PURPOSE OIT is statutorily obligated to provide IT support and services to the State and its stakeholders in the most effective and efficient manner possible. The purpose of this document is to define the standard methods that Enterprise Applications shall use to deliver technology services to customers of the Governor's Office of Information Technology, based upon the following criteria: ● Improve Software Quality ○ Provide visibility & insight into the health of development deliveries in real‐time, increase awareness and simplify decision making on when to merge and when to hand‐off or release. ● Increase Development Efficiency ○ Minimize rework, visualize and reduce conflicts, and improve team velocity. Build effective and collaborative teamwork and achieve speed with quality. ● Enterprise Scalability and Security ○ Accommodate your enterprise security policies and right‐size the appropriate role‐based access controls, while maintaining optimum efficiency and performance regardless of the number, size or location of your projects and teams. ● Comprehensive Traceability and Audit ○ Leverage the fully automated and comprehensive traceability and audit trails, eliminate risks and realize the benefits of no touch compliance SCOPE These standards apply to OIT and OIT supported agencies. This Standard shall be used by employees of OIT, agencies supported by OIT, and vendors contracted by OIT or its stakeholders as a means to enforce technology standardization and assist in making the usage, support, and/or purchase of technologies more consistent and efficient.

The scope of this document is for the specific service as described in Section 4 DEFINITIONS below. This document is intended for Enterprise Applications, but applies to any OIT unit providing these services to customers. 3.
REFERENCES 3.1. OIT and CISO Policies (see OIT Plaza ‐ Policies): This document establishes operational standards for OIT. All staff following these standards shall do so in compliance with all other OIT policies as published. In the event of any perceived conflict, OIT Policies shall prevail.

DEFINITIONS 4.1. Software Configuration Management (SCM): The task of tracking and controlling changes in the software, part of the larger cross‐disciplinary field of configuration management. SCM practices include revision control and the establishment of baselines. If something goes wrong, SCM can determine what was changed and who changed it. In a best practices environment, SCM can determine how to replicate configurations across many hosts. 4.2. IDE: Integrated Development Environment 4.3. Serena Dimensions CM: Dimensions CM differentiates in its ability to meet the higher performance and more sophisticated release handling needs of business critical custom applications, while simplifying the complexity of geographically distributed teams and variant code streams. Providing global insight and visibility into the health and quality of development changes and code streams helps eliminate risk and assure release readiness. ROLES & RESPONSIBILITIES ● Architecture Review Board: ○ Engage stakeholders and subject matter experts to determine standard ○ Review/Approve Standard (this document) ● Enterprise Architecture ‐ Chief Enterprise Architect: ○ Update effective / last review date ○ Publish the Standard to OIT’s public facing website and the OIT Plaza

Visual Studio .NET, Oracle JDeveloper 11g, Eclipse
The approved versions of these solution referenced above include the current supported releases. In the event that an application relying on the use of the above mentioned versions of technology cannot be maintained that application must be upgraded as needed and redeployed. 7.

ROLES & RESPONSIBILITIES All Enterprise Applications staff are responsible for knowing and following the standards outlined in this document. VARIANCE Requests to use technology standards other than those described herein shall be submitted in writing to the Director of Enterprise Applications for consideration.
