I.

FINDINGS AND RECOMMENDATIONS NDATIONS A.

Ground Floor Plan 1. Ramps 1.1 Findings a. By approximation the change in grade from the ground floor to the lowest point of the second floor is 1.00M. This will require a to total ramp run of 12.00M. From rom the Ground Floor Plan the ramps have a horizontal length of only 9.00M. b. The side ramps have handrails on one side only only. c.

The middle ramp has no handrails.

1.2 Recommendations a. Increase the length of at least one (1) of the three ramps preferably the main ramp at the center of the grandstand to make it BP344 compliant.. Provide a landing 1.50M long at the ramp’s mid-height.. b. Provide handrails on both sides of the designated accessible ramp(s) s) as shown in Fig. A.1.1, Fig. A.1.2, and Fig. A.1.3.

The door of the toilet for Persons with Disabilities swings inward. 2.2. Recommendations a. Make the door 850MM wide (minimum) or 950MM (preferred) and swing out. (Please see Fig. A.2.1, Fig. A.2.2. Doors that swing out make it safer and easier to rescue the occupant in the event of slips or falls. It is possible to injure an occupant who falls within the swing radius of a cubicle door that swings in when forcibly opening the door if rescue is needed. b. Specify lever-type locksets. c. Show dimensional clearances in the details of the toilet for persons with disabilities as illustrated in Fig. A.2.3, Fig. A.2.4, Fig. A.2.5, and Fig. A.2.6.

B. Second Floor Plan 1. Access 1.1 Findings a. There is no access for persons with disabilities to the Second Floor in case there ever comes a time when there is a VIP with disabilities. 1.2 Recommendations a. If the project’s budget is unable to accommodate a platform lift at this time, identify the location for a possible lift in the future. 2. Toilets 1.1 Findings a. There is no accessible toilet. 1.2 Recommendations a. Make the toilet an accessible toilet with the details as shown in Fig. A.2.3, Fig. A.2.4, Fig.A.2.5, and Fig. A.2.6.

C. Recommendations for Stairs 1. The 2013 Draft IRR Amendments of Batas Pambansa Bilang 344 or the accessibility Law requires stairs to conform with the following guidelines: 1.1 Uniform risers of 150 mm (maximum) and treads of 300 mm (minimum) shall be used. 1.2 Tread surfaces shall be of slip-resistant material; nosings shall be slip resistant to further minimize slipping.

Plan Review Report for Compliance with the Accessibility Law For the Proposed UPD Football Grandstand Building 1.3 Slanted nosings are preferred than protruding nosings so as not to pose difficulty for people using crutches or braces whose feet have a tendency to get caught in protruding nosings. [Please see Fig. C.1.1.] 1.4 Open stringers shall be avoided. 1.5 The leading edge of each step on both runner and riser should be marked with a paint or non-skid skid material that has a color and gray value which is in high contrast to the gray value of the rest of the stairs. 1.6 A tactile strip 300 mm wide shall be installed before hazardous areas such as sudden changes in floor levels and at the top, bottom and intermediate landings of stairs; special care must be taken to ensure the proper mounting or adhesion of tactile strips so o as not to cause accidents. 1.7 Handrails shall be installed at 900 mm and 700 mm above stair treads. A 300 mm long extension of the handrail should be provided at the top and bottom, of stairs. 1.8 Stair handrails shall be continuous throughout the entire length length and extend not less than 300 mm beyond the top and bottom step.

D. Recommendations for Signage and Way-Finding Way 1. The International Symbol of Access 1.1 The International Symbol of Access shall be composed of a white symbolized figure of a person in a wheelchair with a square background in United Nations Blue Color. The symbolized figure shall always face to the right. Provide directional arrows when the space/area/function pace/area/function being referred to is facing left.(Draft BP 344 IRR Amendments p.8) Hex value #5B92E5 1.2 All directional signs and way way-finding finding aids for accessibility shall use the International Symbol of Access.

2. Parking 2.1. Signage for accessible parking slots shall have both pavement and pole mounted signs. 2.2. Pavement signs shall have a least dimension of 600mm (1200MM preferred). 2.3. Wall-mounted signage shall have least dimension of 600mm mounted at a minimum height of 2.00 M. measured from the finish floor to the bottom of the sign as required by BP 344 as shown in Fig. D.2.1, Fig. D.2.2, and Fig. D.2.3.

3. Dropped Sidewalks 3.1. Signage for all dropped sidewalks shall have both pavement and pole mounted signs. The pavement sign shall have a least dimension of 600mm (1200MM preferred). Wall-mounted signage shall have least dimension of 600mm mounted at a minimum height of 2.00 M. measured from the finish floor to the bottom of the sign as required by BP 344 as shown in Fig. D.3.1 and Fig. D.3.2. 3.2. Pole mounted signage is very helpful for persons who use wheelchairs who have a low line of sight so they can easily locate dropped sidewalks and accessible ramps.

4. Accessible Ramp(s) 4.1 Signage for accessible ramps shall be pole mounted. Pole mounted signs shall have least dimension of 600mm mounted at a minimum height of 2.00M. measured from the finish floor to the bottom of the sign as required by BP 344 as shown in Fig. D.3.2.

5. Accessible Toilets 5.1 Signage for accessible toilets could be either wall or door mounted. Both wall and door mounted signage shall have least dimension of 200mm.
