(RG-‐T2903) Impact Hub: Promotion of Resilient entrepreneurs in El Salvador, Honduras, and Nicaragua. Terms of Reference -‐ Individual Consultant Development of a How-‐To Guide on corporate intrapreneurship, innovation, and services management for Impact Hubs in Latin America.
1. Background. On December 2016, Impact Hub Company and the Multilateral Investment Fund (MIF) of the Inter-‐ American Development Bank (IDB) Group signed a Technical Cooperation Agreement for the purposes of contributing to the increase the long-‐term economic growth of early-‐stage social entrepreneurs in Honduras, El Salvador and Nicaragua, through the adoption of the Impact Hub’s incubation and acceleration model. Impact Hub is a global network of entrepreneurship and business development communities, spaces, and programs. Each of our 90+ Impact Hubs has the mission to host, inspire, connect, and enable individuals and organizations to take, invest, and support development of small and growing businesses towards goals of economic prosperity, decent work, social justice, and environmental sustainability. Their bottom-‐up growth model implies that every local IH is initiated, developed, and run by a local founding team and, thus, is deeply rooted in its city’s market and community. Each takes a unique shape to reflect the local urban context while preserving the core values of IH. The Multilateral Investment Fund (MIF), a member of the Inter-‐American Development Bank Group, supports economic growth and poverty reduction in Latin America and the Caribbean through encouraging increased private investment and advancing private sector development. It works with the private sector to develop, finance, and execute innovative business models that benefit entrepreneurs and poor and low-‐income households; partners with a wide variety of institutions from the private, public and nonprofit sectors; evaluates results; and shares lessons learned. The project, jointly funded by Impact Hub and IDB-‐MIF, has the objective to increase the long-‐term economic growth of early-‐stage social entrepreneurs in Honduras, El Salvador and Nicaragua, through the adoption of Impact Hub’s (IH) incubation and acceleration model in each country. For this, it is structured in 3 components, which are: 1) Structuring the Innovation Hubs, 2) Entrepreneurial Development and Pre-‐ acceleration Program, and 3) Networking to Scale. The project has an expected duration of 36 months. In order to support the dissemination strategy of the project’s results, the production of a “How-‐To Guide on corporate intrapreneurship, innovation, and services management for Impact Hubs in Latin America” has been proposed.
2. Objective.
The objective of this consultancy is to develop a “How-‐To Guide on corporate intrapreneurship, innovation, and services management for Impact Hubs in Latin America” A how-‐to guide describes the various components, stages, and steps in their logical sequence, usually indicating what must be done at each stage and how, where, when and by whom. It should be based on benchmarking and adaptation of good practices of corporate intrapreneurship, innovation, and services management by Impact Hubs and other leading organizations around the world. The guide must contain both theory that bases the choice of the methodology, as well as good practices outside the network of Impact hub. 3 Methodology and Activities. To achieve the objective of the consultancy, the consultant should carry out the following activities, without excluding others considered necessary. Each of these activities will be conducted in coordination with Impact Hub and the MIF. i. Initial meeting. The consultant should hold an initial meeting with Impact Hub and the MIF, if possible, in order to establish expectations for the How-‐to-‐Guide. The following points should be covered during the discussion: ● ● ●
Purpose of the how-‐to guide. It is necessary to define the main goal of the effort, such as sharing detailed information on the scope. Methodologies. There should be a clear understanding of which methodologies for data collection and reviewing will be used by the consultant. MIF template. The MIF has produced a template for developing how-‐to guides. This template ensures consistency between style and scope. Reviewing this template with the Executing Agency is recommended. This template could be used as a guide from the earliest stages of development of the how-‐to guide, for example, in the data collection phase and for writing the very first drafts of the how-‐to guide, in order to guarantee its clarity and acceptance.

Preparation of a work plan. A work plan should be prepared including: (a) main activities to be performed during the development of the How-‐to-‐Guide; (b) a data collection plan (detailing tools to be used and sources of information); (c) the methodologies that will be used; (d) responsible parties, and (e) deadlines. iii. Data and information collection. In the process of primary and secondary research and data collection, the following activites are
recommended: ● Review of project documentation. During this phase all documentation regarding corporate intrapreneurship, innovation, and services management that is available for the Makers should be collected and be supported by both published (books, articles, surveys and webinars) and nonpublished (reports, mid-‐term and final evaluations) materials. Communication materials like flyers, audiovisuals, photos, etc., could be added as well. At this stage a first draft of 2-‐3 pages should be produced. ● Inquire stakeholders of their expectation of corporate intrapreneurship, innovation, and services management in the local context. ● Combine qualitative and quantitative research. iv. Write a draft of the how-‐to guide Produce a first summary of the How-‐to-‐Guide on corporate intrapreneurship, innovation, and services management. Write a draft, using the outline agreed to with Impact Hub and the MIF. The guide will include but not limited to: The guide will include three sections including some of the main services that leading Impact Hubs and competitors have been providing to large organizations (private, public, and civil), saliently: (1) Consulting on corporate innovation and intrapreneurship; (2) Customized/co-‐branded business creation and development programs; and (3) Project co-‐design and management services. Carry out a first review using techniques such as “peer reviews,” expert panels, members, etc. Collect feedback from the Executing Agency and the MIF. Edit, proofread, and submit final version of the how-‐to guide. Elements such as graphics, infographics, pieces of interviews, images, photos, etc., could be included to make the document easier to read and reinforce certain ideas. v. Preparation of 2-‐day workshop: A workshop would included: (a) Main topics and expected results; (b) Detailing tool o materials to be used; (c) the methodology that will be used; (d) responsible parties, and (e) time. Result expected: Teams are trained on the two main section of the manual; get a feedback from participants in order to strengthen the product. 4

