prior to April 15th. Renewal letters must be returned to the Superintendent’s office on or before May 15th of each calendar year. With approval of the Superintendent, administrators can request up to $1,000 of reimbursement for professional development.

Classified Working Days are determined each year based on the actual annual calendar and the placement of weekends and holidays. For example, the Facilities Director may work 260 days one year and 262 the next (this is referred to as a “260-day calendar”). Substitutes do not qualify for benefits. Employees qualify for benefits at 17.5 hours per week. Classified employees will be paid in accordance with Fair Labor Standards Act (FLSA) overtime laws for time spent in extra duties. Overtime generated because of the extra duty will be applied toward the total stipend and will be paid in a lump sum at the end of the season or activity. "Sleep-Time" will not be compensated. Time spent coaching, or sponsoring an activity, during normal working hours will be docked.

Directors The Transportation and Food Service Directors will remain on the 238-day calendar (240 working days). The Business and Finance Director, Director of Curriculum and Assessment, Director of Student Services, Director of School Improvement, and Facilities Director will be on the 260-day calendar (261 working days). There are 261 working days for FY2017. Paid holidays include recognized July 4, Labor Day, Thanksgiving Day, Christmas Day, recognized New Year’s Day, recognized Presidents Day, and Memorial Day.

Other Classified 10-Month Clerical and Secretaries School Secretary/Registrar-201 working days - August 15, 2016 through June 21, 2017. JHHS Attendance Secretary, MS/CES Translator - 191 days, August 24, 2016 through June 16, 2017. Including two Parent-Teacher Conference days.

Supervisory Aides/Paraprofessionals 178 working days – includes 9/13/16, 10/14/16, 1/2717 teacher in-service days. Compensation is based on a 7.5-hour day with 30 minutes unpaid lunchtime while school is in session. The exceptions to this are the Library Media Center employees. Additional time for Professional Development, special events, and translation needs may be authorized and paid by submitting time cards with Principal/Director approval.

Food Service Employees 175 working days – Compensation is based upon hours as determined by the Food Service Director. Any additional days for managers are arranged with the Food Service Director.

Network Technician/Network Data Administrator/12-Month Secretary/Central Office Accounting/Administrative Assistant 239 working days - Paid holidays include recognized July 4.

Maintenance/Custodial Department 261 working days – Seven (7) Paid holidays include recognized July 4, recognized Labor Day, recognized Thanksgiving, recognized Christmas Day, recognized New Year’s Day, recognized Presidents Day, and recognized Memorial Day.

Mechanics 239 working days – Paid holidays include recognized July 4.

Bus Drivers 175 working days – When a late return from an activity trip restricts a driver from driving his/her regular route the next morning due to safety considerations, that driver will be compensated for driving time lost.

Extra Duty Contracts All extra duty contracts for coaching, parent outreach, crisis coordination, technology services and other site based duties need approval by Administrator, Superintendent and Board of Education.

Employees must have been employed by Teton County School District #1 for at least 90 working days to qualify for a step increase on any salary schedule if adopted for the next fiscal year. This means the employee must have been hired by April 1st in order to qualify for the compensation package included in the next annual budget. The annual budget is determined by the third Wednesday of July per Wyoming State Statute 16-4-109.

Medical Benefits TCSD provides a qualified High Deductible Health Plan (HDHP) with an associated Health Savings Account (HSA). Our medical benefit program is provided by Wyoming Educators’ Benefit Trust and administered by Blue Cross Blue Shield (BCBS) of Wyoming. The Health Savings Account allows employees to accumulate pre-tax salary deductions to be applied against future health care costs. It also allows the employer to contribute funds as well. The Board of Trustees elected to maintain an annual employer HSA contribution of $1,250 for single coverage, and $2,500 for those with dependent coverage for the 2016-2017 school year. All part-time health benefit eligible employees scheduled below 80% full time equivalent (32 hours per week) receive 50% of the employer HSA contribution. Certified staff are eligible for insurance coverage the first of the month following their date of employment. Teton County School District #1 pays 100% of insurance premiums for certified staff with no waiting period. Classified staff are eligible for single insurance coverage the first of the month following 60 days of employment. Classified staff will receive employer support for dependent medical benefit coverage under the following program: Year 1 of employment Year 2 Year 3+

Wyoming Retirement System TCSD participates in the Wyoming Public Employee Pension Plan that provides pension benefits to our eligible employees. Both the employer and employee contribute percentages of wages to the system. Information on this retirement plan can be found at http://retirement.state.wy.us/ and at workshops held in the district during the school year. Continuing with a strategy to gradually adjust contribution rates for the pension plan, lawmakers approved rate increases that are phased in over time. The following is an overview of the increases that have, or will, be implemented. Please note that all staff will see an increase in their out-of-pocket contributions to Wyoming Retirement in fiscal year 2017.

