Welcome

Welcome to The Israel Middle East Model United Nations conference of 2016, held at the Walworth Barbour American International School in Even Yehuda.

Section 1

Greetings from the President of Israel, Mr. Reuven Rivlin Since I will not be able to be present in person, I would like to send my greetings to the participants in the 2016 TIMEMUN conference being held at the American International School in Israel in February 2016. This admirable program, which brings together Jewish and Arab students in Israel and other countries, is taking place during times of tragic conflict accompanied by violence that impacts the lives of us all. Sadly there is no clear end in sight to this tragic conflict. Yet we all bear responsibility for the way we live here, the way we live side by side, Jews and Arabs. Any resolution to this conflict must be founded in the development of mutual trust. Today, more than ever, there is a need for strong leadership on both sides, able to stand before their own communities while maintaining direction even through the most stormy times, leadership that seeks to promote trust and confidence between the parties and that has the courage to strive towards a horizon of true cooperation and peaceful coexistence, leadership that draws strength from the hearts of their own communities for the achievement of this huge task. The TIMEMUN conference can make a valuable contribution to efforts to nurture the seeds of confidence between us, between Arabs and Jews, first and foremost those from within the State of Israel. If we understand that we share common interests, then our educators -- school principals and teachers, both religious and secular, Arabs and Jews, from all over Israel -- will be able to raise here a new generation of children, a new generation of future leaders, who get to know each other, learn to respect each other, and find the way forward to a more harmonious future. I wish you all every success in the meetings of the special committees and programs of TIMEMUN 2016.

TIMEMUN’s Secretary General: Mark Tsoir Dear Delegates, Chairs, Advisors, Administrative Staff, and Distinguished Guests, It is my greatest pleasure and honor to welcome you all to the sixteenth session of The Israel Middle East Model United Nations conference in Even Yehuda, Israel. This conference provides each participating delegate with a unique opportunity to adopt the responsibilities of a world leader and to combat pressing, geopolitical issues. Delegates will be immersed in the high level, fast paced debates, and will leave the conference with many unforgettable moments thanks to the tireless efforts of the entire TIMEMUN team. This year’s TIMEMUN will host a number of controversial, complex issues that even the most intellectual, powerful minds struggle to resolve. Delegates will confront narcoterrorism, lawlessness, and femicide in Latin America, territorial conflicts in the Arctic Circle and Transcaucasia, and refugee overflow in Europe. On the global scene, issues of resource shortages, animal extinction, water scarcity, child labour, drones, chemical warfare, epidemics, war, and xenophobia will be discussed. Delegates will also have the opportunity to rewrite history as they argue over the Yugoslavian dissolution, the 1991 Gulf War, and the Arab-Israeli conflict. Through diplomacy, debate, and cooperation, delegates will strive to be successful in their search for a solution. International and Israeli students and guests will be present on the WBAIS campus throughout the TIMEMUN conference. I implore you all to reach out and create friendships, to keep an open-mind during every debate, to accept that a delegate may have views entirely polar to your own, to conduct yourselves in a diplomatic manner, and to cooperate with your peers. Cooperation will be vital in the search for an all-encompassing solution that will ensure a stronger, more unified world of tomorrow. The TIMEMUN 2016 team thanks you for attending this year’s conference. We hope that you enjoy it and that you will leave with many treasured memories.

About our guest speakers

Gala Dinner Speaker: Ambassador Samantha Power Ambassador Samantha Power is the U.S. Permanent Representative to the United Nations and a member of President Obama’s Cabinet.  At the United Nations, Ambassador Power works to advance U.S. interests, promote and defend universal values, and address pressing global challenges to global peace, security, and prosperity. Prior to serving as U.S. Permanent Representative to the United Nations, Ambassador Power served as Special Assistant to the President and Senior Director for Multilateral Affairs and Human Rights on the National Security Staff at the White House.  In this role she focused on issues including UN reform; LGBT and women’s rights; the promotion of religious freedom and the protection of religious minorities; human trafficking; and democracy and human rights. Before joining the U.S. government, Ambassador Power was the Anna Lindh Professor of the Practice of Global Leadership and Public Policy at Harvard University’s John F. Kennedy School of Government, teaching courses on U.S. foreign policy, human rights, and UN reform.  She was also the founding executive director of the Carr Center for Human Rights Policy. Ambassador Power is the Pulitzer Prize-winning author of “A Problem from Hell”: America and the Age of Genocide (2002) and Chasing the Flame: Sergio Vieira de Mello and the Fight to Save the World (2008), the basis for the award-winning HBO documentary, “Sergio.”  She is also the recent co-editor of The Unquiet American: Richard Holbrooke in the World (2011).  Ambassador Power began her career as a journalist, reporting from places such as Bosnia, East Timor, Kosovo, Rwanda, Sudan, and Zimbabwe, and contributed regularly to The Atlantic Monthly, The New Republic, the New York Review of Books, and The New Yorker Magazine. Ambassador Power immigrated to the United States from Ireland at the age of nine.  She graduated from Lakeside High School in Atlanta, Georgia and received a B.A. from Yale University and a J.D. from Harvard Law School. She is married to Cass Sunstein, with whom she has two young children. 14

