Federationvide its letter dated 1610512017 brought to the notice of Railway Board that complaints continuedto be received by the Federationfrom serving/retiredRailway employees that the Zonal Railways are not issuing Privilege/ComplimentaryPassesvia longer routeson the pretext that the same is not covered under the extant rules more particularly Sub-Rule (b). A period of over five months has passed,unfortunatelyclarificatory instructionsto the Zones etc., to follow Sub-Rule(c) as highlighted in Federation'sletter dated 16/0512017,are yet to be issued by the Board.A copy of Federation'sletterdated16/0512017 on the subjectis enclosedfor ready reference. NFIR, therefore once again urges upon the Railway Board to issue clarificatory instructionsto the Zonesetc., for the benefit of serving/retiredRailway employees.A copy of the instructionsissuedmav be endorsedto the Federation. Federation invites kind attention of the Railway Board to the Advance Correction Slip No. 32 issued gggigfl Railway Employees@ass)Rules 19861Z"dfdition 1993) whereinRule 3 read with sub-Rule(vi) provides that the Railway-employees maybe issued"aPaSsfiom ihe starling station to destination station via shortestroute provided that a lonier route maybe permitted on the hivilege Passin the following circumstances:(a) '6two altefnative routes are available for a destinafion, for example - Bombay to Calcutta via Nagpur or.via Allahabad and Bombay to Dethi by the Central Railway or by the Western Railway such passei may be permitted by either route irrespective of the distance involvedl or

(b) If the distance to destination via a longer route preferred by the Railway qervant doesnot exceedby fifteen percent of the distance via the direct route such passesmay be issued even if a double journey over a small portion is involved (for example - ex-Chittaranjan t0 Kancharapara via Howrah or ex-Lucknow to a station on the Southern/South Central Railway via Bombay V.T.), provided the distance does not exceedthe distancevia the shortest route by more than l5o/o to take advantage of terminal facilities as in Bombay V.T. - KalS'2yror Madras-Arkonam sectionslor (c) If the longer route to destination is quicker than the direct route irrespective of distanceinvolved''.
Complaints are being received from the serving/retired Railwgy employees that the Zonal Railways are .aotissuing.Passes,vialonger routes on*be.plea +hattbasarne is not coveredvide sub-Rule (b) above,even though vide sub-Rule (c) abwe, it-fias teen clvarly mentioned that the Privilege/Complimentary Passesmay be issued to the Railway employees (servingiretired) via longer routes. Federation contends that the denial of entitlement to undertake joumey on PrivilegeiComplirientary Passes by staff (servingiretired) via longer routes although allowed vide sub-Rule (c) above is improper, therefore suitable clarification needs to be issued to remove tle confusion prevailing among passissuing authorities on Zonal Railways. NFIR, therefore,requeststhe RailwayBoard to issueclarification to the Zonesetc.,to follow zub-Rule(c) above and also not insist on 15% distance restriction for undertaking journey on Privilege/Cornplimentary Passes via longer routes. A copy of the instructions iszued may be endorsedto the Federation.