Other Personnel Policies & Benefits Workers Compensation (Policy GCBD) Workers Compensation is paid for employees in hazardous positions as specified by the State of Wyoming Compensation Division. This includes science lab teachers, home economics teachers, shop and woodworking teachers, teachers using power equipment machinery, nurses, special education aides and teachers, janitors, groundskeepers, bus drivers, mechanics, cafeteria workers.

Sick Leave (Policy GCC - R)  12 month employees – Receive 12 days of sick leave per fiscal year  10 month employees – Receive 10 days of sick leave per fiscal year Should an employee accumulate more than 50 sick days, the District will buy those excess days back at 50% of the employee’s present daily salary rate annually.

Personal Leave - Employees will be afforded personal leave based on years of service. Unused personal leave is rolled over into Sick Leave at the end of the fiscal year. Personal leave shall not be approved during the first and last two weeks of school, during parent/teacher conferences, during in-service days, and before or after a designated school holiday.  Employed through 10 years: Two personal days per fiscal year  Employed 6-10 years: Two sick days may be converted to two personal days starting the 6th year of employment  Employed 11 plus years: Four personal days per fiscal year starting the 11th year of employment

Vacation Leave - 12 month employees will be afforded vacation leave based on years of service. First year employees are subject to a six month probation before being eligible for vacation. Accumulated vacation days may not exceed fifteen (15) at the end of any given fiscal year. Up to five (5) vacation days may be bought back per employee through the tenth year of employment, ten (10) days thereafter.  Employed through 10 years: ten (10) vacation days per fiscal year  Employed 11 – 15 years: fifteen (15) vacation days per fiscal year  Employed 16 plus years: twenty (20) vacation days per fiscal year starting with the 16th year of employment

Child Care Leave - If an employee has been employed by the School District for at least one (1) calendar year or 1,250 hours, the employee may request up to ten (10) days paid leave for the birth, adoption, or foster placement of a child. The leave shall not be deducted from the employee’s sick leave; personal leave or vacation leave. The employee must request the leave in writing on a personal leave form. See GCC-E-4 Request for Child Care Leave Form. The personal leave form must be sent to the Superintendent at least 90 days in advance of the leave if possible. This leave may be used in conjunction with the twelve (12) weeks of FMLA, but shall not add days to the twelve (12) weeks allowed by law.

BA+60 is a frozen lane. Teachers employed by the District prior to September, 1993 with required credits to be granted a BA+60 pay rate are the only employees "grandfathered" in this lane. When there are no “grandfathered" BA+60 employees, the lane classification will be removed.

Teachers on Special Assignment Teacher on Special Assignment (TSA), Teacher Specialist, or Coordinator is the term used to describe a licensed teacher who has been assigned to perform duties other than classroom instruction. The assignment may include, but not be limited to, working on special programs and/or curriculum development. However, TSA and Teacher Specialist assignments are not typically intended to provide or replace administrative judgment, direction, or oversight. Because a TSA opportunity provides exposure to unique program responsibility and development potentially enhancing an educator's career, it is important that eligibility, qualifications, competition requirements, and limitations are clearly defined. Further, as a teacher authorization is a valuable and scarce resource, TSA assignments must focus on the effective instruction of students and must be cautiously, wisely, and prudently used. TSA, Specialist, and Coordinator salary will be based on the individual’s daily rate of the applicable lane and step on the Certified Salary Schedule times the contract days listed in the table below. TSA assigned to Program Level 3 or 4 will receive Professional Responsibility compensation (as defined in Job Description) in the form of a contract addenda calculated as a percentage of the total contract amount.

Program Requirements Basic Teacher Contract Assignment TSA contract will be closely associated with school days and will not require substantial program planning or development outside of the school year. Extra duty activities shall occur outside the regular instruction day unless approved by the Board of Education. No Extra Duty position shall be given an additional planning period. Principals shall review the job descriptions each year with each person assigned an extra duty position. Payment for Extra Duty contracts shall be paid in installments over the time of the assignment. Payment for Extra Duty contracts is limited to the fiscal year the work was performed, no late/retroactive contracts will be paid. Administrators are not eligible for classified staff addenda, or coaching related assignments