Keynote Speaker: Adi Altschuler Adi Altschuler is an educator, a leader and an acclaimed social entrepreneur. She is the founder of "Krembo Wings" youth movement- Israel's first and only movement for youths with and without special needs. She is the founder of "Memories@Home", an alternative gathering on the Holocaust Memorial day. Formerly, she was the Israeli manager of  "Google for Education”. In 2002, at the age of 16 she joined the "Lead" ( leadership development program) and inspired by her relationship with Kfir, a boy with cerebal palsy, she established a new youth movement in Israel - "Krembo Wings"- Israel's first and only movement for youths with special needs. The movement has grown and over 4,000 children and youths are active in its 47 branches nationwide. She presided as CEO and chairman until 2009 and later as president until her retirement in 2014. The movement has won numerous awards over the years, including the Presidential Award from Shimon Peres in 2009, the Yigal Alon award in 2010, and was also elected to light an honorary torch in Israel's 60th anniversary at Mount Herzl. Altschuler founded the "Memories@Home" project in 2010. This initiative enables private individuals an alternative way of commemorating the Holocaust memorial day through independent meetings of the community in their own living room. Since the age of 18, Adi has won multiple awards, including: the Tamari award (2005), the Bernstein award for social leadership (2006). In 2008, she was announced as “Israel woman of the year” by the LIONS. In 2013, she received the Rappoport award for leading social change in Israeli society. In 2014, Adi was elected by TIME Magazine as a ‘Next Generation Leader’, and in the same year was chosen to speak at the UN on Social entrepreneurship as a vehicle for growth in developing countries

Major General (Ret.) Yaacov Amidror Major General Yaacov Amidror served as the National Security Advisor to the P.M of Israel and the Head of the National Security Council from April 2011- November 2013. Maj. Gen. Amidror served with the Israel Defense Forces (IDF) for 36 years (1966-2002). During his long military career, he held many important positions, among them: Commander of IDF Military Colleges, Military Secretary for the Minister of Defense, and Director of the Intelligence Analysis Division, responsible for National Intelligence Assessment.

Israeli environmentalists to promote sustainable development and advance peace efforts in the Middle East.  FoEME's three co-Directors were honored for their unique environmental peacebuilding efforts by TIME Magazine as Environmental Heroes of 2008, were granted the prestigious Skoll Award for Social Entrepreneurship in 2009 and in 2010 awarded both the Euro-Med Award for Dialogue and the Aristotle Onassis Prize for the Protection of the Environment.  In 2011, the International Development Committee for COnflict Resolution awarded the organization their Outstanding Leadership Award and the Mount Zion Foundation honored it for significantly contributing to understanding among the three Abrahamic traditions. In 2013, the organization was named one of the top 100 NGOs in the world by the Global Journal. In this chapter, you will find regulations for all students participating in the TIMEMUN conference, as well as Delegate Procedures and Guidelines.

TIMEMUN 2016: Regulations for Students These regulations shall be followed by all students participating in

Crisis Committee: Procedures, Motions, and Points Procedures:
 Lobbying Time Instead of only 1.5 hours in the beginning, lobbying time will occur throughout the conference, triggered by motions of the delegates. Thus, delegates will be able to actively collaborate with fellow delegates on clauses throughout the conference, as new discussions occur. These periods of lobbying time will typically be anywhere from 5 to 10 minutes depending on the decisions of the chairs, delegates.

Clauses While we still encourage delegates to come with pre-written clauses, due to the aforementioned change in lobbying time, it will now be easier for delegates to construct a clause during the actual conference. We recommend that delegates work together during the conference to compose new clauses. Once a delegate has gained enough signatories (differing amount for different committees) he must submit it to the chairs. Then, in order to introduce the clause, the delegate must make a motion (example below) to introduce his clause to the committee. This motion is then voted upon.

How to present a clause in a TIMEMUN crisis committee : 1. Delegates submit written clauses to the chair during Lobbying Time 2. Delegates motion to present their clause, during debate 3. With chair’s discretion, delegates vote on the motion Note: Default speaking time for delegates will be 45 seconds. This can be changed if specifically requested in the motion by the delegate, or decided by the chair. 25
