The italicised numbers in the top left of the cells refer to the frequency of these words in Russian per Nicholas J. Brown's excellent "Russian Learner's Dictionary" available from http://www.oioioio.com. A 't' means that the value is for the preposition together with its synonym governing the other case. For example, "za" is the 21st most frequent word used in Russian, but that means its use in the instrumental plus its use in the accusative version. Brown does not give which of the two is more common.