Summary of the agreements achieved at the initial meeting plus the work plan,
including the approach, structure/index, methodological design, data collection plan, schedule of deliverables, required validations and deadlines. (ii) First draft of the how-‐to guide (iii) Design and develop a workshop (August 2017) (iv) Final version of the how-‐to Guide. 5 Specific requirements for the How-‐To Guide. ➢ Length: If written, a maximum of 50 pages will be accepted. ➢ Format: Use the format defined in the How-‐To Guide Template ➢ Language: It will be produced in the following language(s): Spanish and English ➢ Institutional Identity: Observe the corporate identity guidelines of the Executing Agency (Impact Hub) and the MIF, whose official logo must appear on all materials that include a declaration of IDB / MIF responsibilities, following the style guide included as part of the MIF knowledge toolkit. ➢ Intellectual property: The intellectual property will belong to Impact Hub and the MIF, whose official logo must appear on all materials that include a declaration of IDB / MIF responsibilities. ➢ Graphics: The graphics must be incorporated as images in the documents and the original design files must also be delivered in software compatible with Windows XP. 6 Consultant Profile: ➢ Education: Economics, Bussiness Administration, or related. ➢ 10 years of experience on corporate intrapreneurship, innovation, and services management in entrepreneurial ecosystem. ➢ Certifications and degrees/other: Master´s degree (preferred) ➢ Languages: Spanish and English ➢ Relevant jobs: Strategy Consultant, Manager or other related. Provide the name of three people who can provide professional references on the proposed candidate. IDB’s Eligibility Criteria:

Must be a citizen of a member country of the IDB. If a public official, must: (i) be on leave without pay; (ii) not have worked with the contractor during the period immediately preceding the commencement of your license, and (iii) not create a conflict of interest by your being hired. Must not have any family or business relationship with any staff members of the
contracting or executing agency who are directly or indirectly involved in any part of: (i) The preparation of these terms of reference, (ii) The selection process, and/or (iii) Supervision of the work. iv. Must not have another full-‐time contract in any project financed by the IDB and/or MIF. v. If the consultant is a relative (up to third degree of consanguinity or adoption and/or the second degree by marriage or cohabitation) of any employee of the IDB, the consultant must inform the executing agency and the MIF must be consulted prior to formalizing recruitment. 8 Supervision and coordination. Ana Ruth Henríquez at the Executing Agency will be responsible for the supervision of the work of the consultant. She will coordinate his or her activities with the MIF Specialist at El Salvador Country Office. The consultancy will be conducted from El Salvador. If done remotely, consultant should liaise with contacts responsible for overseeing the activities of the executing agency and the MIF, adjusting to the time zone and work schedule. 9
Terms and duration. The duration of the consultancy is scheduled for 30 days of actual work to be carried out within 1 month. The consultancy begins with the signing of the contract and ends with the delivery and approval of all the products established in point 4. The workshop may remain pending to be conducted during the 7-‐day kick-‐off capacity building workshop that will be carried out in August 2017. 10 Budget and payment. Payment will be made according to the following schedule: ➢ ➢
50% upon delivery of the work plan and after holding the initial meeting with all parties. 50% upon the Executing Agency and IDB/MIF’s approval of the final version of the how-‐to guide.
11 Expression of Interest and Selection Process Candidates will be evaluated by a selection committee composed of at least 3 members of Impact Hub, based on the qualifying criteria set out in accordance with the MIF. This process will be conducted in accordance with the Inter-‐American Development Bank procurement policy. Candidates will be evaluated by a method of comparison of qualifications, according to compliance with the requirements defined in these terms of reference, for example: background, work experience, educational background, interview, etc. 12 Receiving interest:

ANNEX I The Multilateral Investment Fund requires that for all projects it finances, its contribution be mentioned in press releases, print articles and digital media, marketing materials (brochures, banners, etc.) and knowledge products that are produced. The official and approved MIF logos must be downloaded from the knowledge management toolkit for such use. The MIF logo should be placed on an equal footing and size as the logo of the executing agency.
